Chapter 172 Employee Retiree Insurance and
Benefits Board Meeting Minutes

5:35 pm the Chapter 172 Employee Retiree Insurance Benefits Board was called to order by Staff
Representative, Robert Swanagan.
Board Members in attendance: Karen Beerman, Michael Dolby, Buddy Jacobs, Patricia Rothermel,
Attorney Clark Askins and Staff Representative, Robert Swanagan
The Board then moved to the meeting agenda items.
The minutes from the January 24, 2006 meeting were reviewed and Michael Dolby made a motion
that the minutes be accepted as written. Board member Buddy Jacobs seconded his motion.
First order of business Michael Dolby provided an overview of GASB 45. His presentation was
followed by a discussion by all members present. Next, Michael gave members an update of the status
of current benefit cost.
Administrative Report:
Robert Swanagan informed Board of four additional topics that would be discussed at future meetings:
1. Humana Issues
2. Employee Assistance Program
3. Retiree Benefits
4. Neal Welch will be present at the next meeting to discuss insurance.
Robert Swanagan will invite a representative from the University of Texas
Employee Assistance Program to discuss their EAP.
Robert also indicated a replacement for Kim Meismer would be named by Council in the near future.
The next meeting will be scheduled when Neal Welch has insurance summary information prepared.
With there being no further business the meeting was adjourned by Staff Representative, Robert
Swanagan at 6: 19 pm.
