Call to order 2. Roll call of members 3. Consider approval of July 12, 2011, meeting Minutes 4. Apply 2010 Census data to Census block geography 5. Administrative reports 6. Committee comments on matters appearing on agenda or inquiry of staff regarding specific factual information of existing policy 7. Adjourn A quorum of City Council members may be present and participate in discussions during this meeting; however, no action will be taken by Council as a governing body. Title: Redistricting Committee Minutes of July 12, 2011 Members Present: Charles Harrington, Nolan Allen, Mark Follis, Paul Berner, Nancy Ojeda, Nanci Lotz, Lisa Garcia, Charlie Perry, Venessa Guerrero (Alternate), Martha Gillett (Alternate), and Champ Dunham (Alternate) Members Absent: Charles Montgomery City Staff Present: Planning Director, Tim Tietjens; GIS Manager, Brian Sterling; City Attorney, Knox Askins; and Planning Coordinator, Peggy Lee 1. Call to order Meeting called to order by Chairman Charles Harrington at 6:05 p.m. 2. Roll call of members Roll call of members by Planning Coordinator Peggy Lee. 3. Consider approval of June 28, 2011, meeting Minutes Motion by Nolan Allen to approve the June 28, 2011, meeting Minutes. Second by Paul Berner. Motion carried unanimously. 4. Apply 2010 Census data to Census block geography. Planning Director, Tim Tietjens, updated the Committee on the population numbers shown on the new map in relation to the numbers arrived at during the previous meeting. In adding up the population numbers previously calculated, District 1 was 5,844, District 2 was 5,848, District 3 was 6,095, District 4 was 5,294, District 5 was 5,518, and District 6 was estimated to be 5,900, totaling approximately 34,500 or 700 over the actual population of 33,800. The discrepancy was attributed to counting one of the split blocks in its entirety affecting District 6. The numbers shown on the new map are the result of re -calculation of population using the GIS database according to the new boundaries established by the Committee at the previous meeting. Also added to the map was information on race and ethnicity for each district. When dealing with split blocks, Mark Follis suggested the Committee not rely solely on counting rooftops and average persons per household, but to also take into consideration the percentage of unoccupied houses with the percentage of persons that are being moved from one district to another. GIS Technician, Brian Sterling, utilizing GIS, helped the Committee review the two remaining split blocks in order to get a unit count for determining what portions should go to the respective districts. The Committee's housing unit count of Census Block 2000 is shown as follows: Census Block 2000 in District 1: 9 housing units x 3.24 persons per household = 29 persons Census Block 2000 in District 3: 136 housing units x 3.24 persons per household = 441 persons Motion by Nolan Allen to allocate 5 housing units in to District 1, changing the number of housing units from 9 to 14 in Census Block 2000 in District 1. Second by Mark Follis. Motion carried unanimously. The Committee's housing unit count of Census Block 1000 is shown as follows: Census Block 1000 in District 1: 127 housing units x 3.00 persons per household = 381 persons Census Block 1000 in District 4: 127 housing units x 3.00 persons per household = 381 persons Census Block 1000 in District 6: 14 housing units x 3.00 persons per household = 42 persons Redistricting Committee Minutes of July 12, 2011 Page 2 of 2 Motion by Nolan Allen to remove 1 housing unit from District 1, changing the number of housing units from 127 to 126 in Census Block 1000 in District 1. Second by Paul Berner. Motion carried unanimously. Committee Members discussed moving the airport property into District 1 to clean-up Block 1000 No population would be affected. Motion by Nancy Ojeda to move the boundary line to include the airport property in District 1. Second by Nanci Lotze. Motion carried unanimously. District populations adjusted by the Committee for Draft #2 are as follows: District 1: 5895 District 2: 5848 District 3: 6097 District 4: 5243 District 5: 5519 District 6: 5193 Total: 33,795 Champ Dunham suggested street names be added to the working map. 5. Administrative Reports The next meeting is scheduled for July 26th at 6:00 p.m. in the City Hall Council Chambers. 6. Committee comments on matters appearing on agenda or inquiry of staff regarding specific factual information of existing policy. There were none. 7. Adjourn Motion by Paul Berner to adjourn.
