Notice is hereby given of a Special Meeting of the La Porte City Council to be held Wednesday,
November 14, 2018, beginning at 5:00 PM in the City Hall Council Chambers, 604 W. Fairmont
Parkway, La Porte, Texas, for the purpose of considering the following agenda items. All agenda
items are subject to action.
1. CALL TO ORDER
2. DISCUSSION AND POSSIBLE ACTION Interview, discuss, and consider candidates for the
position of City Secretary of the City of La Porte, Texas.
3. CLOSED EXECUTIVE SESSION
The City Council reserves the right to meet in closed session on any agenda item should
the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the
Texas Government Code. Notice is hereby given that the City Council may go into
Executive Session in accordance with the following provision of the Texas Government
Code:
Texas Government Code, Section 551.074 - Personnel Matters: Conduct interviews
of candidates for the position of City Secretary, and deliberate the evaluation,
appointment, duties, and employment of a public officer or employee: the City
Secretary.

Re: City Secretary Position
Honorable Mayor and Council Members:
I am writing because I understand that the City of La Porte is searching for a City Secretary and I wish to apply
for the position. Having worked for six municipalities in executive, managerial, and administrative positions for over
twenty years, I feel that I have the skills you are looking for. I am currently the City Secretary for the City of Humble,
Texas. Although I have only been here for five months, I have already discovered this is not a good fit for me. While I
have enjoyed my time and learning experiences in Humble, I feel that it is time for a new challenge and adventure.
Additionally, I would consider it an honor to work with City Manager Corby Alexander, who I worked with briefly in
College Station many, many years ago. Allow me to tell you a little about myself.
I have worked in various jobs over the years that have given me a strong background in business, finance, and
government. Being in business for myself was an experience that taught me what it takes to succeed. At age twenty-
four, I opened my own retail antique store at my home as a way to supplement my income while raising my son. Over
the next ten years I relocated to the downtown district and my business grew into a thriving business with twenty
vendors leasing space.
In 1995, I sold my business and went to work as a Deputy Clerk for the Tyler County District Clerk. I enjoyed
this job because of the variety of tasks I had to perform and the unpredictability of the judicial system. In a small rural
area like Tyler County, you have to do a little of everything. The greatest skill I gained was attention to detail. If a case
is not filed properly, the results can be tremendous.
As the Utility Billing and Customer Service Supervisor for the City of Woodville (Pop. 2,400), I had the
responsibility of supervising the daily activities of the Utility Billing department. This was a very fast paced and
challenging position where I refined accounting, collections, and management skills. Customer relations played a
critical part in this position. When I started working for the City, their past due accounts were severely out of hand.
Conflict resolution became a major job skill. Through payment agreements and termination of service, most of these
accounts were cleared or current within the first year. I also acted as backup for Accounting, Municipal Court, Police,
and occasionally recorded minutes for Council Meetings. In a city with a small budget, it is necessary to do a little of
everything.
After moving to College Station in 1999 (Pop. 60,000), I worked for the City of College Station for two and a
half years. I started as a Secretary for Fiscal Services and within a year, promoted to the Administration department as
the Budget and Strategic Planning Assistant. Fiscal Services included Finance, Accounting, Purchasing, Risk
Management, and Municipal Court. I was involved in all departments of Fiscal Services and honed my accounting and
auditing skills while learning about purchasing and risk management. After promoting to Budget and Strategic
Planning, my duties were to assist the Budget Team with various administrative duties and publishing the Budget and
CIP manuals. Meeting with each department to discuss next yearÔs budget request was always exciting!
After moving back to my home town of Woodville in 2000 because of my husbandÔs job, I reopened my antique
shop for a couple of years and I became very active in our local Chamber of Commerce with the hopes of bringing
business, jobs and tourism to Woodville. I was chosen as the 2002 Member of the Year.
In 2003, I was employed at Edward Jones Investments in Jasper, Texas. I enjoyed the challenge of learning
about securities, investments, and the highly volatile world of the stock market. Every day is different, fast paced and
extremely unpredictable. It was very exciting and I gained many new skills from this experience, but decided to come

back to a more familiar environment that would continue to add to the retirement benefits and knowledge that I have
already earned from working within municipalities for many years.
In November of 2003, I returned to municipal government at the City of Jasper (Pop. 7,000) as Executive
Assistant to the City Manager. I enjoyed a wide variety of duties as administrative support to the City Manager, Mayor,
and Council while acting as liaison to all city staff and citizens as well. As most cities do, a season of discontent had
swept over the leadership of the city that resulted in thirty seven of the one hundred fifteen employees leaving by
choice or termination, including the City Manager, Human Resource Director, and several other key management
positions. I filled in as the only ÑHR personÒ for five months with a freeze on hiring for four of those months. I
coordinated the hiring of approximately eighteen in the last month while performing all HR functions and my regular
duties.
Still extremely short staffed, Hurricane Katrina evacuees inundated Jasper and then one month later, Hurricane
Rita hovered over the city for six hours, devastating the city. It was the most memorable and educational event that I
experienced while working in Jasper. Under the direction of the Finance Director/Interim City Manager, the employees
pulled together and ÑlivedÒ at City Hall for two weeks straight until electric and water services were restored. Then
came FEMA! The administrative process was a nightmare and job descriptions were greatly expanded. I became
responsible for insurance claims on city property, coordinating repairs, and ensuring FEMA documentation for
reimbursement was completed.
The leadership of the City of Jasper continued to crumble and I decided it was time for a calmer atmosphere
that provided a challenge and chance for advancement. In 2006, I was offered the position of City Secretary in Dayton,
Texas. As I have mentioned before, in a small town (Pop. 7,000) you do a little of everything and this opportunity offered
me quite an education. I become the Ñgo toÒ person for everything that went on in City Hall. My duties included
preparation of agendas and minutes, coordinating council, P&Z, and Park Commission meetings, records management,
public information request, general, special, and bond elections, media liaison, vehicle title and registration, contract
management, bid publications, openings, and notification, prepare and administer department budget, certify alcohol
permits, coordinate special events, maintain reference and law library, track legal issues, and provide administrative
support to the City Manager, Mayor, and Council.
On the early morning of September 13, 2008, Hurricane Ike blew through bringing havoc and devastation once
again. Located 50 miles from the hardest hit areas of Galveston Bay and Bolivar Peninsula, I found myself in recovery
mode. It was a wild and scary night sleeping on the floor of my office and a very trying several weeks to follow, but
once again, I earned the ÑI SurvivedÉÒ T-shirt!
While in Dayton I enrolled in the Texas Municipal ClerkÔs Certification Program and received my certification in
2009. I have recertified in 2013 and will recertify the third term in 2018. Membership in the Texas Municipal Clerks
Association has given me the confidence, resources, and knowledge to carry my personal and professional future to a
higher level. I hope to achieve my Master Clerk certification in the near future with the International Institute of
Municipal Clerks. I also plan on completing my degree in public administration or business management. Completion
of my degree will give me the credentials to parallel the experience I have gained with twenty years of municipal
experience. I feel that if you ever stop learning, your life is over.
Wanting bigger challenges, I moved to the City of Frisco, Texas (Pop. 180,000), in 2009 were I served as City
Secretary for nine years. I have enjoyed working in a very dynamic and affluent city that has been designated as the
fastest growing city in the United States and one of the ÑTop 5 Cities to Live InÒ. It is affectionately referred to as the
Bright and Shining Star. It has been very exciting and challenging, I love what I do, and learned a great deal. Some of
the business deals that transpired in Executive Session were amazing! The past few years have brought The Dallas
Cowboys World Headquarters and other developments that have named a one mile stretch along the Dallas North
Tollway, as the Ñ5 Billion Dollar MileÒ and growing. Frisco has challenges that rival Dallas, Fort Worth, Austin, or Houston
and as the Council and City Manager work through these issues, I have been fortunate to be there learning.
I decided that my career in Frisco was an unbelievable learning experience and even though my position would
be desirable by many Municipal Clerks, I was ready for a new challenge. I have been exploring the Ñright fitÒ for several
months and hoped the City of Humble was it since it would afford me the opportunity to be closer to family and my
home in Woodville, Texas where I plan to retire in the future. I have enjoyed living in the area and glad to be closer to
home. I will be glad to discuss my reasons for seeking other employment in an interview.
A move to the City of La Porte as City Secretary would be a challenge I am ready for. My previous experience
of being a resident and employee of Dayton, Humble, and my husband working in Galveston for three years, has given

me the opportunity to explore and know La Porte and the surrounding area like no other applicant you might consider.
With friends and family close by, I have continued to keep in touch with the growth of the area. I believe my twenty
year municipal career has given me the experience to step into this position with ease.
Responsibility, dependability, and sensibility are words that describe the work ethic instilled in me at an early
age; therefore, I am confident that my knowledge and experience gained from six municipalities and the willingness to
get the job done will be an asset to your team. I am looking forward to meeting with you to discuss why I should
become the next City Secretary for the City of La Porte.

Action Requested:Approval of an Ordinance to order the May 5, 2018 Joint
General Election with Frisco Independent School District, Lewisville Independent
School District, andto be administered by the Denton and Collin County Election
Administrators respectively. For consideration on the City of Frisco Ballot will be
two At-Large Council Members for Place 1 and Place 3.
Background Information:
The City of Frisco annually holds aJoint General Election with Frisco Independent
School District (FISD) in Collin County, and with Lewisville Independent School
District (LISD) and Frisco Independent School District in Denton County.
Polling Locations:
A committee was formed in 2014 to review the polling locations used by the City
and FISD. The committee was comprised of representatives from FISD and City
of Frisco. The goal of the committee was to provide consistency and convenience
to the voter in an effort to increase turnout and ensure both entities were fairly
represented in future joint elections and with future growth of the City and District
in mind. A Memorandum of Understanding was drafted and executed by FISD,

suggested outline for political signage at shared polling locations. The number of
polling locations were increased from four to eight and split equally between
schools and fire stations with an equal number of locations in each county. It was
agreed that all eight locations would be used for both Early Voting and Election
Day. This would allow voters to have a consistent location from year to year and
allow for growth.
FISD/City Polling Locations for Early Voting and Election Day:
Fire Station 8 Collin County
Maus Middle School Collin County
Hunt Middle School Collin County
Collin College Preston Ridge Collin County
Fire Station 4 Denton County
Fire Station 7 Denton County
Griffin Middle School Denton County
Staff also recommends using these locations for a Runoff Election if needed.
LISD has also agreed to allow the use of their school which is in the City of Frisco,
as a joint polling location for Election Day:
Tom Hicks Elementary Denton County
Staff does not recommend using this location for Early Voting in the General or
Runoff Elections, as safety of elementary age children is a concern and the need
for additional security. Voters in LISD could easily travel to Fire Station 4 or 7 for
Early Voting.These locations would be out of the LISD boundaries, but it has not
been a problem for LISD in the past.
(At this time, neither Collin nor Denton County have approved the use of county
polling locations and subject to change.)
Contract Administration:
Contracting with Denton County for election services and holding joint elections
with FISD and LISD (includes Little Elm ISD):
All entities will be on the same ballot.
Denton County/Frisco residents can vote at any location in Denton County
for Early Voting, but only in the precinct in which they reside on Election Day.
Cost of the election will depend on how many entities hold/cancel elections
in the County and an estimate has not been provided at this time. The cost
is split evenly between all entities joining the county election.
Contracting with Collin County for election services and holding joint election with
FISD:
Collin County residents can vote at any location in Collin County during Early
Voting and also on Election Day. Collin County is part of a pilot program that
allows county wide Vote Centers on Election Day.
FISD will be able to join with the cities of Plano and McKinney allowing FISD
voters to vote in one location. (Plano and McKinney are 4 year terms, odd
year elections)
Estimated cost of the General Election is $45,000.This does not include the
Runoff Election.
Staff will coordinate a separate election with each county and combine results on
election night.
ARunoff Election Day would be on Saturday, June 16, 2018.
The statutory deadline for candidates to file for office is February 16, 2018 at 5:00
p.m. and the statutory deadline to call the General Election is February 16, 2018
by midnight. At the time of posting this agenda, two (2) candidates have submitted
an application for a place on the May 5, 2018 ballot for Place 1 and will be
contested.One (1) candidate has filed for Place 3 and is still unopposed.
Alternatives:Approve subject to changes as desired by Council or table and approve
at a Special Called Meeting before midnight on February 16, 2018.
Supporting Documents: Ordinance calling the May 5, 2018 Joint General Election,
and map of proposed Early Voting and Election Day polling locations.
Staff Recommendation: Staff recommends approval of the Ordinance calling the
General Election in compliance with the Texas Election Code.

It is a bittersweet pleasure to have the opportunity to apply to follow in Patrice Fogartys
footsteps. She has been a mentor since I began working in municipal government and has always
provided an outstanding reflection of her city. Likewise, I have been fortunate to meet and work
with members of her/your staff, primarily through our professional affiliations, and know that
they hold the same standards and dedication to serving their community. Nonetheless, Patrice
will be missed.
My time as city secretary has been one of unending education, training, and skill development,
which I hope to share with and continue to develop. Backgrounds in customer service, teaching,
and problem solving in a few different fields make me uniquely positioned to excel in the
position. In the last decade, I have been grateful to receive commendations from my
Councilmembers, recognition from my peers, and awards and credentials from those who ensure
our achievements exceed the standards in our field.
My current position requires the ability to work with a variety of personalities, to find new
solutions to involve and support our residents, to train staff across the organization so that we
are especially responsible and responsive to statute in areas such as those involving the Public
Information Act, Open Meetings Act, and records management, to provide feedback and
resources for our Mayor and Councilmembers, and to handle all sorts of interesting and unusual
other duties that may arise. As we are a small community that is also the largest in our county
and a county seat, we are obligated to accomplish a lot without the benefit of additional staff or
funding, so we think creatively, collaborate with other departments, and work hard. I seek to be
results-driven and use critical thinking and teambuilding to find solutions, meet deadlines, and
engage others.
It would be an honor to serve the City of La Porte and I look forward to discussing my
