M. Special meeting of the City Commission was called to order by Mayor H. J. Pfeiffer, with the following members and city officials present Commissioners Jas. S. Crate, Jr., and Wm. P. Jones, and City Attorney Caxl C. Patrick. Minutes of the meeting were taken by Carl C. Patrick, City Attorney. A discussion was held on a bill that was before the Legislature which would remove certain territory within. designated Navigati on Districts from the. city limits of cities taxing such territory. The City Attorney read a Resolution which was adopted. RESOLUTION A RF~OLUTIOTT OF THE CITY OF LA PORTE, TEXAS IN PROTEST TO "AN ACT TO AUTHORIZE CERTAIN LAND SITUATED `-dITHIN DESIGNATED NAVIGATION DISTRI CTS TO BE REIdOVID ~RQM THE CITY LIMITS OF CITIES UPON OONDITIONS AND PROCEDURES PRESCRIBED IN THE ACT, AND DECLARING THE PUBLIC POLICY OF THE STATE REGARDING SUCH LANDS, AND DECLARIlVG AN EMERGENCY"; and "AN ACT AMENDING ARTICLE 1183, CHAPTER lit, TITLE 28, OF THE REVISED CIVIL STATUTES OF TEXAS, 1925; AND ~~%LARING AN EMERGENCY"; DIRECTING • THAT COPY OF SAID RESOLUTION BE MAILED TO THE SENATOR FROM HARRIS COUNTY, TEXAS, AND TO EACH OF THE RESPECTIVE REPRESENTATIVES OF HARRIS COUNTY, TEXAS. WHEREAS, it has been bought to the attention of the City Commission of the City of La Porte, Texas, that Legislation is about to b e intarduced in the State Legislature for the purpose of authoriztngcertain land situated within designated Navigation Districts to be removed from the City Limits of Cities upon conditions and procedures preso~ctbed in a proposed act, and further that Legislation is about to be intuoduced for the purpose of amending Article 1183, Chapter llt, Title 28, of the Revised Civil Statutes ofTexas, 1925, for the primary purpose. of authorizing Cities to disannex property located within five thousand feet of a navigable stream as defined in said Article 1183; and WHEREAS, it is believed by the City Commission of the City of La Porte, Texas, that both measures of the proposed legislation are contrary to the public welfare in that they would greatly curtail the powers vested in the Municipalities of the State of Texas and vest pacers in officers of a Navigation District, which officers are not elected to office by the citizens of the various Municipalities affected; NONt THERF.E'ORE, BE IT RESOLVID BY THE CITY COM~dISSICt~1 OF THE CITY OF LA PORTE, TEXAS, AS FOLLOt+~S I. That oppostion to such legislative measures be formally voiced by written pro- test to the Harris County Delegation in the Texas Legislature and that such Delegation be requested to defer final consideration of such measures for a sufficient period of ti me to allow extended study thereon and full public hearing thereof. !~7 r ., . f r - > II.
