(a) Approve the minutes of the April 12, 2021, regular session and the April 13, 2021, special session of the La Porte City Council. [Louis R. Rigby, Mayor] (b) Adopt Ordinance 2021-3826, calling a special election to fill a vacancy in the position of Councilperson-District 1. [Louis R. Rigby, Mayor] (c) Authorize the City Manager and the La Porte Police Department to submit an application for the Victim Coordinator and Liaison Grant (VCLG) for fiscal years 2021 and 2022 in order to continue partial funding for the Crime Victim Liaison position and adopt Resolution 2021-42 in support of same. [Steve Deardorff, Chief of Police] (d) Approve a Professional Service Agreement with Whitley Penn to perform auditing services for the City of La Porte and the La Porte Area Water Authority for fiscal year ending September 30, 2021. [Michael Dolby, Finance Director] (a) Approve an ordinance amending Ordinance No. 2012-3421, to revise 2012 ETJ exchange agreement between La Porte and Pasadena by implementing schedule for installation of drainage facilities on Pasadena property, for benefit of Brookglen Subdivision. [Ray Mayo, Director of Public Works] (f) Rejection of the single bid from R&B Group for Bid #21015 -Replacement of Belt Filter Press at Wastewater Treatment Plant [Ray Mayo, Director of Public Works] (g) Award Bid 21013 for Type I Waste Disposal to Waste Management of Texas, Inc. and authorize the City Manager to execute a contract for an initial term of five (5) years, not to exceed annual budgeted allocation. [Ray Mayo, Director of Public Works] Q) Approve an amended and restated economic development incentive agreement between the La Porte Development Corporation, and Marion Campise and Vicki Campise, for the use of Type B Development Corporation Sales Tax Funds for refurbishment/renovation of the old bank building located at 100 W. [Jason Weeks, Assistant City Manager] (k) Approve a sponsorship request for $10,000.00 to the San Jacinto Museum of History for La Porte Resident Day on Thursdays during the months of June 2021 and July 2021, whereby La Porte residents will receive free admission to the San Jacinto Museum of History upon proof of residency. [Jason Weeks, Assistant City Manager] (1) Approve a revised agreement with the Association of Bayport Companies, Inc. for provision of EMS coverage to companies in the Bayport Industrial District for the period from October 1, 2020 through September 30, 2023. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES (a) Conduct a Public Hearing and receive public comments concerning the Second Amendment to the Project Plan and Reinvestment Zone Financing Plan and extending the duration of the Zone for Reinvestment Zone Number One, City of La Porte, Texas, and adopt Ordinance 2021-3825 approving the Second Amendment to the Project Plan and Reinvestment Zone Financing Plan and extending the duration of the Zone for Reinvestment Zone Number One, City of La Porte, Texas. [Corby Alexander, City Manager] STATUTORY AGENDA (a) Presentation, discussion and possible action to approve Resolution 2021-40 making findings in connection with proposed City of La Porte Public Improvement District No. 2 related to the advisability of the improvements, the nature of the improvements, the estimated cost of the improvements, the boundaries of the proposed district, the method of assessment and the apportionment of cost between the PID No. 2 and the City as a whole, and making other findings related to PID No. 2. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilmembers, and City staff, for which no formal action will be discussed or taken. 11. EXECUTIVE SESSION (a) City Council will meet in closed session pursuant to Texas Government Code Section 551.074 - personnel matters - for deliberation related to the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee - regarding Municipal Judge Denise Mitrano. 12. RECONVENE into regular session and consider action, if any, on item(s) discussed in executive session. 13. ADJOURN If, during the course of the meeting and discussion of any items covered by this notice, City Council determines that a Closed or Executive Session of the Council is required, then such closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section 551.071 - consultation with counsel on legal matters; Section 551.072 - deliberation regarding purchase, exchange, lease or value of real property; Section 551.073 -tleliberation regarding a prospective gift; Section 551.074 - personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; Section 551.076 - Implementation of security personnel or devices; Section 551.087 - deliberation regarding economic development negotiation; Section 551.089 -tleliberation regarding security devices or security audits, andlor other matters as authorized under the Texas Government Code. If a Closed or Executive Session is held in accordance with the Texas Government Code as set out above, the City Council will reconvene In Open Session in order to take action, if necessary, on the Items addressed during Executive Session.
