Meeting was called to order by Ir.ayor ri 1/ Harrison.
All members of the Council were present.
I~jinutes of the previ ous meetings were read and approved.
The following bills were preseni,ed and ordered paid.

Insurance Policies #T C 516479 and~T C 516481 covering G ~. C
American La Fiance and Reo Speed r~agon respectively were accepted
by a motion from Ald. Boyle and second from Ald. Counts ~~~~
and bill from Jno.S K.iibler for X37.29 for premium on said
policies was approved and ordered paid.
Ald. Boyle offered a motion w~}ich was seconded by Ald. Counts
that the matter of renewing Fiemeris Ind. Palmy be defered
until next regular meeting of the Council.
Carried .
The matter adopting a resolution designating the First Nat'l.
Tank of La Porte as deposit-ary for the Cities funds was defeated
by the following vote.

Ald. Agee Yea Ald. Holton No

Defeated.
By a motion by Ald. Boyle and a second by Ald. Koark the
Finance Committee was instructed to secure bids for depos-
itmry of Cities Funds and notify >ti~ayor Harrison if ready to
su~~mit bids before the next regular meeting.
Carried .
A resolution calling fora Budgetwas read to the Council.
The resolution was adopted ~~f~~+~~,fi~~~~ii~~~~~~~d 'L'h.e
R~ayor was instructed to prepare a budget. The Mayor appointed
Ald. Holton, Boyle and Roark a committee to prepare a budget
and subrrit~ it to him for approval.

FtES OLUTI ON F (fit A BUDGET
PJhereas, the Statutes of this Btate provide that
the l:~ayor of each incorporated City or Town prepare, each year,
a Budget covering a 11 proposed expenditures for the succeeding
year , to be approved by the Council;and further that taxes
shall be levied in accordance therewith and that no expendi-
ture of fund shall be made except in strict complinace with the
Budget save in grave public necessity; and
Nhereas, such Budget shall be filed with the City
Secretary or Clerk not less than thirty days prior to the time
the City makes it's tax Levy for the current fiscal year, and
that such .Budget shall be available for the ~nspecti on of any
tax payer, and
~~iereas, the Ci ty Council shall, each year,
provide for a public nearing on such budget to be held not
less than fifteen days subsequent to the time such Budget
i s s o filed with the City Secretary or Clerk, and prior t o ~~t~~`~i~~
the time the City Council makes it's levy; and
~Vhereas,thA fiscal year for the City of La Porte
began on the first day of Apri 1, :1935, ar~d tree City i s now

such Budget has been prepared., approved and adopted, except

Le it resolved by the City Council that City cf
La Porte ~"~arrarsts of tre ser~.es 1931 No. 1 for the sung of
~j~225.69, a.r:d idos.2 to 10 , both inclusive, for the sum of ~~~p~
X1,000.00 each, and the City of I,a Porte neft~riding V'r'arrants
series 1935, P+o. ,~'r;~for the sum of X225.69 , and I~os. 1,2 to
29, both inclusive, for the sum of X500.00 each, should be
placed with the First Ida tional E~ank of La Porte, Texas for
safe keeping; therefore the City Secretary is hereby author-
ized dad instructed to place said u'~arrants in said bank and
receive a proper receigt from said bank, showing that such ~i~7E~~EY
'J'darrants have been received from the City of La Porte and are
being held by the bank subject to the order of the City of
La Porte.

~, ruhereas, the laws of this State require each City
to publish each year, in a City Idewapaper, a correct and full
staterr,ent of the receipts and expenditures fror~~ the date of
the last anual report, together with the sources from which th.e
funds were derived , and showir~ for what purpose disbursed,
the condition of the 'Creasury, thogether with such information
as Triay be necessary to a full uriderstanting of the firancial
condition of the City;
Now, Therefore, be it resolved by the Council of the
City of La Porte that the part of the report of Learned and
Tapp, Certified Pub~.ic Accountants, showing the financial
statement and financial condition of the City of La Porte
for the past fiscal year , be published in the News Tri bone
and that the City Secs y. be hereby authorized and instructed
to cause such publication to be made.

the City Council as a whole, acting as such,at a meeting

Now, Therefore, be it resolved by the Council
of the City of La Porte that hereafter no contracts or
agreements for purchaces or f'or labor or services to be
performed, requiring the expenditure of the City funds, ~3~~tfE~a~`~iiis:v~=
be made unless and until express authority therefor be
first !zed and obtained from the City Council at a proper
meeting thereof, and
Be it resolved further that hereafter the powers
and duties of the several comriiittees shall consist of atten-
ti on t o, and investigation of, the matters and problems of
the several respective departments, and reccmendations thereon
to the Gity Council, and supervision of the handling of the
ministerial acts and routine work of such departments.

A motion that each committee prepare a schedule
to be submitted for aproval of the Council at its s next meeting,
showing authority required from the Council as a whole to
enable the Committee to properly and expediently handle the
ordinary and routine matters and problems under the juris-
diction of that particular Co~,~~ritte®.

was taken.
