Pfeiffer, vcz.th the follrnv3ixg members and city officials present: Commissioners Wm. P. Jones, and M.D. Burgin, Ralei~'i Ersri.n, Supt. of Public Works, and J.E. Muldoon, City Clerk. Minutes of the last meeting were read and approved. Mr. Cecil C. Sennedy, Manager, Southwestern Bell Telephone Compax~, appeared be- fore the Commission in behalf of Ordinance No. lt06A. This Ordinance would extend the base r ate furthex South than is now reflected on map attached to Ordinance No. ~~. Motion by Jones, second by Burgin, that Ordinance No. 106-A, be3.ng AN ORDINANCE RESULATIIVG THE RATES OF SOtJTH4YESTERN BELL TELEPHONE COMPANY 7N THE CITY OF LA PCH~.TE, TEXAS, be adopted as read. Carried, Mr. C. 0. Crenshaw, Manager of the La Porte-Bayshore axes of the Houston Lighting azbd Power Company, handed the Commission a letter from his company, which stated the City of La Porte was entitled to ~5 additional overhead street lights. The Houston Lighting & Power Company wi~uld install. and operate these lights without cost to the City. They would install these lights at ]1 per year until total were installed. Motion by Burgin, second by Jones, to accept the lights, locations to be given the company later. _ Carried. Nance Turner appeared before the Commission in quest of a building permit 3n Block 198, La Porte. The mattex was referred to the City Attorney f~ his opinion. The pdayor requested the City Clerk to open bids on One Motor Grader. The bids were opened and t abut ated as follows Gulf Tractor Company ~`Teight 13,190 lbs. ~$,I~80.00 Benson Tractor Company ~G'eight 18,000 lbs. 10,536.1,~0 Boehek Engineering Co. Weight 12,000 lbs. b, 485.00 Motion by Burgin, second Jones, to accept Southwestern Bell Telephone Company~s check iu the amount of ~71~.17., same being for 2~ tax on ~35,7C5.28 gross receipts sub3ect to gross tax. Carried. ~:~; • Mr. A. B.-Moore, Engineer, appeared before the Conm~i.ssion and discussed two mans for i~aproving the efficiency of the Imhoff Plant. After considerable discussion, -upon motion by Burgin, second by Jones, to f ox~rard.plans to the State $eaZth De- partment f ca~ their approval. Carried. Mr. A. B. Moore, Engineer, -ura.s instructed to a~ra* specifications for a water well to b' drilled 3n Block 177, La Porte, same to be drilled to a depth of approximately 585 feet below the sinrface for 1000 GPM, with a 16" casing. The City Clerk was instructed to advertise for bids on this well, bids to be opened ~4Y 3rd, 1951. The City Clerk was instructed to notify the Fire Marshall to have rabbit hutches in Block 198, La Porte, renwed. The Commission has had many complaints that they were a fare hazard, unsanitary as we31 as unsightly. Mot3.an by Jones, second by Burgin, instructing the City Clerk to notify E. 0. Kolodzaike to make arrangements to connect to sewer main. Carr9.ed. Motion by Burgin, second by Jones, to ask for bids on painting the hose 'muck. Carried. Motion by Jones, second by Burgin, authorizing the City Clerk to issue a check to Nibs Construction Companyy, Inc., for 6tG00 L. F. of 8n Century Pipe, K & M Asbestos, at X1.78 per foot; also to authorize the purchase of 3200 L. F. of like Pape. Carried. The City Clerk read a supplemental agreement, namely Agreement No. 1, Lease No. ~'1-~7.-2~.3-fag. 1821, between the City of La Porte, Texas, and the IInited States of America. The City Clerk was instructed by th,e Commissic~ to transmit this agreement to ~Ir. ~V'm. A. Baugh, Airport Manager, for.. his opinion. Bought s was of the opinion that it should be executed as prepared, for the following reason: "The City ~ effect agreed r~.th the United States Govern- ment that in case of a national eanergency that the property ei.tIier revert to the lessor or an agreement to be reached betrrsen the two parties for the use thereof. ~Ife have already agreed far the use of the property by Te.~as Air National Guard and this instrmaent only adds Air National Guard and the United States National Air- force. La Porte held April 5, 1951, a resolution was introduced and unaaisnously"passed authorizing the Mayor and City Clerk to execute Supplemental Agreeident No. 1 to Lease ~P-!.~].-2~.3- eng 1821 to ch2nge Paragraph 2 of said original lease so as to read as follcmrs: "To be used for the follovvis:g psiposes: Air National Guard and/or U. S. Air Force to install, operate a~ maintain a Radar Aircraft Control and ~farning Squadron Unit, and if used otherarise is to revert to the owner,'t be adopted as read. The Commission unanimously rejected all. bids opened on ~dotor Grader April 5, 1951, and instructed tine City Clerk to advertise for bids to be opened at 10:00 o~clock A, M., May 3, 1951, for One Motor Grader, approsctmately 50 :iorse Power IIlgine, appro.~.mate Freight 13,500 lbs., also to advertise for s ale one used Diesel Galion Model ZOl Motor Grader ti~v:ith 12-foot blade. Carried. Carried. Motion by Jones, second by Burgin, approving certificates of Insurance covering Niles Construction Company, Inc., and ~rrrit9,en by the Pacifie :~rployers Insurance Conpaz~y.
