Building Codes Appeals Board
Minutes of April 20, 2009
Members Present: Tom Campbell, Terry Bunch, Ken Schlather, Ron Holt, Paul Larson, Mark
Follis and Michael Reedy
Members Absent: None
City Staff Present: Mark Huber, Deputy Building Official
Others Present: None
1. CALL TO ORDER
Meeting called to order at 6:00 P.M. by Chairman Tom Campbell.
2. CONSIDER APPROVING MINUTES FROM THE MARCH 24 , 2009 MEETING
Motion to approve the March 24, 2009 minutes, as submitted, was made by Ken
Schlather with second by Ron Holt. Motion passed unanimously.
ITEM #5 WAS TAKEN OUT OF ORDER. A motion was made by Mark Follis, with a
second by Mr. Holt, to watch the Attorney General Training CD (Item #5) at this time. Motion
passed unanimously. The training CD was viewed by the Board prior to Item #3.
3. REVIEW I DISCUSS EXAMPLES OF PLUMBING CONSTRUCTION DRAWINGS
Mr. Campbell showed the Board some plumbing drawings and provided them with
comments. Discussion followed.
4. DISCUSS DIFFERENCES BETWEEN THE 2006 INTERNATIONAL AND
UNIFORM PLUMBING AND MECHANICAL CODES
Mr. Campbell discussed the plumbing code differences with the Board. Also, to assist
the Board, Paul Larson provided a handout on the plumbing code differences.
Mr. Campbell advised the Board he plans to invite Johnny Roth (retired plumbing
inspector from City of Houston) and Ray Burgess (City of Seabrook Ex-Building
Official) to a future meeting to discuss the plumbing codes.
5. VIEW THE ATTORNEY GENERAL OF TEXAS "OPEN MEETINGS TRAINING"

6. ESTABLISH NEXT MEETING DATE, TIME AND TOPICS
Mr. Campbell advised he would notify staff of the next meeting date, time and topics
once he coordinates with the guest speakers. Staff will coordinate with the Board once
they receive information from Mr. Campbell.
7. ADMINISTRATIVE REPORTS
None
8. BOARD COMMENTS
Mr. Campbell stated he believes the Uniform Plumbing Code is a better code than the
International Plumbing Code. Mr. Follis stated he wants to be thoroughly convinced
before changing codes. Mr. Campbell stated he may get Stanley Briers or someone else
to come in and talk to the Board about the codes.
9. ADJOURN
A motion to adjourn was made by Mr. Schlather with a second by Mr. Holt. Motion
passed unanimously. Meeting adjourned at 8:20 p.m.
