Being a subdivision of 35.461 acres out of the Enoch Brinson Survey,
Abstract No.5, La Porte, Harris County, Texas
2000 Block of Sens Road
Business Industrial (BI) & Light Industrial (Ll)
The applicant is platting 35.461 acres ofland into one reserve and one block
for future development of Agricultural Science building, school bus
operations, and maintenance facility with on-site detention fronting Sens
Road. The subject property retains multiple zoning designations of Business
Industrial (BI) and Light Industrial (Ll) as currently depicted on the City of
La Porte Zoning Map and as described in the City Ordinance (Chapter
106). The abutting zoning designations are the same except to the east is
Heavy Industrial (HI) and to the west across the street are General
Commercial (GC) and Manufactured Housing (MH).
The property is located approximately 4500' north of the intersection ofSens
Road and Spencer Highway. The property is also in the vicinity of a mobile
home park and light manufacturing/industrial facilities along Sens Road.
The adjoining property to the east is Union Pacific Railroad (UPRR) and
Harris County Flood Control District (HCFCD) facility F101 runs to the
north and east of the subject tract near North 'L' Street.
Review of the City's Land Use Plan shows the subject tract developing as
commercial/industrial uses. Several commercial/industrial facilities are
located along Sens Road between State Highway 225 and Spencer Highway.
The tract in question will have access along Sens Road and North 'L' Street.
With the Sens Road widening/improvement project to 100' right-of-way
with four lanes, traffic impact should be minimal. Detention/storm water
drainage system shall be reviewed with the development site plan and
HCFCD approval shall be required for the drop structure to FlOl.
Should the Commission require a sidewalk, the plat should include a
statement that sidewalk installation, by the owner/developer, is required.
Staff finds the requested plat satisfies applicable provisions of State Law
and the City Ordinances subject to review comments. Staff recommends
approval of the subdivision plat for LPISD Agricultural Science and
Operations facility to be located along Sens Road.

Backaround
La Porte Independent School District is proposing an agricultural
science, maintenance, and operations center along Sens Road,
south of North 'L' Street. The subject property, consisting of 35.46
acres of land, is located to the east of Sens Road between
Spencer Highway and State Highway 225. The property is in the
vicinity of commercial/industrial establishments along Sens Road.
Under the terms of Development Ordinance 1444, the proposed
development is considered to be a major subdivision. This is
based on the size of the development being in excess of 10 acres.
The Development Ordinance requires a two-stage approval
process for major subdivisions. The first stage is plat review and
approval followed by submittal of a major development site plan,
along with the building/construction drawings and other applicable
documents.
Analvsis:
Land Use - The City's Land Use Plan shows this area developing
with commercial industrial uses. The existing land uses are
primarily commercial and business industrial. There is a pre-
existing mobile home park in the vicinity to the west of Sens Road.
Transportation - Staff notes that the primary facility fronts on
Sens Road (100' ROW), which runs north south between Spencer
Highway and State Highway 225. The proposed use will generate
additional bus traffic, but the proposed Sens Road expansion is
adequate to support the additional traffic, and construction should
be complete around the time of building occupancy.
Topography - This area is relatively flat and stable and should not
be an obstacle to this type of development.
Utilities - Staff reviewed the existing facilities and services for each
of the components of the utility system for the proposed

Recommendation:
development. Existing water is adequate for potable and fire
protection needs. A waterline is located on the east side of Sens
Road running north to south. Sanitary sewer is readily available to
the property. The developer shall be responsible for anyon-site
utility extensions to serve the facility.
Drainage - The drainage for the proposed development is within
the F101 watershed. The applicant is providing detention although
such detention is not required on this project per a LANDEV study
conducted in September, 1987. Harris County Flood Control
District (HCFCD) will determine detention criteria because of the
direct outfall into F101. A small portion of the project will drain
directly into the Sens Road system with the remainder discharging
into F 101. A temporary drainage structure will have to be
constructed in order to account for the proposed improvements to
Sens Road.
It is unclear at this time when the project will let for construction.
An express review from Harris County shall be required before
final approval of the site plan can be given by the City of La Porte.
Sidewalks - Section 5.02 of the Development Ordinance empowers
the Commission to require pedestrian sidewalks when it feels their
inclusion will serve the public interest. Staff would recommend the
installation of sidewalks along Sens Road, but only after final road
construction is complete. Responsibility for construction of the
sidewalks should be stated on the face of the plat and site plan.
Exterior Building Design Standards - Proposed facility is
subject to the City of La Porte exterior building design standards
of 100% masonry and glass products, as required along major
thoroughfares. Operations Center building shall be pre-cast
concrete exterior walls, modified bitumen roof (non-ballasted) and
aluminum framed windows. Agricultural Science building shall be
CMU exterior walls, metal panel FASCIA, standing seam metal
roof and aluminum framed windows.
Staff has reviewed the development site plan for the Agricultural
Science, Maintenance, and Operations Center and found it to be
in substantial compliance with applicable ordinance requirements.
Staff has reviewed the major development site plan for the Agricultural
Science, Maintenance, and Operations Center for LPISD and found it
complies with the Development Ordinance. The site plan is
recommended for approval with the following conditions:
. Furnish the City an approval or Express Review Sheet by
Harris County.
. Provide the City a copy of driveway permits issued by Harris
County prior to City issuance of any building permits.

Approval of a Major Development Site Plan for proposed Bayshore
Elementary School

20.119 acres of land located in the W. P. Harris Survey, A-30, La Porte,
Harris County, Texas.
800 McCabe Road. This property is further described as being located
between State Highway146 and the Bay Forest Golf Course.
Planned Unit Development (PUD)
Public Educational Institutions
This property is located at the northeast comer of McCabe Road at State
Highway 1 46. It is bounded on the east by the Bay Forest Golf Course. On
the north, it is adjacent to the Lakes at Fairmont Greens, Section 1, a
proposed single-family residential development on approximately 35 acres
surrounded by the Bay Forest Golf Course.
Generally, development in a PUD zoning district requires a General Plan (for
the entire proposed project) and a Special Conditional Use Permit (SCUP) be
submitted and processed simultaneously. After approval of the General Plan
and SCUP by City Council, development plans and plats are reviewed
simultaneously.
A General Plan and Special Conditional Use Permit #SCU04-012, for the
proposed development of Lakes at Fairmont Greens to be located north of
McCabe Road, between Bay Forest Golf Course and State Highway 146, is
in place. Subdivision infrastructure for Section 1 has been completed,
approved by the City, and the plat has been recorded with Harris County.
The developer submitted a preliminary plat for Section 9, consisting of a
100+ single-family home zero lot line subdivision at the subject property.
However, proposed development did not proceed beyond preliminary plat
approval.
In 2008, Bayshore Elementary School was devastated by Hurricane Ike.
LPISD purchased the subject property to relocate Bayshore Elementary,
which is approximately a mile from the current location.

Analvsis:
Section 106-659 of the Code of Ordinances establishes the following criteria
for review of development projects within a PUD zoning district:
Land Uses - Review of the City's Land Use Plan indicates this area was
envisioned as developing as low density residential. As per approved
General Plan, subject tract (Parcel 10) is called out as land plan to be
determined "single-family residential." The project is now proposed as an
elementary school. The intended development alters the approved SCUP and
General Plan for the Lakes at Fairmont Greens.
Streets, Access, & Layout - State Highway 146 and McCabe Road provide
access to the site. However, two points of access are shown along McCabe
Road, an 80' right-of-way with traffic circulation to east and west bound
lanes. Along State Highway 146 traveling north, TxDOT will be
constructing overpass structures at Wharton Weems, Shoreacres Blvd., and
Red Bluff. Frontage roads are also to be constructed. These lanes should help
prevent traffic delays and increase efficiency of the roadway.
Utilities - There are sufficient water distribution facilities along frontage
road of State Highway 146 and McCabe Road to supply potable water and
fire protection to this proposed project. Sanitary sewer is available to this
property with the recent extension of the southeast sanitary sewer trunk main
and lift station near McCabe Road.
Drainage - The proposed development lies within the Taylor Bayou
Watershed and was recently elevated with fill. The City of La Porte has a
master drainage plan for the Taylor Bayou Watershed in conjunction with
the development to the west of State Highway 146. The 110' wide
HCFCD drainage easement was dedicated to the City. The City is the
responsible agent for its maintenance through the declaration of protective
covenants and agreements (PID) for the Lakes at Fairmont Greens
Subdivision since the channel easement has steep side slopes, additional
right-of-way may be necessary from adjacent property owners.
Fencing & other public amenities - A list of public amenities required
per the executed Developer's Agreement, which "runs with the land" is as
follows:
. 8' wide concrete hike and bike trail
. 6' high wrought iron fence
. 6' high upgrade wood fence along Wharton Weems Blvd. &
McCabe
. Landscaping
. Entry Monumentation
. Reserves/open space (including Taylor Bayou & detention/amenity
ponds)
. 8' wide pedestrian bridge over Taylor Bayou

Recommendation:
The plan shows open spaces, landscaping, utilities, hike and bike trail,
and a pedestrian bridge over Taylor Bayou. In addition to the open
space areas, the development proposal should include that these areas
are dedicated to the City and the P.I.D. would be responsible for
maintenance.
Beautification - The Comprehensive Plan provides guidelines for the
implementation of a beatification program. This particular site is
located at a primary gateway to La Porte. The visual appearance forms
the overall impression of the City. The developer needs to submit
building design standards for the proposed project to verify aesthetic
visual appearance of the proposed development.
Sidewalks - Section 5.02 of the Development Ordinance empowers the
Commission to require pedestrian sidewalks when it feels their inclusion
will serve the public interest. Staff would recommend the installation of
sidewalks connecting the neighborhoods nearest to the school.
Responsibility for construction of the sidewalks should be stated on the
face of the site plan.
Exterior Building Design Standards - Proposed facility is subject to
the City of La Porte exterior building design standards along major
thoroughfares as 100% masonry and glass products.
Staff, using Development Ordinance 1444, Section 4.09, has reviewed the
development for Bayshore Elementary School and found it to be in
substantial compliance with applicable ordinance requirements.
The Plan is recommended for approval with the following conditions:
. Furnish the City an approval or Express Review Sheet by Harris
County.
. Provide the City a copy of driveway permits by Harris County prior to
the issuance of any building permit.
. Applicant files appropriate changes to General Plan and Special
Conditional Use Permit to reflect the conditions of this re-approval.
