Staff Report Final Plat for June 15, 2000
Dollar General — Fairmont Parkway
Requested By: Donald R. French, Jr., A-TEX, LLC.
Requested For: A 0.9294 acre tract out of an 11.5268 acre tract (TR 32, Fairmont Park, JV.),
located in the William M. Jones Survey, Abstract-482, City of LaPorte,
Harris County, Texas.
Location: 10405 W. Fairmont Parkway, at the east corner of Fairmont Parkway and
Farrington Blvd.
Present Zoning: General Commercial (G.C.)
Background: Mr. French represents a group that has recently purchased this 0.9294 acre
tract for the purpose of developing a retail business. The plat includes a 30'
wide access from Farrington Blvd. and 150' of frontage along Fairmont
Parkway. The property will be identified as One Commercial Reserve in TR
32 Fairmont Park, JV (Exhibit A). Typically, a minor plat less than 10 acres
with 4 or fewer lots could be approved administratively by the Director of
Planning. However, in this case, a water line extension is required and this
dictates review and approval by the Commission.
Analysis: Staff, using Section 4.04 and Appendix D of the Development Ordinance as
a guide, has reviewed the plat and found it to be in substantial compliance
with applicable Development Ordinance requirements. The zoning of the
property is appropriate for a retail development. The setbacks proposed for
the facility are 20 ft. to the front and 10 ft. to the rear. These setbacks satisfy
GC zoning district requirements (Exhibit B).
In addition, Comprehensive Plan Chapters such as Transportation, Parks and
Open Space, Public Safety, Utilities, and Beautification were reviewed for
compliance with this development. The Transportation Chapter, Table 5.2,
suggests that sidewalks be included along principal arterial streets such as
Fairmont parkway and along collector streets such as Farrington Blvd. If
sidewalks are required by the Commission, a note will be placed on the plat
stating the owner will be required to install.
The extension of utilities will be addressed with this plat. A 12" water line
will be extended along Fairmont Parkway and utility easements will be
added along Farrington and Fairmont Parkway for future utility extensions if
needed. Sanitary sewer is currently available to the site.

Graphic contents of the plan have been reviewed and found in conformance
with Development Ordinance 1444 (Appendix D). Letters from servicing
utility companies approving the easements shown on the plat for their use
have been received.
Conclusion: Staff finds the submitted plat satisfies applicable provisions of the City's
Development Ordinance, Zoning Ordinance, and Comprehensive Plan.
Staff recommends approval of the final plat of Dollar General — Fairmont
Parkway.
Commission Action Consider approval of the Final Plat of Dollar General — Fairmont Parkway,
with or without the requirement for sidewalks along Fairmont Parkway
and Farrington Blvd.
