Call to Order The Mayor will determine that a quorum of Councilpersons is present and open the business meeting. 2. Invocation and Pledges of Allegiance INVOCATION - The invocation will be given by Pastor Shavaree Lacy of First Assembly of God Church. PLEDGES - Will be led by Riley Sauceda. Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in t debate or take action during this portion of the agenda. Items may be requested for future agendas in accordance with the adopted Rules of Procedure. 5. Cons9rd Agenda Approval of Consent Agenda items authorizes each to be implemented in accordance with staff recommendations provided. An item may be removed from the Consent Agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting. 5.a Approve the minutes of the regular City Council meeting held on April 14, 2025. Public Hearings and Associated Ordinances State law provides for public hearings on particular items, such as the annual City, budget, tax rate, and some land use decisions. Members of the public may speak when the presiding officer calls for comments, without signing up in advance. (Generally limited to five minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or for other considerations.) Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action until the public hearing is closed and the item is placed before them for consideration. 6.a Dangerous Building - 203 Bay Oaks Dr. The City Council will hold a public hearing to receive comment on the adoption of Ordinance 2024-4010, ordering the condemnation of a dangerous/substandard structure located at 203 Bay Oaks Dr., La Porte, Texas; followed by discussion and possible action to adopt Ordinance 2024-4010, ordering the condemnation of dangerous/substandard structure located at 203 Bay Oaks Dr., La Porte, Texas. [Richard Glass, Chief Building Official] 6.b Dangerous Building - 601 S Carroll SL The City Council will hold a public hearing to receive comment on the adoption of Ordinance 2024-3977, ordering the condemnation of a dangerous/substandard structure located at 601 S. Carroll St., La Porte, Texas; followed by discussion and possible action to adopt Ordinance 2024-3977, ordering the condemnation of dangerous/substandard structure located at 601 S. Carroll St., La Porte, Texas. [Richard Glass, Chief Building Official] 6.c Ordinance 20254061 Zone Change ZC-2025-0007 The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 2025- 4061 for approval of Zone Change ZC-2025-0007, changing the zoning classification from General Commercial (GC) to Low -Density Residential (R-1) for properties generally located on the east side of S. 8th St. between W. A St. and W. B St. and to exclude the properties on the west side of S. 8th St., and legally described as Lots 1 thru 12, Block 29, La Porte, and Tract 1 and 2, La Porte Partial Replat; Hams County, Texas; followed by discussion and possible action to adopt Ordinance 20254061 for approval of Zone Change ZC-2025-0007, changing the zoning classification from General Commercial (GC) to Low -Density Residential (R-1) for properties generally located on the east side of S. 8th St. between W. A St. and W. B St. and to exclude the properties on the west side of S. 8th St.,and legally described as Lots 1 thru 12, Page 2 of 4 P Block 29, La Porte, and Tract 1 and 2, La Porte Partial Rapist; Harris County, Texas. [Ryan Hvitlek, Planning Director, Planning and Development Department] 6.d Ordinance 20254082 Special Conditional Use Perm@ SCUP-2025-0016 The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 2025- 4062 for approval of Special Conditional Use Permit SCUP-2025-0016 to allow a secondary dwelling unit in the Large Lot Residential (LL) zoning district, located at 9818 N. H St., on approximately 2.0 acres of land legally described as Tracts 489E-1 & 489C La Porte Outlots; Harris County, Texas; followed by discussion and possible action to adopt Ordinance 2025-4062 for approval of Special Conditional Use Permit SCUP-2025-0016 to allow a secondary dwelling unit in the Large Lot Residential (LL) zoning district, located at 9818 N. H St., on approximately 2.0 acres of land legally described as Tracts 48913-1 & 489C La Porte Outlots; Harris County, Texas. [Ryan Hvitlek, Planning Director, Planning and Development Department] 7. Statutory Agenda Councilpersons will engage in debate in accordance with their adopted parliamentary authority. Members of the public may be permitted to answer questions from the Council or provide information if requested by the Council (either without objection or on a majority vote in favor). 7.a Ordinance 2025-4057 Repealing Ordinance 2024-3972 Discussion and possible action to approve or deny Ordinance 2025-4057 providing for the repeal of Ordinance 2024-3972, concerning condemnation of the residential building located on Lots 20 & 21, Block 197, La Porte, Harris County, Texas, more commonly known as 114 S. Items of Community Interest Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make a report about items of community interest during a meeting without having given notice of the subject of the report, if no action is taken and, except as provided by Section 551.042, possible action is not discussed regarding the information provided in the report. Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed. 10. Adjourn Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services are requested to contact the City Secretary's Office (281-470-5021), three working days prior to the meeting for appropriate arrangements. Pursuant to Texas Government Code Sec. 551.127, on a regular, non -emergency basis, members may attend and participate in the meeting remotely by video conference.
