Ruff; with the - following Aldermen and City Officials present: Ald: J. N. Johnson, J. H. Kerber, C. F. Norris, City Atty. Kiibler, and Asst..Secretary Christensen. Minutes of the last meeting were read and approved. Proposal for It~x. R. G. Willa and Mr. DuQu~t, representing the J. R. Phillips financing Investment Co., appeared before the Council and presented a proposal for financing X10,000.00 to X18,000.00 te.x bonds to finance certain improvements within the City of La Porte. l.::crept Motion by Johnson, second by Norris, that the City aocept the propossl proposal of the J. R. Phillips Investment Co., as presented to - tkie City Council, a copy of which pFOposal is attached hereto and becomes a part of these minutes, and that the Mayor and ` City Secretary be authorized to sign said proposal for the City. - Carried. Secretary presented an affidavit from the Daily Sun on the printing of the annual election notice, printed on Feb. 2I.~, 19.3 • i .1 Motion by Johnson, second by Norris, that this a€fidavit be planed '~ on file. Carried. B5.11 Motion by Norris, second by Johnson, that the bill from Western ~~"Iesterri Jnion Union Telegraph Co. in the amount of X2.21 be alloyed and ordered paid . Carried. Hoi~s~von Light- The Mayor presented a oheck, in the amount of X507.12, from the ink; w• Power Houston Lighting and Paver Co, in payment for 191x2, of 2~ of the Co. Check Company's annual gross receipts from the sale of electiio energy to the customers within the City of La Porte, as provided for in Paragraph 1 of the Company's letter dated May 15, 1911, together with annual report for yoar ended December 31, 19l~2. Motion by Johnson, second by Norris, that the City accept the Houston Lighting and Power Co. check and the report be placed on file. Carried. Shell Motion by Norris, second by Johnson, that the City order 500 yards instead of 200 yards of shell fror,- Horton & Horton. Recommended by Mayor r^rod R. Ruff. Carried. ' ., . LA Porte Ind. Time Deposits .e e Motion by Norra*s, second by Kerber, that the P,~ayor be authorized to cash or renew the Time Deposits now held by the City, X6500.00 for the Interest do Skg. Refunding Bond Fd. and X750.00 for the Int. pw- Skg. Sewer Fdg._ Bond Fund, after ohecking on the 191}3 bond require- ments. _ Carried. Audi°~ ~dotion by Norms, second by Johnson, that the City Secretary be in- structed to get~bids on the audit of the City books. Carried. PHILLIPS INVESTP.4ENT CO., ARE MADE A PART OF THE PsINUTES OF THE MEETING OF THE CITY COUTCZL OF MARCH 8, 19l~3. To the Honorable I!4ayor and City Counoil City of La Porte, Texas We understand that the City of La Porte desires to make oertain improvements within the CitS- and to finance siich improve- ments by :the issuance of contraot warrants. Therefore, we propose to purchase legally issued City of La Porto Improvement Warrants in the amount determined to be necessary by the Council, which it now appears will not be less than X10,900.00 nor more than X18,000.00, at par and accr•~ed interest for warrants bearing interest at the rate of der annum and maturing X1,000 each year beginning in 191.. We agroe to make payment for these warrants as funds are needed and to hold them until they can be refunded into an issue of refunding bonds of like amount and maturities and bearing interest at the rate of 1.~ f per annum, with option of redemp- tion on and after 10 years from date. We will pay the expenses of an attorney to prepare the necessary ordinance and other legal papers for the issuance oP both the warrants and the refunding bonds, the printing of both .~, the warrants and the refunding bonds, the market attorney's approval thereof, and all such expenses incidental to the issuance of those warrants and their subsequent refunding into bonds. In aon~ideration of the expenses to be incurred and services to be performed hereunder the City of La Porte agsses to pay us the sum of $~ 1.00.00 in full payment for such expenses and services. Such fee to be paid after completion of this contrgct. , The City of La Porte agrees to pass all proper ordinance _and execute all proper papers for the issuance of these warrants and their subsequent refunding into a like amount of refunding bonds.
