Fairmont Parkway, La Porte, Texas, for the purpose of considering the following agenda items. All agenda item are subject to action. 1. CALL TO ORDER 2. INVOCATION —The invocation will be given by Rachel Cotton, Pleasant Hill Church of Deliverance. PLEDGES —Will be led by Councilmember Chuck Engelken. U.S. Flag Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one, and indivisible. 3. PRESENTATIONS, PROCLAMATIONS,AND RECOGNITIONS (a) Proclamation in recognition of Municipal Court Week. [Mayor Rigby] (b) Proclamation in recognition of Archives Month. [Mayor Rigby] (c) Presentation and discussion of annual presentation from the Port Region Economic Alliance. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance inith staff recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting.) (a) Approve the minutes of the meeting held on October 14, 2019. [Mayor Rigby] (b) Approve payment to Oakland Land and Development of$38,659.28 as the fourth payment for the development of Sector 23, in accordance with the Local Government Code Chapter 380 Agreement dated March 27, 2017. [Ryan Cramer, Economic Development Coordinator] (c) Adopt Resolution 2019-18 authorizing the City of La Porte to enter into an agreement with the Texas Department of Transportation (TxDOT) allowing for the installation of a decorative lighting system along the sidewalk within the Broadway (Old SH 146) right-of-way. [Lorenzo Wingate, City Engineer] (d) Authorize the City Manager to execute a contract with the Port of Houston Authority to provide emergency medical services to the Port of Houston-Bayport Terminal for a fifteen-month term beginning November 1, 2019. [Lisa Camp, EMS Chief] (e) Approve renewal of Cisco Smartnet Support Agreement with Datavox - DIR contract number 176-025-1479-000. [Grady Parker, IT Manager] (f) Authorize purchases of various vehicles and equipment items in accordance with the FY19-20 Vehicle Replacement Program schedule. [Ray Mayo, Public Works Director] (g) Authorize the City Manager to execute a professional services agreement with Huitt-Zollars Inc. to provide final design, bidding, and construction phase services for the Five Points Plaza Project in the amount of$79,000.00. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES (a) The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 2019-3763 amending the City's Future Land Use Map Component of the Comprehensive Plan for an approximately 0.29-acre tract of land located at the northeast corner of N 1st St. and Tyler St., legally described as Lots 13-16, Block 85, Town of La Porte, by changing the land use designation from "Commercial"to "Low-Density Residential"; followed by discussion and possible action to adopt Ordinance 2019-3763 amending the City's Future Land Use Map Component of the Comprehensive Plan for an approximately 0.29-acre tract of land located at the northeast corner of N 1st St. and Tyler St., legally described as Lots 13-16, Block 85, Town of La Porte, by changing the land use designation from "Commercial"to"Low-Density Residential". STATUTORY AGENDA (a) Presentation, discussion, and possible action to adopt ordinances authorizing the execution of Industrial District Agreements with companies in the Battleground and Bayport Industrial Districts, for a twelve-year term beginning January 1, 2020. ADJOURNMENT 1 S If,during the course of the meeting and discussion of any items covered by this notice,City Council determines that a Closed or Executive Session of the Council is required,then such closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section 551.071 - consultation with counsel on legal matters; Section 551.072 - deliberation regarding purchase, exchange, lease or value of real property;Section 551.073-deliberation regarding a prospective gift;Section 551.074-personnel matters regarding the appointment,employment,evaluation,reassignment,duties,discipline,or dismissal of a public officer or employee;Section 551.076-implementation of security personnel or devices;Section 551.087-deliberation regarding economic development negotiation; Section 551.089- deliberation regarding security devices or security audits, and/or other matters as authorized under the Texas Government Code.
