MEETING MINUTES OF NOVEMBER 7,2012
'The Citizens' Charter Review Advisory Commission met on November 7, 2012, at 6:00 p.m. in the
L:a Porte City Hall' Council Conference Room, 604 West Fairmont Parkway, La Porte, Texas, to
consider the following items of business -
Chairman Chuck Harrington;, called the meeting to order at 6:08 p.m. Commissioners present at,
the time were-, Paul Feazelle, Nancy Lotze, Nolan Allen, Tim Cowart and Nancy Ojeda.
Commissioner Mark Follis arrived at 6,18 p.m. Absent: Commissioners D:a�ve Brady and Stan
Sherwood. Staff present, Patrice Fogarty and Clark Askins.
2, Approval of minutes, of Commission meeting on October 9, 2012.
Commissioner Sherwood moved to approve the minutes of the October 9, 2012, meeting.
Commissioner Feazelle seconded. MOTION PASSED.
Ayes: Commissioners Harrington, Cowart, Lott, Oje,da, Feazelle
and Sherwood
Nays: None
Absent: Commissioners Brady, Sherwood and Folfis
The focus of this meeting is to ensure Commission members are in agreement on proposed
amendments and to clear up questions, if any.

The Commission once our discussed the issue of couiI salaries, and provided to
Commissioner Ojeda an update on prior discussions, i.e. proposed annual salaries are
$4,800 for the mayor and $2,400 for the councitmembers. The Commission would like to
see the language "not to exceed" these amounts become a part of the presentation to
council. Chairman Harrington will also provide Council with options from other charters
rega,rding this topic.
Regarding language where "resident electorsand/or "registered voters" or "qualified
voters" are mentioned throughout the La Porte Charter, the Commission recommend's a
proposed change of all references to read "qualified voters.":

Commissioner Allen moved to amend all references of "registered voters/electors/qualified
electors" to "qualified voters" to provide consistency. Commissioner Ojeda seconded. MOTION
PASSED.
Ayes: Commissioners Harrington, Cowart, Lotz, QJeda, Follis,
Feazelfe and: Allen
Nays: None
Absent: Commissioners Brady and Sherwood
• Proposed amendments for the section(s) regarding the Planning and Zoning Commission
shall stay as discussed during previous meetings. There are no further proposed changes.
• On Section 5.07, Independent Audit, propose as suggested and remove comment.
• Cin, page 7, remove both side notes/comments.,
• Leave strikeouts, on final document to council.
• Schedule a separate workshop with council.
Commissioner Allen moved to Firing forward to Council a copy of this document with amendments
as discussed in this final Commission meeting. Commissioner Lotz seconded. MOTION
PASSED.

Feazelle and Allen
Nays: None
Absent: Commissioners Brady and Sherwood
4. Discussion/action regardingi setting next meeting date.
Chairman Harrington will present the findings of the Commission at the December 10, 2012,
council meeting. Future workshop meetings, if any, will be set by council.
5. Commission Comments — Matters appearing on agenda; Recognition of community members, city
empiloyees� and upcoming events; Inquiry of staff regarding specific factual information or existing
policy.
Commission members stated how they enjoyed working with one another, and thanked Chairman
Harrington for leading the group.
6. Adjourn
There being; no further business, Commissioner Cowart moved to adjourn the meeting at 7:�04 p,m
Commissioner Allen seconded., MOTION PASSED UNANIMOUSLY.
