Regular meeting of the City Coumiission was called to order by Mayor H. J. Pfeiffer, with the following members and city officials present: Conmmi.ssion- ars Jas. S. Crate, Jr., and Jas. E. Stewart, Supt. of Aiblio Worlffi Raleigh Erwin, Wm. Maness, representing Wyatt C. Hedrick, City ~%nginear, City Attor- ney Carl C. Patrick, and City Clerk J. E. Muldoari. Minutes of the last meeting were read and approved. Mr. A. L. Hunt, Mr. Clarenoa Johnn.is and Mr• P. G. Proctor, appeared before the Commission and requested better drainage in their vicinity. the Cc~unm- issicn advised them they would contact the County and see what they could work cut together. Motion by Jones, seoorid by Crate, that Ordinance No• 382, being AN ORDINANCE PROMULGATING AND PRESCRIBING RULES AND REGULl~TIONS FOR THE MATERIALS , CONSTRUCT ION', ALTERATION AND INSPECTION OF ALL PIPES, FAUCETS, TANS, VALVES AND OTHER FI%TURES BY AND THROUGH 1~IiIH A SUPPLY OF WATER, GAS OR SENTAGE IS USED QR CARRIF~D; PROVIDING FURTHER THAT SUCH FIXTURES SHALL NOT BE PLACED IN ANY BUILD 1NG IN THE C CgtPORATE LIMITS E%CEPr IPT ACCORDANCE WITH SUCH RULES AND REGULATIONS; FURTHER PRODIDING THAT NO PLUMBING SHALL BE DONE, EXCEPT IN CASE OF REPARING_ OF LEAKS, WITHOUT A PERMIT BEING FIRST ISSUED THEREFOR, THE FEE FOR SUCH PERMIT BEING A MIN- IMUM OF $1.00 AND THE RATE FOR SUCH PERMTT BEING BASED UPON x.60 FOR EACH OF THE FIRST TWENTY-FIVE FIXTtIltES INSTALLED AND x•30 FOR EACH ADDITIONAL PLUMBING FIXTURE IN E%CESS OF TWENTY-FIFE; PROVIDING A FLAP FEE OF $1.00 FOR RE-INSPECTION OF PLUMBING INSTALLATION; FURTHER PROVIDING A PERMIT FEE OF X2.50 FOR ANY OPENING TO BE MAD$ IN ANY P[TBLIC STREET, ALLEY, SIDE- WALK, OR OTHER P(TBLIC PLACE FOR THE LAYING OF PIPES FOR DRAINS, SEWER OR CONDUITS; AND PROVIDING A FINE OF X25.00 FOR VIOLATION OF ANY OF THE RULES AND REGULATIONS CONTAINED HEREIN, EACH DAY OF VIOLA7.'ION CONSTITUTING A SEPARATE OFFENSE OF THIS ORDINANCE, REPEALING ALL ORDINANCES OR PORTIOlYS THEREOF IN CONFLICT HEREWITH, be adopted as read. Carried. The City Attorney read a letter from Tighe E. Woods, Housing Expediter, in which he affirmed removing Federal Rent Control in the city of La Porto . Motion by Joa~ea, second by Crate, authorizing the Mayor and the City Clerk to sign Qontraot with Moore & Moore, oa¢itraotors, an Imhoff tank as per agreement reflected in the minutes dated July 5, 1~9. Carried. 3zo • On motion by Commissioner Crate, duly seconded by Commissioner Janes, and carried by unanimous vat®, it was ordered that Tuesday at 10:00 o'clbek A. M. of eaoh week shall be the regular meeting time of the City Cason- ission of La P©rte, Texas. Carried. Motion by Crate, second by Jaaas, that Ordiaance No. 366A being AN ORDINANCE AMENDIDTG ORDINANCE N0. ~ OF THE BUILDING CODE OF THE CITY OF I,A PCfftTE, TEXAS, AS TO THE USE OF LOUD-DPDgING AND JOIST SPACING, be adopted as read. Carried. The Caamnissiaa~ instructed the City Clerk to advertise in t2ya official city newspaper for bids oaz one diesel engine tractor with shovel loader, etc., bids to be opened August 23rd, 1~9, at 10:00 A. M. ofclook. Upon motion by Coumuissiamer lh~n. P. Jones, duly seconded by Commissiaaaer Jas. S. Crate, Jr•, and carried by unanimous vote, the followinb resolution was adopted: "AREAS, the Texas Highway Department of the State of Texas has been authorized by the State Highway Commission by action appearing ixi the Min- utes of said Coa~¢nissian on July 21, 19V~.9, to provide for pavement widening and items incidental thereto on State Highway No. 22~ from ~.th Street to 10th ,Street, ' a distance of approximately 1~.5 feet, and on State Highway No. ]I.~.6 from Main Street to South E. Street, a distance of approximately 21.00 feet; the aforesaid streets being within the corporate limits oP the City of La Porte, Texas; "1i~REAS, said Cammaissiovl has approved the expenditure of approximately One Hundred and Thirty-nine Thousand and Seven Hundred Dollars 0139,700.00) Por the purpose of such paving program; "1. RESOLVED: THAT, the City of La Porte, Texas, will furnish all neoessary right oaf way clear of obstructions and free of property damage and will provide for the immediate construction of caeztinuous curb and gutter within the portions of the Street above designated; will be r®spoa- Bible far all utility adjustment and storm sewers as may be necessary fear caanpletion of the program, as well as say drive-ways and sid~wa].ks that may now or in the future be necessary; will maintain all improvements Por ~G L • which it has a r®sponsibility to oonstruct; and will enter into an appropriate agreemsxYt upon the standard forms of said Highway Department; "2. RES OLVID : THAT , the City Commission of the City of La Porte , Texas , acoept the authorization by the Stets Highway Cosnnissian as set forth and b® responsible for the eomstruction stated in the above provisions and to enter into all nee®asary and appropriate contracts for the consummation of the pro- posed construction program including the passage-of any and all necessary Ord,inano®s . "3. RFSCq.,VED: THAT, a duly authenticated oopy of this resolution be forwarded to the Stets Highway Department." Carried.
