Special meeting of the City C,o~mmission was called to order by Mayar H. J. FPeiffer, with the following members and city officials presents Ca®aiss- iaaaers Jas. S. Crate, Jr. and Jas. E. Stewart, City Attorney Jno. S. giibler, and City Clerk J. B. Muldoon. ;~, ,, Motion by Stewart, second by Crate, authorizing the City Clerk to order !~0 yards of shell Eras Norris & Stanford, to shell 200' vn 5th Street near "B", amount to be dedttoted from ~11~3.12 owed by city to Guy R. Hamilton. Carried. The Commission instructed the City Clerk to have Dan Runnaell haul the shell to looatkon marked by Guy R. Hamilton. Motion by Stewart, seaao~d by Crate, authorizing the City Clerk to issue a oheok to E. I. gavard., Jr., in the amount of =30.00 for patehing walls, cleaning, etc. Carried. Motion by Crate, second by Stewart, authorizing the City Clerk to issue a oheok for X25.00 to Oren Williams, for work performed on tax map. Carried. The Commission took up the matter of the population of the aity of La Porte, and after .discussion and oansfderat ion the following Resolution was unan- imously passed and approved, to-wits -~ RESOLUTION 11YBEREAS, the City Clerk reported. on the survey he had been instructed to make with the utilities in the City as follows City Water Department records show the number of .water eamn.ections in 19Li.0, the date of the last Federal oeasus, to be 527 and the number of water eonneotiaala in the City on December 1, 19l~8, to be 909; The Houstaa Natural Gas Corporation had 527 consumers in the City in 1s40 and on December 1, 19I~8 had 905 consumers; The Houston Lighting do Power Company on December 1, 1948 had 1073 consumers in the City; the exact number of consumers in 190 is not avail- able but the present number of oansumers is approximately double that of 1910; 220 ~ ~ and, 1~iER.F~AS, based upon a population of 3072, as hbo~m by the 191;0 Federal oensus, the population of the City of La Porte an Deoamber 1, 191;8, is indicated as follows City Water Department, 5451< inhabitants; Houston Natural Gas Corporation, 6678 inhabitants; Ho~at'on Lighting do Power Comnpany; 611a1~ inhabittante; and, WHEREAS, the Engineer's report an 'Eaters ion of the Mater and Sewer sgstems For the `City of La Porte, dated August 18, °l9l~7, made by 1l~rettt C. Hedriek, Engineer, Houston, Texas, shows the population in the spring of 19V~7 to be Ia200 inhabitants, with 1015 houses; and WHEREAS, said ~gineer eatime-ted that ~sn the houses inoreased to 1258 there would be a total population of ~j200 perso~at and WHEREAS', the City .permits ahoR that 269 .additional houses were oonstrwted in the City of La Porte frost April, 1917 to Deoeatber, 19l~e, 'taki~sg a present total of 1381,; houses, showing an. inorease in population to a ~reseht total of 572!< inhabitants in the City of La Porte; and, SEAS, the Federal oensus itt 1920 shows the populatiaa~ of to Porte to be 889,. the Federal oensus in 1930 show8 the population of La Porte to be 1280' and the Federal oensus in 191;0 shows the population of La Porte to be 3~; and WHEREAS, the rate oP increase in population has been greater in the per- iod since the Federal oensus in 191;0 to date, it is evident that the population of La Porte is in excess of 6000 inhabitants; and ~' ,based upon the above infoxmatiaat, statements of the La Porte Independent School District officials, of the City Superixtendent of the Water and Sewer Departments, of business men and others in Ie, Porte familiar with the growth and population of the City, and upon all other reliable, available inf ormat ism, the Board of C oam~i. es inners of the City of La Porte find and deter- mine that on December 1, 1~8 there were 5151;, and more, inhabitants is the City of La Porte; that on such date, -and prior thereto, the City of La Porte had, and now has, a population of more than 5000 persons; NAP, THEREF08E, BE IT RESOLVED BY THE BOARD OF CO~SSIONERS OF THE CITY OF LA PC~tTE, TEXAS t That the City of La P©rte, Texas, had, an Deoenber 1, 19V~8, and now has, a population of more than 5000 inhabitants and here now Pind, determine and declare that the City oP Ln Porte, Texas is a City of more than 5000 inhabitants, subject to all the general laws of this State prescribing mtmioipal powers, functions, rights and privileges for Cities and Towns of more than 5000 inhab- itants; And it is so ordered. n • • The following persons were named as a committee for the purpose of selecting a Commiasian to prepare a home rule charter for Le, Portss Chas. 0. Williams, Joe Sonnenberg, 1N. D• Mayes, Boy Shipp, 0. G. Shaffer, Walt Baumbaek, Bryan Moore, Vim. P. Jones, Clyde Agee, George Counts, Harry Ralston, C. 0. Crenshaw, H. P• Pfeiffer, G. P. Forbes, W. 0. Stephens, L. E. Erwin, J. W. Arnett, F. E. Bartley, W. H. Baugh, John Eckhardt, J. H. Baker, J. }R, Hovey, Sam Huwieler, J. S. Holcomb, G. D. Hair, J. J. Tryling, Dr. P. J. Mock, Robert Kerber, Russell Shepherd, John Holman., M.: D. Burgin, Dr. Robert Baer, and Ray E. Van Deventer.
