Building Codes Appeals Board
Minutes of November 9, 2006

1. CALL TO ORDER
Meeting called to order at 6:01 P.M. by Chairman Tom Campbell.
2. CONSIDER APPROVING MINUTES FROM THE OCTOBER 19, 2006 MEETING
Motion to approve the October 19, 2006 minutes, as submitted, was made by Terry
Bunch. Second by Ron Holt. Motion passed unanimously.
3. REVIEW AND DISCUSS CHAPTERS 19-23 OF THE RESIDENTIAL BUILDING
CODE
Following a discussion by the Board, Mr. Bunch made a motion to close the review and
discussion of these chapters. Second by Mr. Holt. Motion passed unanimously.
4. REVIEW, DISCUSS AND CONSIDER ACTION ON A BOARD
RECOMMENDATION MEMO TO CITY COUNCIL REGARDING A POSSmLE
LOCAL RESIDENTIAL AND COMMERCIAL ELECTRICAL AMENDMENT
PROHmITING "QUICK STAB" PUSH-IN TYPE/SPRING CONNECTIONS ON ALL
ELECTRICAL DEVICES (OUTLETS, SWITCHES, ETC.)
Following the Board's review, Bruce Compton made a motion to forward the memo (as
written) to City Council for their consideration. Second by Paul Larson. Motion passed
unanimously. Chairman Campbell initialed the memo for submittal to City Council.
5. ESTABLISH NEXT MEETING DATE, TIME AND TOPICS
Mr. Larson made a motion to hold the next meeting on January 18, 2007 at 6 p.m. with
the following agenda item. Discussion of Chapter 24 of the Residential Building Code.
Second by Mr. Bunch. Motion passed unanimously.

8. ADJOURN
A motion to adjourn by Mr. Holt with a second by Mr. Compton. Motion passed
unanimously. Meeting adjourned at 6:30 p. m.

Re: Local Amendment to the Building Codes

In June 2006, the Board began discussion regarding a possible local residential and
commercial electrical code amendment to prohibit the use of "quick stab" push-in
type/spring connections on all electrical devices (outlets, switches. etc.). The
discussion by the Board began following a concern raised by Mr. Tommy Moser, a
local, state licensed master electrician. Mr. Moser expressed concerns over the use of
this method of installation and approached me as Chairman. Following our
conversation, I added this discussion item to the board agenda.
Mr. Moser attended the Board's October 19, 2006 meeting and discussed the matter
based on his expertise in the electrical field. Following his presentation to the Board,
members voted to develop a Board memorandum to City Council recommending the
change in the local electrical regulations. The Board's recommendation for
Council's consideration is as follows:
All electrical devices (autlets, switches, etc.) shall be installed with the screw-wrap
or "approved screw clamp" installation (back or quick stab installation is
prohibited).
The Board recommends Council support the amendment as outlined in this memo
and direct staff to prepare an ordinance with a 60-day implementation period. This
delay would allow mail notification to electrical contractors as well as counter
handouts for the public. As Chairman, I plan to attend the Council meeting and be
available for questions.
