HomeMy WebLinkAbout03-08-1989 Meeting~,A PORTE AIRPORT ADVISORY ~ARD MINUTES March 8, 1989 1. The meeting was called to order at 6:09 P.M. by Chairman Guy Sutherland. MEMBERS PRESENT: Chairman Guy Sutherland, Vice Chairman Larry Tucker, Secretary Steve Gillett, Members Cliff Hyde, Mike Miller, John Ladd, and Deborah Rihn MEMBERS ABSENT: None OTHERS PRESENT: Bill Gray, FAA Representative 2. The minutes of the February 8, 1988 meeting were read. Motion was made by Member Cliff Hyde to approve the minutes as presented and seconded by Member Deborah Rihn. Motion was unanimous. 3. The Board discussed the purpose of FBO Standards. Chairman Guy Sutherland requested that the Board use the model FBO Standards developed by the FAA as a starting point at the next meeting. 4. Member Cliff Hyde reported that House Bill No. 82, granting local option to exempt non-income producing aircraft from personal property tax; has passed the House, and was on its way to the Senate. Secretary Steve Gillett gave reports on the following: A. A letter has been received from the FAA authorizing the change of Runway 4-22 to 5-23 to avoid confusion with Ellington. B. The NDB license was received on February 13, 1989 and activated on February 16, 1989• C. The FAA is not pleased with Hindmont Chemical but is working with them and the people redesigning the new approach necessary due to the movement of the NDB. When the new approach is worked out and approved, the NDB will have IFR capability. D. The FAA is currently reorganizing in Fort Worth. They are being receptive but it will take time to obtain grant. Mr. Gillett stated he had sent a draft RFP to them for comments. E. Bill ~k1559 has been introduced in the legislature to levy a $.03/per gallon tax on aviation fuel with thirty per cent (30~) of the proceeds to fund the TAC and seventy per cent (70~) to fund the Women"s Business Enterprise and the Minority Business Enterprise. Another bill to be filed this week would impose a $.07/per gallon tax on aviation fuel with thirty per cent funding the TAC and seventy per cent funding prison construction. Mr. Gillett also stated there is a movement pushing to abolish the TAC. This Aircraft Pooling Board would have all funds channeled through them. Page Two Minutes March 8, 1989 w Member Debbie Rihn reported that the recent air crash at the airport resulted in mass confusion in traffic due to the actions of the police and fire department. The unfamiliarity of these departments with airport operations resulted in runway incursions, and unnecessary personnel obstructing aircraft traffic. FAA Representative Bill Gray reported that he would coordinate training material and programs to acquaint the fire and police department with proper procedures in responding to airport emergencies. 6. Chairman Guy Sutherland had nothing to report at this time. FAA Representative Bill Gray reported that, acting on complaints of congested traffic, he had been observing traffic at the La Porte Municipal Airport. Attached to the minutes is an internal FAA memo outlining the problem, and recommending an official traffic count to determine the feasibility of establishing a control tower. 7. Motion to adjourn was made by Member Mike Miller and seconded by Member Deborah Rihn. Motion was unanimous and the meeting was adjourned at 8:16 P.M. The Houston Flight Standards District Office is concerned for the safety of flight operations at the airport. There appears to be a high potential for midair collisions. In the interest of aviation safety, it is recommended that an official traffic count be accomplished at LaPorte as soon as possible to determine the feasibility of establishing a control tower at that airport.
