Porter at 4:00 p.m. Members of the Committee Present: Mayor Alton Porter, Councilmember Mosteit and Councilmember Moser. Staff Present: City Secretary Martha Gillett, Police Chief Richard Reff, Patrol Officer Kyle Jones and Consultant Debra B. Feazelle. Members Absent: None Others Present: Port of Houston representatives Thomas Heidt, Jimmy Jamison, Roger Gunther and Houston Chronicle representative John Handy. 2. DISCUSS BARBOURS CUT PROJECT, TEMPORARY RELIEF PLANS AND STAKEHOLDERS INTEREST IN PARTICIPATION. Patrol Officer Kyle Jones reported he has been in conversations with Mr. Flannagan and he is interested in the option to extend J from L to Broadway. The Port of Houston representatives want to ensure the City has no problem with the solution before they meet with the Flanaggan Principle. Port representatives suggested they could build the road and bill it back into the lease agreement. Port representatives noted they have developed more stringent standards in future property leases to prevent future problems. Port representatives noted they will resolve the traffic problems. Failure of compliance is not an option with leasees. Kyle Jones noted the police department would need access to the road. The road can be used for the Flanaggan's, but it still has to be a public road. Port representatives noted they offered to build Ceres Gulf a queuing lane. Series did not want to pay any portion. They want queuing inside their property. It would be understood no queuing on road. It was noted due to the existing problems with traffic; solutions need to be fail proof. It was noted there will be a County and Transtar Meeting next week at Frontier Logistics. Construction will start next week for the inlet/outlet to be built. Construction is expected to take a week. It was noted the Port is also building a road near the railroad to ensure there is traffic relief. The Port is hoping to have road built in a month. Kyle Jones noted current concerns include emergency access. The Port noted the Port police can open roads in emergency situations as needed. It was noted if traffic issues can't be resolved and businesses don't control queuing, the police may have to turn traffic away. That would not be the best solution. It was discussed that businesses could put in three lanes and be given access to the third lane. It was noted businesses could pay for the road and use the City's right-of-way and not be charged lease fees for right-of-way. It was noted if redeveloping leases establishing of right-of-way issues is needed. The goal is to provide public access to Broadway. 2. COMMITTEE COMMENTS The Committee had no further comments. 3.
