CALL TO ORDER The meeting was called to order by Sidney Grant at 6:30 p.m. Members of Redistricting Committee Present: Kirby Linscomb, Sidney Grant, Betty Stoumbaugh, Ed Matuszak, Betty Waters, Bernard Legrand, Jesse Wilson and Claudia Zapata. Members of the Redistricting Committee Absent: Bob Capen. Staff Present: Assistant City Attorney John Armstrong, City Manager Robert T. Herrera, Mayor Norman Malone and City Secretary Martha Gillett. Others Present: Jeff Litchfield, Amanda Litchfield, Sue Gail Kooken, Laura Gutierrez, Michael Thomas, Gigi Rohmfeld, April Stephens, Jenny Francis, Travis Barnett, Emmitt Smith, Silvio Rocha, Makicsha Harden, Lucia De Aros, Dave Turnquist and Idahe Martinez. 2. APPROVAL OF MINUTES OF MEETING HELD ON OCTOBER 1, 2001 A motion was made by Betty Waters to approve the minutes as presented. Second by Jesse Wilson. The motion carried unanimously. Ayes: Grant, Waters, Stoumbaugh, Wilson, Legrand, and Matuszak. Nays: None Abstain: Zapata and Linscomb 3. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAXPAYERS WISHING TO ADDRESS REDISTRICTING COMMITTEE There were no citizens wishing to address the Redistricting Committee. 4. REPORT ON CENSUS DATA FILE CALCULATIONS FROM JEFF LITCHFIELD Jeff Litchfield provided the Committee with an overview on the methodology he used to compile the spreadsheets he prepared. He further explained that he worked on. the City of La Porte redistricting ten years ago, and was able to update old dbase files to new files to calculate current census data. He informed the Committee, areas with zero population did not print on the last report he provided. 5. REPORT FROM PLANNING DEPARTMENT ON PROCESS FOR CALCULATION OF NUMBERS Planning Director Doug Kneupper explained he compared the hand -calculated numbers calculated by his staff to those provided by Mr. Litchfield and determined all numbers on Mr. L.itchfield's spreadsheets were in the proper district. • Page 2 He further explained the Committee might have had some confusion due to census block numbers being the same in different census tract numbers. Committee member Betty Waters indicated she determined the same thing in reviewing the calculations. All agreed that the spreadsheet numbers being used are correct. 6. COMMITTEE REPORT FROM ED MATUSZAK ON REDISTRICTING MAP #R-008 Mr. Matuszak informed the group he would use the numbers provided since they were correct. It was determined the population numbers on the map were printed incorrectly on the new map. They should be as follows for districts 4, 5 and 6: 4=4,944 5=5,519 6=5,585 The percentages were correctly printed on map R-008. This results in the following: District 6 has 272 people over. District 4 is 369 people under. District 5 numbers are acceptable. The committee discussed moving population between the districts that would bring them within the guidelines. Assistant City Attorney John Armstrong noted the following concerns with the map R- 008: Glen Meadows subdivision is split and may not have common interests with District 4. The committee looked at moving some of the lines and had Mr. Litchfield check the results of the moves. Several changes were discussed and moved. Based on discussed changes Mr. Litchfield estimated the following percentages: District 1 5,467 +2.9% District 2 5,306 -0.13% No Changes District 3 5,444 +2.47% District 4 5,195 -2.22% District 5 5,051 -4.93% District 6 5,417 +1.96% C] 1] Page 3 Jeff Litchfield informed the Committee he was going to double-check all of the calculations and requested permission to move 3037 if needed. He reminded the committee these were just estimated percentages and he would need to carefully check all calculations discussed at this meeting. He will check them and provide the committee with a report at the next redistricting meeting. 7. DISCUSSION ON REPORT FROM BETTY WATERS ON ANNEXATION ORDINANCES AND COMPREHENSIVE PLAN AND DISCUSSION ON EACH COUNCIL DISTRICT Ms. Waters requested the Committee to review the report she provided and provide her with comments and suggestions at the next meeting. 8. DISCUSSION ON HARRIS COUNTY PRECINCT 346 City Secretary Martha Gillett provided a report on Harris County Precinct 346. This precinct falls within the La Porte Independent School District, but not the city limits of the City of La Porte. 9. PREVIOUS BUSINESS There was no previous business to be discussed. 10. NEW BUSINESS There was no new business brought forward by the committee. 11. CALENDAR Review Monthly Calendar/New Calendar Items and Deadlines/Discuss November Meeting Schedule — Monthly calendars were reviewed and the next Redistricting Meeting will be held on Monday October 29, 2001. November meetings are scheduled for Tuesday, November 13 and a tentative Public Hearing on Tuesday, November 27. 12. COMMITTEE COMMENTS The Committee had no further comments. 13. ADJOURNMENT Motion was made by Jesse Wilson to adjourn the meeting. Second by Betty Waters. The motion was carried unanimously. Respectfully submitted, Sidney Grfit, Chairman Passed and approved on this 13th day of November 2001. 0 Citv of La Porte L� Interoffice Memorandum To: Doug Kneupper From: ff Litchfield Date: ( ctober 9, 2001 Subject: Method used to provide Census Information for Redistricting Effort The Census Bureau released the detailed information for Texas on August 22, 2001. The information was available over the Internet. The steps necessary to get the information are as follows: Log onto www.census.gov Click on the second item on the page, which is "Detailed Tables (SF1) data Click on Texas Click on Texas At this point, you will have a choice to download several files. The Census Data is broken into 40 different files. The information needed for your report came from the txgeo.ufl.zip and the tx00001.ufl.zip files. These files are zipped files and are rather large. I downloaded the files to my PC and unzipped them. The files unzip to dBase files. Fortunately, I am proficient in dBase, having used it for the last 19 years. The txgeo file contains the track and block information as well as the housing units and the total population. The information for La Porte is keyed to this file. The file also contains a logical record number which ties it to the other 39 files. The breakdown by race came from the tx00001 file and ties back to the txgeo file by the logical record number. Once I extracted the data from both files, I found there were 798 different census blocks in La Porte. I also found 243 of them had a population of 0. However, three of the blocks with 0 population had housing units. In order to cut down on the work required to report the population by proposed district, I deleted the 240 blocks with 0 population and 0 housing units. (Note — for quality control purposes, I prepared a spreadsheet with all 798 blocks. I have attached it to this memo.) The file with the remaining 558 different census blocks was converted to an excel file which was then coded by the proposed La Porte council district. This was done by manually reviewing the proposed council boundary lines drawn on the redistricting map and entering the district number into the file. In order to match the records, you have to match both the census tract and block numbers. Once the data was matched, a spreadsheet was prepared that summarized the information by proposed council district. Most citizens in this area have horses and other live stock. The entire area has no sidewalks and open ditches. District 1 was an incorporated municipality prior to April 10, 1980 when, under Revised Civil Statutes of the State of Texas, Annotated, Article 1188, Consolidation of Cities, the City ofLomax, Texas became a legally represented part of the city of LaPorte.. This area is the only remaining rural area within the corporate limits of the city of La Porte. The area is bound by State Hwy. 225 on the north, Sens Road on the east, the North line of the La Porte Municipal Air Port, Glenvalley Drive, Big Island Slough, north from Glenvalley to the north boundry line of the Creekmont Subdivision to Underwood Road then north to State Hwy 225. There are two La Porte schools located in District 1, Lomax Elementry and Lomax Jr. Hi. School. A light industrial strip runs along the north side of District. There are three churches, a rodeo arena and a City Park with socor fields, swimming pool and walking trails. All boundrys for this district are city limit lines and a natural drainage facility. These subdivisions have sidewalks and curb and guttered streets, and are well lighted and landscaped. District 4 has several schools, baseball parks, tennis courts, a swimming pool, roller hocky field, outdoor basket ball court, several play grounds for younger children, a civic center with an active civic association. There are sidewalks in some areas. There are eight churches and the new library is located in this district. The Houston Ship Channel is to the north of District 4 and the Barbours Cut Shipping Terminal is directly east of the district. The terminal has created the need for container storage, trucking repairs facility, and services such as hotel, motel and restaurants. Young .......... 214 Reynolds, LaPorte, Texas The area making up District 5, is the old Baybud Municipal District and was annexed by the City of La Porte in Oct. 1988. The district includes the entire Galveston Bay front Within the City of La Porte city limits, it also unites the area of Baymud that was annexed by La Porte. The area that many years ago contained mostly summer homes is now made up of very large, very expensive bay front homes. The City golf course is located in District 5, as is one of our oldest landmarks, Sylvan Beach Park. The La Porte fitness and Sr. Center is located on Broadway in this District. Here to is Little Cedar Bayou Park with wave pool, baseball, soccor fields, walking trails, picnic areas and other aminities. In bringing this district together we bring together people who worked hard prior to the annexation to improve their community and maintain its character. There are three schools in the area as well as day care facilities. There are five churches and several small apartment complexes and one gated townhouse complex that sits right on Galveston Bay. This design was to maintain and protect the residence of Councilperson Jerry Clark who was elected to his seat on the City Council in May, 2001. The Glen Meadow and Fairmont Park area was annexed by the City of La Porte on Nov.10, 1969, it is a predominately residential area. A relatively new shopping center is located in District 6 as is the La Porte City Hall, several schools, churches, city parks, doctors offices, dentist offices and the local news paper office and a bank.
