WHEREAS, City of La Porte recognizes, honors and promotes the value of the contributions of emergency medical responders in public health
and safety for the citizens of City of La Porte; and.
WHEREAS, emergency medical service is a vital public service in Texas and each year in Texas, trauma is a major cause of death and disability,
and the costliest medical problem in the United States; and
WHEREAS, volunteer and paid emergency medical services teams, in concert with a developed network of designated trauma care hospitals
across Texas, provide lifesaving care in Texas 24 hours a day, seven days a week,dramatically improvingthe survival and recovery rates for
those who experience sudden illness or injury; and
WHEREAS, the Texas trauma system, one component of Texas’ emergency medical responsesystem, is organized to provide timely, appropriate
access to quality emergency medical care for injured or ill persons; and
WHEREAS, Texas emergency personnel also care for the community by teaching citizens first aid and the actions to take before emergency
response personnel arrive at the scene. Texas emergency responders will be the first to respond to terrorist events and are constantly
training to respond to any possible occurrences with potential weapons of mass destruction; and
WHEREAS, thepeople of Texas benefit daily from the knowledge and skills of these highly trained individuals and from the availability of the Texas
trauma system; and
Now therefore, I, Louis R. Rigby, Mayor of the City of La Porte, along with members of the La Porte City Council in appreciation of your valuable

SUMMARY & RECOMMENDATION
The City of La Porte Police Department is seeking approval to enter into an Interlocal
Agreement with the City of Houston for radio services via the City of Houston’strunked Smart
Zone 700MHz system. The agreement will also allow the Police Department to pursue further
negotiations relating to the discounted purchase of required equipment, installations, and
recurring repair, maintenance, and programming fees.This system has interoperability with other
public safety agencies and addresses upcoming required changes that are being mandated by the
Federal Communications Commission.
This proposal was presented to, and approvedby, City Council,at the recent City Council
Budget Retreat. By entering into the agreement with the City of Houston, the City of La Porte
will be able to purchase radios and supplies at a thirty percent(30%) discounted rate under an
agreement the City of Houston recently entered into with Motorola. In order to receive this
special pricing, however, the attached agreementmust be signed with the City of Houston no
later than June 30, 2013 and the discounted pricing concludes October 31, 2013.
The total cost for replacing allexisting emergency services (Police, EMS, Emergency
Management) radios, including 100 portable radios, 72 mobile radios, required programming,
extra batteries, and needed attachments is estimated to be $537,962. Entering into this agreement
with the City of Houstonand purchasing radios and supplies at Motorola’s discounted rate will
result in a cost savings to the City of approximately $236,000. We are working with Motorola
and will likely be able to defer this purchase until next fiscal year.

Sec. 82-381. Adoption.
(a) Except as provided in this article, the International Fuel Gas Code, 2006 edition,
published by the International Code Council, as amended in Section 82-382 of this article
or addressed by the mechanical regulations of the International Residential Code, 2006
edition, as adopted by Section 82-31 of this chapter, is adopted and incorporated as fully as
if set forth at length in this section and the provisions therein shall be controlling in the
design, construction, quality of materials, erection, installation, alteration, repair, location,
relocation, replacement, addition to, use and maintenance of buildings and structures
within the city limits. One copy of the building codes is on file in the office of the city
secretary.
(b) If a section of this article is found to be in conflict with a provision of any zoning,
building, fire, safety or health ordinance or any regulation adopted pursuant thereto or any
other ordinance or code or regulation of the city, the provision which establishes the higher
standard for the promotion of the health and safety of the people shall prevail.
(c) Any person who shall violate any provision of the standards adopted or established in
this article shall upon conviction be punished as provided in Appendix B.
(d) Fees shallbe in accordance with Appendix A of the city’s Code of Ordinances.
