MEETING MINUTES OF JULY 24, 2012
The Citizens' Charter Review Advisory Commission met on July 24, 2012, at 6:00 p.m. in the
La Porte City Hall Council Conference Room, 604 West Fairmont Parkway, La Porte, Texas, to
consider the following items of business:

Call to Order and Roll Call
City Secretary Patrice Fogarty called the meeting to order at 6:00 p.m. Commissioners present
were: Nolan Allen, David Brady, Tim Cowart, Paul Feazelle, Mark Follis, Chuck Harrington, Nancy
Lotze, Nancy Ojeda, and Stan Sherwood. Staff present: Corby Alexander, Patrice Fogarty, Traci
Leach, and Clark Askins.
Welcome by Mayor Louis R. Rigby and City Manager Corby Alexander
Mayor Louis R. Rigby and City Manager Corby Alexander welcomed the Citizens' Charter Review
Advisory Commission and thanked them for their service.
Election of Chair and Vice -Chair
City Secretary Patrice Fogarty advised that the ordinance creating the Commission requires
election of a Chair and Vice -Chair.
Commissioner Nolan Allen moved to elected Chuck Harrington as Chair of the Citizens' Charter
Review Advisory Commission, and David Brady as Vice Chair. Commissioner Nancy Ojeda
seconded. MOTION PASSED.
Ayes: Commissioners Allen, Brady, Cowart, Feazelle, Follis, Harrington,
Lotze, Ojeda and Sherwood
Nays: None
4. Discussion/action regarding organizational procedures for review of the City of La Porte Charter
Discussion commenced regarding how the Commission wished to go about review of the Charter.
It was determined that the Commission stay together as one group instead of breaking into smaller
groups, and to analyze Article by Article. Staff will provide the Commission with legal
determinations of what sections or parts may be left `as' is due to legality issues. It was agreed
that future meetings should last no more than two hours.

5. Discussion/action to schedule future meeting dates
Commissioner Sherwood moved to adopt the proposed calendar for meeting dates as presented.
Commissioner Ojeda seconded. MOTION PASSED.
Ayes: Commissioners Allen, Brady, Cowart, Feazelle, Follis, Harrington,
Lotze, Ojeda and Sherwood
Nays: None
6. Committee Comments — Matters appearing on agenda; Recognition of community members, city
employees, and upcoming events; Inquiry of staff regarding specific factual information or existing
policy.
Commissioner Ojeda stated she looks forward to working with the Commission.
7. Adjourn
There being no further business, Commissioner Allen moved to adjourn the meeting.
Commissioner Sherwood seconded. MOTION PASSED UNANIMOUSLY.
The meeting was adjourned at 7:43 p.m.
