Mr. Johnson desires to purchase this portion of the right- th of-way to expand his existing facility in the 500 block of South 16St. Staff’s review of the applicationhas concludedthat no public or franchised utilities exist within the proposed closing area. The attached memo was provided by Staff to outlinea summary of additional generators and equipment that might be considered to improve the city’s back-up power capabilities at an estimated cost of $1.1-million. On January 28, 2013, City Council approved a budget amendment of $1.1 million dollars for this work as part of the initiative by the City to provide continuity of services and expedite the return of citizens to La Porte following an emergency evacuation. At the June 24, 2013 City Council meeting, staff presented recommendations based on a preliminary engineering reportprovided by Shrader Engineering.This report looked at options for emergency power connections and generator installationat various locations throughout the city. Staff was directed to move forward with the other projects, with the exception of including options for permanent natural gas generators at the Wastewater Treatment Plant (WWTP)and City Hall (Option 2 in Shrader’s PER). Council then directed Staff to revise the original report to include construction information on a permanent fixed natural gas option for the WWTP. Shrader Engineering has updated the original report to include this additional option(see attachedrevised report). Currently, the WWTP has transfer switchconnected to the main power feed into the Original plant, and atransfer switch at the newer expansion to allow for emergency generator connections in the event of power failure. Proposed Options for the WWTP: Option #1 –Two Mobile Diesel Generators$460,000.00 Option #2 –One Permanent Natural Gas Generator$1,090,000.00 Should Council desire to move forward with Option 2, the additional funding is available in Fund 015 Capital Projects fund balance. La Porte’s Future Land Use Plan shows that low, medium, and high residential development is planned along the bay front. Pgs. 1.18, 1.19, and 2.8 of La Porte’s Comprehensive Plan Update 2012(attached), however, specifically mention future commercial development along the bay front and, particularly, Sylvan Beach Park. Pg. 2.8 of the Comprehensive Plan Update 2012 says, “Continue to pursue an array of waterfront public/private development projects (e.g., restaurants and other retail opportunities, conference facilities, among others) to compliment the beach park and fishing activities and to generate additional revenues.” Also attached are anelectronic copy of Harris County’s Parks Master Plan for Sylvan Beach Park from 2004and an undated, artisticrendering ofa future-developed Sylvan Beach Parkby Randall-Porterfield Architects, Inc. Staff wishes to understand more specifically the community’s sentiments and intent regarding possible, future, commercialdevelopment along the bay front. Staff also metwith the Development Corporation tonight at 6:00 pm to have the same discussion. Please give staff additional direction regarding: Where along the bay front do you envision commercial development? (All along the bay front? Only on the north end? Only on the south end? Only on Sylvan Beach Park?) What type ofcommercial development, if any, do you envision along the bay front? (Restaurants, marinas, hotels, water parks, conference center, high-rise condos, amuse- ment park, other?) How much commercial development do you envision along the bay front? Like the Sylvan Beach area, Main Street and the downtown area, have a great ability to change the fabric of the community and are an important part of investment, they worked in partnership with the La Porte Economic Development Corporation and recently completed the Gateway Project, the Five Points Town Plaza, and other infrastructure improvements. As a result of this investment, Main Street is on the cusp of attracting new businesses. To stitch these improvements together in a well-coordinated manner and to compliment them with an overall economic and redevelopment strategy; a downtown master plan is warranted. This plan would expand upon the general guidance of this plan to spell out the specific improvements, funding needs and sources, and organization to accomplish its own vision (see inset). The TXARNG proposes to lease the facility from the City of La Porte for a term of 25years to house the only airborne battalion in the Army National Guard. There are approximately 225 total personnel within this unit. However, only 12-15 would be working full-time at the site. The remaining personnel would be drilling at the site once per month. During these drill weekends, personnel would be housed in local hotels and food would be catered through local restaurants.
