LA PORTE CITY COtTNCIL

Meeting was called to-order by Mayor Ruff with the following
Aldermen and City 9fficials presents Ald. T. F. smith J. N.
Johnson, J. J. Roark, City Atty. Kiibler, City Secy. harp.
Minutes of the .last regular meeting of F®bruary 25,.1946 and
8peaial meeting of February 28, 1946 were read and approved.
Motion by Roark, second by Johnson, that the following sohedule
of bills in the amount of X2,037.48 be allowed and ordered paid,
less the bill of Texas Water Wells, Inc. in the amount of X587.62
which is to be held up for invewtigation, also that the bills of
Brown ~ Root, Inc. in the amount of X189.03 and Merohant Radio de
Eleotric Shop in the amount of ~5?6.82 be paid out of the spee~wl

Motion by Johnson, seoond by Smith, that the letter from R. K.
Dunbar de Co., dated March 6, 1946 in regard to issuance of bonds
and warrants be placed on fil®.
Carried.
~dotion by Roark, seoond by*Johnson, to ratify the contract executed
by the Mayor and City Secretary in connection with the $400.00
loan or grant for engineer's fees in connection with prepatd~tions

of plans for construction of garbage and trash incinerator, which
contract was executed by authority of the full council made in
writing March 7, 1946 at a Special meeting.
Carried.
Motion by Johnson, second by Roark, that the communications:"frc¢n
Minnesota Minim; 6e Manufacturing Co ., dated February 20, 1946, the
Lehman Steel Products Co ., dated 'March 6, 1946, the American dater
forks Association, dated February 2, 1846 anal that the telegrams
from Congressman Albert Thomas and Senator Tom Connally in regard
to federal advance for Incinerator be planed on fil®.
Carried.
Motion by Johnson, second by Roark, that the annual report of the
Houston Lighting do Power Co., dated February 2b, 1946 and the
Houston Natural Gas Corporation, dated February 28, 1946 be placed
on file.
Carried.
Motion by Roark, second by Johnson, to ratify the contract with
the Houston Lighting do Power Co., executed by the Mayo"r and City
Secretary in connection with the construction of a conduit
circuit running from the City's Mater plant to the new City mater
~®11 pump, which contract was executed by the Council made in
writing on March 2, 1946.
Carried.
The Mayor read the following election order:

in said City of La Porte, on the 2nd di:y of April, A. D. 1946,
for the purpose of electing two members to the Board of Aldermen,
the Mayor, the City Secretary and Tax Assessor and Collector and
the City l~crshal of said City.
It is further ordered that Mrs. Hallie ~'~right,
Mrs. May Belle Howald, N~„s. Georgia-~rTourtt, Mr.s» ti'+m. A. Stabs
_Bill Jones & Mary S~okes
are hereby appointed election officers, as designated, and that
said election-be held in the manner prescribed by law for holding
such elections.
~It is further ordered that the returns of auoh elections
be delivered to the City Council of said City, in open session , as -
soon as pretctioab~e after the closing of the polls.
It is further ordered that proper notice of auoh election
be published in the offio4d-3'newspaper.
Motion by Johnson, second by Smith, that the election order be passed
as rend.
Carried.
The Mayor read the following aesolution;
Be it resolved by the City Council of the City of La Porte,
Texas, that all eaadidates for office, at the City election to be -
held on the 2nd day of April, A. D., 1946 shall file their appli-
cations for their names to be placed on the official ballot, with
the Mayor of said City, not later than twelve O'clock midnight
of the 22nd day of reh, A. B. 1946, the same being at le ast ten
full days prior to the date of said election, and further, that the

name of no person shall be placed on the official ballot unless
his application has been filed at or prior to twelve o'clock
midnight of the 22nd day of March, A. D, 191~.b, and it is so
ordered.
Motion by Smith, second by Rc~rbt, that the resolution be passed
as read,
Carried.
Motion by BoarY, second by Smith, that the City Secretary be
instructed to get bids o~ the audit of the City books.
Carried.
Motion by Johnson, second by Smith, that the Mayor be authorized
to renew the $5,000.00 Time Depos it now held by the City for the
Interest ~ Sinking Refunding Bond Fund,
Carried.
The matter of the petition requesting that an election be ordered
upon question of olosing portion of lst. Ave. came up for dis-
oussion. Motion was made by Smith, second by Johnson, that the
pity Attorney be instructed to require a brief showing authority
for the City to olose street.
Carried.
Motion by Johaeon, Second by Smith, that Ordinance No. 321 being

ldotion by Johnson, second by Smith, that the City take out
X2,000.00 insurance policy on Tool Storage house for 3 years,
with $50.00 deductible.
Carried.
1~Iotion by Smith, second by Roark, that the City purchase a
safety belt.
Carried.
Motion by Smith, second by Johnson, that the medical bill in
the amount of $1b7,59 for Mayor kuff due to injury recoived while
in the line of fire duty be paid by the City.
Carried.
Motion by Johnson, seoond by Smith, that the meeting ad3ourn.
