CALL TO ORDER Chairman Sidney Grant called the meeting to order at 6:30 p.m. Members of Redistricting Committee Present: Sidney Grant, Betty Stoumbaugh, Ed Matuszak, Betty Waters, Bernard Legrand, and Jesse Wilson. Members of the Redistricting Committee Absent: Bob Capen, Claudia Zapata, Kirby Linscomb, and Jeff Litchfield. Others Present: None 2. APPROVAL OF MINUTES OF MEETING HELD ON AUGUST 28, 2001 Minutes approved as presented. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAXPAYERS WISHING TO ADDRESS REDISTRICTING COMMITTEE None. COMMITTEE REPORT FROM ED MATUSZAK ON REDISTRICTING MAP Redistricting member Ed Matuszak provided the report and discussed map numbers R- 006 and R-007. After checking hand calculated numbers on R-006 against census data file numbers, it was determined the percentages were different. R-007 actually took percentages further from +/- 5% goal. District 4 still shows highest minority representation. All the other districts appeared to be equally spread ethnically. Ed Matuszak reviewed consultant, Jeff Litchfield's numbers from R-006 and looked at each ethnic distribution by district. Map R-006 did not change the incumbents from their districts; plus it keeps most like neighborhoods together. A Committee concern is that part of Glen Meadows will be taken from District 1 and put in District 4. The committee noted that map #R-007 changes took the percentages farther from +/- 5% goal. Committee comments on R-007; more people need to be added to District 4. Sidney Grant suggested the Committee decide on percentage number for District 4. They suggested --4% for District 4. John Armstrong commented, in a perfect world District 4 would have -5%. • • Redistricting Minutes (10/O1/O1) -Page 3 11. Effective September 1, 2001. H.B. 1981: provides that in a competitive bidding procedure, the governing body shall provide all bidders the opportunity to bid on the same itelns on equal terms and have bids judged based on the same standards. The bill also provides that a governmental body may receive bids in hard copy format or through electronic transmissions. Finally, the bill provides that a city may receive bids and proposals through electronic transmission if the governing body of the city adopts rules to ensure the identification, security, and confidentiality of the electronic bids or proposals. Effective September 1, 2001. S.B. 221: allows a city to use the reverse auction procedure to purchase goods or services. A "reverse auction" is a method of procurement through which a buyer receives, via the Internet, price "bids" from potential sellers. When the bidding closes, • the buyer pays the lowest price that was bid. Effective September 1, 2001. S.B. 510: makes the following changes in procurement statutes: (1) amends the competitive bidding statute to allow a city to award a contract that has been competitively bid to the bidder who provides the goods or services "at the best value" for the city, except that the bill prohibits awarding a contract based on the best value analysis if the contract is for roads, streets, bridges, utilities, water supply/plants, wastewater plants or distribution facilities, or buildings or structures that are incidental to projects that are primarily civil engineering construction; (2) adopts new provisions that require that contracts for the construction of a facility must be awarded through the competitive bidding process or through alternative processes like design-build; and (3) adopts new provisions that allow a city to use the design-build method, construction manager methods, or job order contracts for the construction repair, rehabilitation, or alteration of a building. Effective September 1, 2001. S.B. 311: abolishes the General Services Commission and creates the new Texas Building and Procurement Commission (TBPC). The bill provides that the TBPC shall, among other things, create a schedule of multiple award contracts that have been previously awarded using a competitive process by the federal government or any governmental entity in the state. The schedule shall be posted on the Internet to allow state agencies or local governments to purchase goods or services directly from a vendor under contracts listed under the schedule. Effective September 1, 2001. SB 1458: creates the Electronic Government Program Management Office which, among other things, will: (1) identify and incorporate best practices for electronic government projects in areas such as the procurement of hardware, software and technology services; (2) provide risk management and quality assurance services for electronic government projects. Effective September 1, 2001. S.B. 561: prohibits a city from entering into a construction contract that requires an architect or engineer to indemnify the city for damages caused by the negligence of the city or its agents or employees; and prohibits a city from requiring an architect or engineer to indemnify or hold the city harmless against liability for the death or personal injury of an architect or engineer. Effective September 1, 2001, except where provided otherwise in the Act. S.B.12G8: prohibits a city from requiring a contractor or subcontractor to obtain surety bond from a specific insurance or surety company, agent or broker. Effective September 1, 2001. H.B. 2277: relates to contracts by cities for energy conservation measures. Effective September 1, 2001. • DISTRICT 1 ........................POPULATION 5,569 (+5%) Represented by Councilperson Guy Sutherland .............. 10200 North L Street, La Porte, Texas This district is almost completely made up of homes located on property one half acre to ten acre in size. Most citizens in this area have horses and other Live stock. The entire area has no sidewalks and open ditches. District 1 was an incorporated municipality prior to April 10, 1980 when, under Revised Civil Statutes of the State of Texas, Annotated, Article 1188, Consolidation of Cities, the City of Lomax, Texas became a legally represented part of the city of La Porte.. This area is the only remaining rural area within the corporate limits of the city of La Porte. The area is bound by State Hwy. 225 on the north, Sens Road on the east, the North line of the La Porte Municipal Air Port, Glenvalley Drive, Big Island Slough, north from Glenvalley to the north boundry tine of the Creekmont Subdivision to Underwood Road then north to StatE Hwy 225. There are two La Porte schools located in District 1, Lomax Elementry and Lomax Jr. Hi. School. A light industrial strip runs along the north side of District. There are three churches, a rodeo arena and a City Park with socor fields, swimming pool and walking trails. Population 5,306 (-0) Represented by Councilperson Chuck Engelken...... 3319 Gladwyne Lane, La Porte, Texas District 2 is comprised of two subdivisions, Spinwick and Brookglen. The District is bounded by Spencer Highway on the North, Underwood Road on the East, Fairmont Parkway on the South and San Jacinto College on the West. It is and area of moderately Priced homes with a few general commercial areas along the north, south and east boundries. This area of La Porte was annexed into the corporate limits of La Porte on Nov. 22, 1983. The predominate zoning for this district if residential. There are parks, a civic center with an active homeowners association in the Brookglen area. District 2 has 3 churches, a gated apartment complex and a group of town homes. There is a bank and some neighborhood commercial. This area has neighborhood parks that are well maintained by the Homeowners Association. The Creekmont and West Fairmont Park area was annexed by the City of La Porte on Nov. 10, 1969. There are two well planned apartment complexes and several churches. All boundrys for this district are city limit lines and a natural drainage facility. These subdivisions have sidewalks and curb and guttered streets, and are well lighted and landscaped. POPULATION..5020 (-5%) Councilperson James Warren......... 431 North 4th Street, La Porte, Teaxas This District is made up mostly of the original old City of La Porte, Texas, incorporated in 1892, it also incomposses the City Air Port, the Union Pacific rail yard, a vast amount of light industry, some heavy industry and our Main Street commercial area. The residential area of District 4 is made up of Low to medium priced homes on small lots. District 4 has several schools, baseball parks, tennis courts, a swimming pool, roller pocky field, outdoor basket ball court, several play grounds for younger children, a civic center with an active civic association. There are sidewalks in some areas. There are eight churches and the new library is located in this district. The Houston Ship Channel is to the north of District 4 and the Barbours Cut Shipping Terminal is directly east of the district. The terminal has created the need for container storage, trucking repairs facility, and services such as hotel, motel and restaurants. Young..........214 Reynolds, La Porte, Texas The area making up District 5, is the old Baybud Municipal District and was annexed by the City of La Porte in Oct. 1988. The district includes the entire Galveston Bay front Within the City of LaPorte city limits, it also unites the area of Baymud that was annexed by La Porte. The area that many years ago contained mostly summer homes is now made up of very large, very expensive bay front homes. The Ciry golf course is located in District 5, as is one of our oldest landmarks, Sylvan Beach Park. The La Porte fitness and Sr. Center is located on Broadway in this District. Here to is Little Cedar Bayou Park with wave pool, baseball, soccor fields, walking trails, picnic areas and other aminities. In bringing this district together we bring together people who worked hard prior to the annexation to improve their community and maintain its character. There are three schools in the area as well. as day care facilities. There are five churches and several small apartment complexes and one gated townhouse complex that sits right on Galveston Bay. The Glen Meadow and Fairmont Park area was annexed by the City of La Porte on Nov.10, 1969, it is a predominately residential area. A relatively new shopping center is located in District 6 as is the La Porte City Hall, several schools, churches, city parks, doctors offices, dentist offices and the local news paper office and a bank.
