Wilmore Others Present: none 1. CALL TO ORDER Meeting called to order at 6:02 P.M. by Chairman Tom Campbell. 2. CONSIDER APPROVING MINUTES FROM THE MARCH 22, 2007 MEETING Motion to approve the March 22, 2007 minutes, as submitted, was made by Terry Bunch. Second by Ken Schlather. Motion passed unanimously. 3. REVIEW AND DISCUSS CHAPTER 1 OF THE FUEL GAS CODE Following a discussion by the Board, Paul Larson made a motion to close the review and discussion. Second by Mr. Schlather. Motion passed unanimously. 4. ESTABLISH NEXT MEETING DATE, TIME AND TOPICS Mr. Schlather made a motion to hold the next meeting on July 19, 2007 at 6 p.m. with the following agenda item: CommentslRecommendations on 2006 Codes. Second by Mr. Larson. Motion passed unanimously. 5. ADMINISTRATIVE REPORTS Mrs. Wilmore advised the Board that Bay Area Municipal Inspector's Association is considering September or October for the annual training conference for Planning & Zoning, Zoning Board of Adjustment and Building and Fire Code Boards. All existing Code of Ordinance amendments are noted as "No Change" and are not bolded. Bolded sections represent proposed amendments. INTERNATIONAL RESIDENTIAL CODE (IRC). (2006 Edition) No Change: Section RIOl.I Title. These provisions shall be known as the Residential Code for One- and Two-Family Dwellings of the City of La Porte, and shall be cited as such and will be referred to herein as "this code". Delete Amendment: Not applicable, exception was deleted in this code edition. Section RIOl.2 Scope. Exceotion is deleted. (previous deletion was applicable because Int'l. INTERNATIONAL BUILDING CODE (lDC). (2006 Edition) No Change: Section 101.1 Title. These regulations shall be known as the Building Code of the City of La Porte, hereinafter referred to as "this code". New Amendment: Identify NEC as city electrical code. Section 101.4.1 Electrical. The provisions of the National Electrical Code along with local electrical amendments shall apply to the installation of electrical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings and appurtenances thereto. New Amendment: Deleting reference to International Property Maintenance Code. Section 101.4.5 Property Maintenance. Delete. (Housing Division would be needed to enforce this code) No Change: Section 103.1 Creation of Eriforcement Agency. This code shall be known as the International Energy Conservation Code of the City of La Porte, and shall be cited as such. It is referred to herein as "this code". No Change: Section 104.3 Certification. PlanlPermit submittals to the City shall include all necessary energy certification documents. Wilmore, Chief Building Official Mark Huber, Deputy Building Official August 2, 2007 Protection of Openings in Windbome Debris Regions In the 2006 Edition of the Residential Code for One-and Two-Family Dwellings, Section 301.2.1.2 addresses protection of openings in windbome debris regions. Based on the code definition, our entire city will be considered a windbome debris region, since our basic wind speed will be going from 115 mph to 120 mph with the adoption of the new code. The section requires that builders of new residential structures provide pre-cut, wood structural panels (minimum 7/16" and maximum 8' span) for attachment to framing of openings. In addition, this section also requires the builder to provide the attachment hardware for said panels. For the Board's convenience, we have included the definition, code section and "an example" of attachment hardware (plylox Hurricane Window Clips). Staff reviewed the code requirement and discussed plan review, inspection checklist changes and field inspection procedural changes for implementation. We estimate cost impact to the builder of$I,500 but believe the code requirement to be a positive one. Implementation could occur as follows: . Development of an Informational Handout for builders/citizens. . Amend job inspection checklist form to require confirmation that the proper number of wood panels and panel clips are on the lob site prior to the release of electricity. If the Board feels leaving this requirement in place is appropriate, the requirement would simply be implemented along with the code adoption. If the Board feels the extra requirement is not warranted, this section would need to be deleted from the code at the time of adoption. We would appreciate a recommendation from the Board. DEFINITIONS Nonbearing wall is a wall which does not support vertical loads other than its own weight. WASTE. Liquid-borne waste that is free of fecal matter. WASTE PIPE OR STACK. Piping that conveys only liquid sewage not containing fecal material. WATER-DISTRIBUTION SYSTEM. Piping which conveys water from the service to the plumbing fixtures, appliances, appurtenances, equipment, devices or other systems served, including fittings and control valves. WATER HEATER. Any heating appliance or equipment that heats potable water and supplies such water to the potable hot water distribution system. WATER MAIN. A water-supply pipe for public use. WATER OUTLET. A valved discharge opening, including a hose bibb, through which water is removed from the potable water system supplying water to a plumbing fixture or plumb- ing appliance that requires either an air gap or backflow pre-vention device for protection of the supply system. I WATER-RESISTIVE BARRIER. A material behind an exterior wall covering that is intended to resist liquid water that has penetrated behind the exterior covering from further intruding into the exterior wall assembly. WATER-SERVICE PIPE. The outside pipe from the water main or other source of potable water supply to the water-dis- tribution system inside the building, terminating at the service valve. WATER-SUPPLY SYSTEM. The water-service pipe, the water-distributing pipes and the necessary connecting pipes, fittings, control valves and all appurtenances in or adjacent to the building or premises. WET VENT. A vent that also receives the discharge of wastes from other fixtures. WIND BORNE DEBRIS REGION. Areas within hurri- cane-prone regions within one mile of the coastal mean high water line where the basic wind speed is 110 miles per hour (49 m/s) or greater; or where the basic wind speed is equal to or greater than 120 miles per hour (54 m/s); or Hawaii. WINDER. A tread with non-parallel edges. WOOD STRUCTURAL PANEL. A panel manufactured from veneers; or wood strands or wafers; bonded together with waterproof synthetic resins or other suitable bonding systems. Examples of wood structural panels are plywood, aSB or com- posite panels. YARD. Wmdows in build- ings located in windborne debris regions shall have glazed openings protected from windborne debris. Glazed opening protection for windborne debris shall meet the requirements of the Large Missile Test of an approved impact resisting standard or ASTM E 1996 and ASlM E 1886 referenced therein. Exception: Wood structural panels with a minimum of 7/'6 inch (11 rom) and a maximum span of 8 feet (2438 rom) shall be permitted for opening protection in one- and two-story buildings. R301.2.1.3 Wind speed conversion. When referenced documents are based on fastest mile wind speeds, the I three-second gust basic wind speeds, V3s, of Figure R30 1.2(4) shall be converted to fastest mile wind speeds, Vfin' using Table R301.2.1.3. R301.2.1.4 Exposure category. For each wind direction considered, an exposure category that adequately reflects the characteristics of ground surface irregulari- ties shall be determined for the site at which the building or structure is to be constructed. For a site located in the transition zone between categories, the category result- ing in the largest wind forces shall apply. Account shall be taken of variations in ground surface roughness that arise from natural topography and vegetation as well as from constructed features. For any given wind direction, the exposure in which a specific building or other struc- ture is sited shall be assessed as being one of the follow- ing categories: 1. Exposure A. Large city centers with at least 50 per- cent of the buildings having a height in excess of 70 feet (21336 nun). Use of this exposure category shall be limited to those areas for which terrain representative of Exposure A prevails in the upwind direction for a distance of at least 0.5 mile (0.8 Ian) or 10 times the height of the building or other structure, whichever is greater. Possible channeling effects or increased velocity pressures due to the building or structure being located in the wake of adjacent buildings shall be taken into account. 2. Exposure B. Urban and suburban areas, wooded areas, or other terrain with numerous closely spaced obstructions having the size of single-family dwell- ings or larger. Exposure B shall be assumed unless the site meets the definition of another type expo- sure. 3. Exposure C. Open terrain with scattered obstruc- tions, including surface undulations or other irreg- ularities, having heights generally less than 30 feet (9144 nun) extending more than 1,500 feet (457 m) from the building site in any quadrant. This exposure shall also apply to any building located within Exposure B type terrain where the building is directly adjacent. to open areas of Exposure C type terrain in any quadrant for a distance of more than 600 feet (183 m). This category includes flat open country, grasslands and shorelines in hurri- cane prone regions. 4. Exposure D. Flat, unobstructed areas exposed to wind flowing over open water (excluding shore- lines in hurricane prone regions) for a distance of at least 1 mile (1.61 Ian). Shorelines in Exposure D include inland waterways, the Great Lakes and coastal areas of California, Oregon, Washington and Alaska. This exposure shall apply only to those buildings and other structures exposed to the wind coming from over the water. Exposure D extends inland from the shoreline a distance of 1,500 feet (457 m) or 10 times the height of the building or structure, whichever is greater. R301.2.2 Seismic provisions. The seismic provisions of this code shall apply to buildings constructed in Seismic Design Categories C, Do, DI and D2, as determined in accordance with this section. Buildings in Seismic Design Category E shall be designed in accordance with the International Build- ing Code, except when the seismic design category is reclas- sified to a lower seismic design category in accordance with Section R301.2.2.1. Exception: Detached one- and two-family dwellings located in Seismic Design Category C are exempt from the seismic requirements of this code. The weight and irregularity limitations of Section R301.2.2.2 shall apply to buildings in all seismic design categories regulated by the seismic provisions of this code. Buildings in Seismic Design Category C shall be con- structed in accordance with the additional requirements of Section R301.2.2.3.
