Chapter 172 Employee Retiree Insurance and Benefits Board Meeting Minutes 09/29/2004 The Chapter 172 Employee Retiree Insurance and Benefits Board meeting was called to order at 5:35 p.m. Attendance: Sherri Sampson, Michael Dolby, Patricia Rothermel Sherri Sampson welcomed Board members. Routine Business - Mr. Askins is working on Trust Agreement for Board members. Exploration of Health Plan Employee contribution schedule options — Board members discussed several options including: salaried vs. non-exempt differences; first year employees paying 20% more, and under 5 year employees paying 10% more. These cost schedules were reviewed and discussed. Board members prefer original recommendations and do not recommend a 2-tier employee contribution schedule. Exploration of Retiree Contribution options — Group proposed an option of Retirees over 65 leaving the Plan; another option discussed was the possibility of placing those retirees already retired in the active contribution schedule. Also discussed the potential to have under 65 Retirees pay more than 65 + retirees. Will discuss further at next meeting on Tuesday, October 5, 2004 at 11:00 a.m. Next meeting date — Mrs. Rothermel recommended that Board meets prior to Council workshop. Question 1: Provide a phase in or plan to charge more for new employees: Option I -We have 33 employees in their first year with the City. By charging all new hires 20% more for health contributions the Plan may bring in an additional $3,500 in a 12 month period. Option II - Humana's plan for charging contribution based on tenure uses the 5 year mark as the divider. With this recommendation employees with 5 years or more tenure pay 10% less than employees with less than 5 years tenure. Schedules are attached for review. Question 2: Indicate how many times during the last three (3) years we had multiple stop loss cases. Over the last three years we have had 2 years (2002 and 2003) with more than 1 stop loss claim. In 2001, we had 1 stop loss claim reimbursing the City for $310,524. In 2004 we have not yet had a stop loss claim. We do, however; have one member to date with expenses at $83,268. Stop Loss will pay after the first $1 15,000 of expenses. Question 3: What number of total employee population did not file a claim? We have 56 employees out of 395 that have not yet filed a claim this calendar year. We also have 4 retirees out of 47 that have not filed a claim. Question 4: Over the past 10 years, how many retirees historically dropped plan coverage compared to how many retirees stay on the plan? It appears that about 10% (4 out of 40) of the retirees have dropped or denied the retiree health coverage since 1996. Information not available prior to this date. Question 5: How many retirees are over the age of 60? We currently have 26 retirees over the age of 60. I hope this written format works better for Council than the previous spreadsheets and binders. I am afraid that I have been providing information in an ineffective format up to this point. Through the budget workshop process I tried to provide spreadsheets with backup calculations and data. The binder was a second attempt at providing the information requested. I think again I failed to give the information in the format you were seeking. Your feedback is welcome.
