Building Codes Appeals Board
Minutes of June 22, 2006

1. CALL TO ORDER
Meeting called to order at 6:10 P.M. by Chairman Tom Campbell.
2. CONSIDER APPROVING MINUTES FROM THE MAY 18,2006 MEETING
Motion to approve the May 18, 2006 minutes, as submitted, was made by Ron Holt.
Second by Ken Schlather. Motion passed unanimously.
3. REVIEW AND DISCUSS CHAPTERS 13-15 OF THE RESIDENTIAL BUILDING
CODE
Mrs. Wilmore advised the Board there are no local amendments to these chapters.
General review and discussion of the chapters followed. There was some discussion of
the City's requirement that primary pan drain lines go to a working p-trap.
A question was raised by Chairman Campbell regarding an "approved place of disposal"
referred to in Sect. 1411.3. He asked that staff research it to see if the city's requirement
to go to a working p-trap is by code or by policy. Findings can be provided to Board
members at the next meeting.
John Elfstrom made a motion to close the review and discussion of these chapters.
Second by Terry Bunch. Motion passed unanimously.
4. DISCUSS CODE AND MANUFACTURER REQUIREMENTS ON SPARK
ARRESTORS FOR FIREPLACES
After general review and discussion, Mr. Bunch made a motion to leave the code
requirements as is, no change proposed. Second by Mr. Elfstrom. Motion passed
unanimously.

5. DISCUSS POSSffiLE LOCAL RESIDENTIAL AND COMMERCIAL
AMENDMENTS TO PROHffirr THE USE OF "QUICK STAB" (PUSH.IN
TYPE/SPRING CONNECTION) ELECTRICAL OUTLETS
Mr. Elfstrom led the discussion. He advised the Board that a local electrician has
concerns over the use of quick stab outlets. Residents have been having trouble with
some of these outlets and the electrician says all of the problems are tied to quick stab
rather than screw tightened. The National Electrical Code allows the use of either
installation method.
Also, Mr. Elfstrom asked for some clarification regarding the difference between "the
number of outlets allowed on a 20-Arnp circuit by the National Electrical Code verses our
local city amendment. He asked that staff research and provide information to Board
members at the next meeting.
After some discussion, Mr. Bunch made a motion to table this matter to the next meeting
to allow Mr. Elfstrom an opportunity to work up some "draft" language for the Board's
review. Second by Bruce Compton. Motion passed unanimously.
6. ESTABLISH NEXT MEETING DATE, TIME AND TOPICS
Mr. Bunch made a motion to hold the next meeting on July 20, 2006 at 6 p.m. with the
following agenda items. Discussion of Chapters 16-18 of the Residential Building Code,
and Discussion of possible local residential and commercial amendments to prohibit the
use of "quick stab" (spring connection) electrical outlets. Second by Mr. Schlater.
Motion passed unanimously.
7. ADMINISTRATIVE REPORTS
There was none.
8. BOARD COMMENTS
Chairman Campbell handed out a May 1, 2006 information letter from the International
Association of Plumbing and Mechanical Officials (IAPMO). It discusses a tentative
agreement between IAPMO and International Cod Council (ICC) to jointly develop a
single plumbing and single mechanical code for the country beginning in 2009.
9. ADJOURN
A motion to adjourn by Mr. Compton with a second by Mr. Schlather. Motion passed
unanimously. Meeting adjourned at 8:05 p. m.
