Building Codes Ad Hoc Committee
Minutes of November 5, 2003
Members Present: Tommy Moser, Tom Campbell, Tom Stringer, Bill White, Mike
Clausen., Ed Yung, Ronald Holt, Stanley Briers, Robert Ortiz
Member Absent: Tim Cobb, H. Carlos Smith
City Staff Present: Chief Building Official Debbie Wilmore, Inspection Services
Coordinator Sherry Jennings
L CALL TO ORDER
Bill White called the meeting to order at 7:00 P.M.
Mr. White stated he would entertain a motion to dispense with the reading of the
minutes. Tom Stringer made the motion. Stanley Briers made a motion the
minutes be approved as distributed. Mr. White asked Tom Stringer if he agreed to
amend his motion to read as stated by Mr. Briers; he agreed. The motion was then
seconded by Tom Stringer. The motion carried.

A. CLARIFICATION OF COUNCIL'S DIRECTION FOR COMMITTEE
In Nick Finan's absence, Debbie Wilmore distributed his memo that states the
mission of the Committee is to make recommendations to the City Council on the
various options of codes to be adopted by the City Council and if the committee
so desired, it could also investigate and make a recommendation on a permanent
Board that would focus on building related matters.
B. DISCUSS PUBLIC INPUT OPPORTUNITY AND PROCEDURES
Discussion by various members. Motion by Tom Campbell that no one from the
audience be allowed to speak in front of this committee. Second by Tom Stringer.
Motion carried.

Tom Campbell asked for staff to check on the status of Tim Cobb since he has
missed all (3) meetings. Bill White asked Debbie to contact Barry Beasley to see
if Mr. Cobb will attend the meetings or be dropped from the committee. Debbie
agrees to relay the message to Nick Finan. Tom Campbell made the motion to
have Tim Cobb dropped from the committee. Second by Ron Holt. Motion
carried.
IV. PRESENTA nON AND DISCUSSION BY THE COMPRHENSIVE
CONSENSUS CODE (C3) GROUP
Linden Raimer, Director of Codes, Southern Region ofthe International.
Association of Plumbing and Mechanical Officials discussed and received
questions on the Uniform Plumbing and Mechanical Code. Also, Nancy
McNabb, AIA, Regional Manager, Building Code Field Office of the NFP A gave
a slide presentation and answered questions on the NFP A 5000 Building Code for
the C3 code group.
v. ADJOURN
Chairman Bill White stated the Committee needs to think about how to proceed
with the information they gain from the code presentations. Tom Campbell made
a motion to hear the ICC Codes before any other business is conducted. Second
by Tommy Moser. Motion carried.
Motion to adjourn at 9:30 P. M. made by Stanley Briers. Members agreed.
