LA PORTE AIRPORT ADVISORY BOARD
MINUTES
JUNE 14 , 1988
1. The meeting was called to order at 6:05 p.m. by City Manager,
Robert T. Herrera.
MEMBERS PRESENT: Larry Tucker, Guy Sutherland, Michael Miller,
John Ladd, Cliff Hyde, Steve Gillett
MEMBERS ABSENT: None
OTHERS PRESENT: Robert T. Herrera, City Manager, John Joerns,
Assistant City Manager, John Armstrong, Assistant City Attorney
2. The Oath of Office was administered by John Armstrong to all
members.
3. Robert T. Herrera called for nomination of officers. Discussion
followed concerning the offices needed, and the merits of airport
experience balanced against any perceived conflict of interest.
Guy Sutherland nominated as Chairman, seconded by Steve Gillett.
Motion was unanimous. Robert Herrera turned the meeting over to
Chairman Guy Sutherland.
Larry Tucker nominated for Vice-Chairman by Mike Miller, seconded
by Steve Gillett. Motion was unanimous.
Steve Gillett nominated for Secretary by Mike Miller, seconded by
John Ladd. Motion was unanimous. Discussion followed concerning
the appointment of the two advisory members. Cliff Hyde
recommended Paul Johnson of Eastern Airlines and Bill Gray of the
FAA. Chairman Sutherland requested Cliff Hyde to ask those
individuals to write the City a letter outlining their
qualifications and requesting to be appointed.
4. Robert Herrera recommended that the committee adopt rules to
conduct meetings, and to establish a regular meeting time, date,
and location. After discussion, motion made by Steve Gillett,
seconded by Mike Miller, to adopt Robert"s Rules of Order, and to
meet the second Wednesday of every month at 6:00 P.M. in the first
floor conference room of the Public Works Service Center. .Motion
was unanimous.

Advisory Board

5. Steve Gillett presented a current status report of the La Porte
Municipal Airport, and answered questions. Included in the report
were recent improvements, areas of concern, and possible
solutions.
6. The Committee discussed proposed goals and objectives. The
consensus was to develop rules and regulations, including traffic
pattern rules, along with the FAA"s proposed Terminal Control Area
(TCA), which could affect the traffic pattern and operations at
the airport.
The Committee agreed to meet on Thursday, June 23, 1988 at 3:00
P.M. at the airport to become familiar with the physical layout of
the airport. The Committee agreed to also meet on Wednesday, June
29, 1988 at 6:00 P.M. at the Public Works Service Center, in
addition to the regular scheduled meeting on Wednesday, July 13,
1988, to conduct a workshop meeting on the Proposed Rules and
Regulations, Proposed Traffic Pattern, and the impact of the
Proposed TCA.
7. Motion was made by Mike Miller, seconded by Cliff Hyde, to
adjourn. Motion was unanimous. Meeting adjourned at 9:05 P.M.

ORDINANCE N0. 1583
AN ORDINANCE ESTABLISHING AN AIRPORT ADVISORY BOARD FOR THE CITY OF
LA PORTE MUNICIPAL AIRPORT; ESTABLISHING THE POWERS AND DUTIES OF
THE BOARD; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND
PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council of the City of La Porte hereby
establishes an Airport Advisory Board for the City of La Porte
Municipal Airport. The Airport Advisory Board shall consist of
seven (7) persons, in the following seven (7) categories, each of
whom shall serve for the initial terms designated, and thereafter
for three (3) year terms, or until his successor shall have been
appointed and duly qualified, to-wit:
Position 1: shall be a Fixed Base Operator lessee at the City
of La Porte Municipal Airport.
Position 2: shall be a member of the Aeronautical Department
at San Jacinto College.
Position 3: shall be a licensed pilot active at the City of La
Porte Municipal Airport.
Position 4: shall be a licensed pilot who is a resident of La
Porte and active at the City of La Porte Municipal
Airport.
Position 5: shall be a resident of the City of La Porte.
Position 6: shall be a resident of the City of La Porte.
Position 7: shall be the City of La Porte Airport Manager.
The members of the Board shall elect from among their number, a
chairman and a secretary.
The following persons are named to the City of La Porte Airport
Advisory Board, and shall serve for the initial terms indicated or
until their successors shall have been duly appointed and qualified:
Position 1: Cliff Hvde , term expiring May 31, 1991.
Position 2: Larrv Tucker , term expiring May 31, 1989.
Position 3: , term expiring May. 31, 1989.
Position 4: _~Iike Miller term expiring May 31, 1990.
Position 5: Guy Sutherland , term expiring May 31, 1990.
Position 6: John Ladd , term expiring May 31, 1991.
Position 7: City of La Porte Airport Manager, permanent
member.

In addition, the following designated representatives shall be
appointed advisory members of the City of La Porte Airport Advisory
Board:
1) A representative of the F.A.A.
2) A representative of the airline or commuter airline
industry.
Section 2. It is the intent and purpose of City Council that
the Airport Advisory Board advise City Council from time to time, on
matters relating to the most desirable and efficient operation of
the City of La Porte Municipal Airport. To this end, it is~the
desire of City Council that the members of the Board establish
communication liason with the City of La Porte Management Staff, on
matters relating to the operation of the City of La Porte Municipal
Airport. Further, it is the desire of City Council that the Airport
Advisory Board review,~from time to time, the City of La Porte
Airport Master Plan, and recommend to City Council any updating or
revisions to such Airport Master Plan. It is the desire of City
Council that the Airport Advisory Board make recommendations to City
Council on such matters as rules and regulations and traffic pattern
for operations at the City of La Porte Municipal Airport, and for
any needed improvements to the facilities at the Airport, including
such matters as navigational aids; ordinances; zoning requests;
height restrictions; community development; and the like, as well as
any other improvements which the Board feels would enhance the
utility of the City of La Porte Municipal Airport to its users, and
to the community at large.
Section 3. The City Council officially finds, determines,
recites and declares that a sufficient written notice of the date,
hour, place and subject of this meeting of the City Council was
posted at .a place convenient to the public at the City Hall of the
City for the time required by law preceding this meeting, as
required by the Open Meetings Law, Article 6252-17, Texas Revised

will be using for our Eastern Airlines Pilot Entry Program. Also enclosed is
a copy of our basic traffic pattern rules.
I have included the location of our practice areas and routes to acid from these
areas .
we anticipate a large increase in the airport and area traffic and would
appreciate any input.

IV. RECOMMENDATIONS
A. Establish clear authority over airport
1. Airport Manager - development versus maintenance
2. Reestablish Airport Advisory Commission
3. Develop and adopt Airport Rules/Regulations
B. Tie downs versus taxes
1. Push utilization of tie-downs; additional federal funding
will not be available unless current improvements are used.
2. Lobby for necessary legislation to eliminate tax problem
C. Reopen negotiations with National Guard - enlist political push
if necessary
D. Engineering report on pavement - supply to FAA for funds (after
tie-downs)
E. Fund utility improvements (sewer) to develop tie-down area
F. Market airport per Council goals
G. Work with FAA and Ellington to eliminate identification problem
