Regular meeting of t h,e City Commission tivas called to order by Mayor H. J. Pfeiffer, with the foLto~ring members and city officials present: Commissioners Z~1m. P. Janes and ~~. D. Burgin, Supt. of Public i~orks Raleigh F~win, City Attorney Carl C. Patrick,.. and City Clerk J. E. I~?luldoon. PrLinutes of the last meeting were read and approved. A,~r. Roy Shipp and Idr. Sam Hall appeared before the Commission in connection with water service in Block 225, San Jacinto Homes Addition. Commissioner Janes stated that he had talked to Geo. H. Sharp, Sr., the f ormer av~mer of the Hall property and that he agreed to pay one-ha1,.f of the cost of a 1" water line. The property owners agreed to pay far 112 feet of 2" water line at X1.20 per foot, same to begin from existing water main to Hall's property. ~'. Shipp would contact the owners and collect their pro-rata part and turn over to the City. The Commission. unanimously agreed to construct the line as agreed ,when this was done. The City Clerk r ead a letter from the Housing and Hie Finance Agency t o the Commi.ssian, in which they requested immediate repayment of X6,600.00 advance made by the Government far the purpose of plan preparation of improvements to existing water system under the City's application No, Tex. !~1-P-551. After much discussion by the Commission it was la~ought out that because of their inability to finance a Bond Issue for more than w~500,000.00, a X500,000.00: issue of wateruvorks and sever system Revenue Bonds was successfully voted February 21, 19.8. Ho~;ever, a greater part of this money was spent on the sewer system. At the time they were ready to commes:ce work on the water system, it was found the plans were much .too elaborate for the amount of money they had to spend; also the plans did. not cover the territory as vsras being built up, same being altogether different. from area anticipated. The plans then were discarded, abandoned, and work on the water system then was laid out by the Commission and the Supt. of ~'Vatercrorks, from time to time, to the city's ability to pay and to the benefit of t he populace .territory. The Commission then unanimously instructed the City Attorney to anstiv~er the Government Agency's letter that because of the several facts brought out in the discussion and because they did not use the plans, they had not received ar~y benefit, hence they had no obligation to the Government. The Commission unanimously authorized the h~~ayor and City Clerlt to execute con- tract z~rith I~,2r. ~'~m. A. Stabs, Jr., for the extension of a seR,~er main 196 feet in Block 157, Tov~n of La Porte. Carried. ?.lotion b;,T Bergin,, second by Jones, authorizing the Tax Collector to cancel the taxes from his retards on the descriptions and for the years reflected on can- cellations Plumbers 1 to 1~., dated this date. Carried. 511 • ORDIIvTANCE No. Ii7.3 The Mayor introduced an Ordinance, which j~ras read in full. Commissioner Jones made a motion that the Ordinance be adopted as read. The motion was seconded by Commissioner Burgin, and carried by the follovring vote: AYES: Mayor Pfeiffer, Commissice~.ers Jones and Burgin. NOES: None. The Ordinance thus adopted f ollovrs AN ORDINANCE AUTHORIZING THE ISSUANCE OF A X50,000 INSTALLRiF~tT OF A X500,000 ISSUE OF ~TATFRI~`,tORKS AND S~Igt SYSTEM REVF~iUE BONDS; bSAKING PROVISIC~t FOR. THE PAST OF PRINCIPAL AND INT}REST THFR.EC~T. Carried. A discussion was held on the Disposal Plant and the proposed water we11. Motion by Burgin, second by Jones, to parchase necessary equipment for the Disposal Plant and far the proposed water well. Carried. Motion by Burgin, second by Jones, to appoint K. A. Morton as School Police- man, and to approve Bond No. 90-00?~792, in the amount of X1,000.00. Carried. Mr. ~iT.T. Buck and. Mr. Vance Turner, bath appeared before the Commission for a discussion in connection with the position of Building, Plumbing and II.ec- trical Inspector. The Commission informed Mr. Buck that he had held the- position approximately three months, and to this date had not qualified as he had agreed. For this and several other reasons mentioned, they had no other alternative but to make a change. The Commission instructed the City Clerk to pay Mr. Buck up t o and including the 7th day o f June, 1951. M tion by Jones, second by Burgin, t o appoint Vance Turner as Building, P~umbing and Electrical Inspector, effective as of June 7~ 1951, and to be compensated as follows: X50.00 per month, or if the total permit i'ees amount- ed to mare than X100.00 per month, then he mould be paid one-half of the fees; also for the City Clerk to order a Surety Bond for Vance Turner in the mount of x$1,000.00, in favar of the City of La Porte. Carried. Motion by Burgin, second by Jones, to pay Chas. Dunham X12.00 for work on pumper No. 1, eight hours. Carried. The Commission unanimously agreed to let Niles Construction Compar~y have 500' of transite pipe at market price. Carried. 5~ Motion by Jones, second by Burgin, instructing the City Clerk to advertise for bids on approx~mate],y 1200 feet chain link fence, complete specifications to be drawn by the Supt. of Public ti~orks.
