Special meeting of the City Commission was called to ordex by Mayor h~T. D.
Burgin, tiwith the following members and city. officials present: . Co~i.s5ioners
L. R. Rigby and Robert A.Tishi.te, Supt. of Public tiVorks W. A. Arthur, City
Attorney Edward J. Cade, and City Clerk J. E. I:Tuldoon.

A. discussion- was held on an audit of the city ~ s records. Tlie Commission unan-
imously instructed the City Clerk to have T. B. Trotter, Certified Public
Accountant, make a 10 month audit, and later to make a full 12 months audit.
Carried.
Fire Chief J. O. Rollins appeared before the Corc~n-i.ssion and gave a resume
of the Fire Department, and also requested the ~b00.00 set up in the budget
as E~Firemen~s Prizes'. The City Clerk also read a letter from the Fire Depart-
ment to the Com~.ission on this subject.
The Commission were unanimously in favor of paying the y~600.00, and upon
motion by Rigby, second by r~(!iite, instructing the City Clerk to pay ~~lze Fire
Department X50.00 monthly from amount set up in budget.

Commissioner rfh~.te commended the Fire Department for the service they render.
Imo. Vance Turner appeared before the Commission and gave a resume of his
offices, ie, Building, Plumbing and Electrical Inspector.
Police Chief ~'talter Roberson appeared before the Commission and gave a summary
of his office, and stated he was putting in more time each day, and in general
felt better. Police CILi.ef ~~~alter T~oberson requested the Commission to appoint
the follrnving men as Auxiliary Police: F. P. Bates, Ben Bro~~li.ng, J. L. Burch,
F. Yu. Cary, V. I~. Calhoun, Geo. Counts, C. R. Gates, R.R. Gissler, Bill Head-
rick, R. D. Harris, Capt. Hearn, L. E. Eruvin, Joe Jackson, Andres I~d.lpatrick,
Bob Kerber, ~`,(. H. Peters, Charlie '~y~aters, Bucls Thomas, Hance Busch, Jake Bussey,
James `Crate and Grady Parker.
The Mayor appointed-the men requested by Police Chief Roberson, and they were
,unat~.i_mously approved by the Commission, .

~~. Frank L. Heard, Attorney for the Humble Oil & Refining Company, and qtr.
Out~,vay Taylor, Investigator for the same company, appeared before the Comrission
and held a lengthy dis cussion with the Commission on annexation and de-annexa-
tion.

I4~. 4`T. A. Arthur, Public l~,forks Superintendent, and J. E. I;Iuldoon, City Clerk,
gave a resume of their offices.
Mr. Edward J. Cade,City Attorney, was requested to keep informed on the
Humbles suit with the City.
A discussion was held on the old Sylvan Beach Park site as a temporary City
Park.
I~r. `4"fm. H. Baugh was unanimously appointed by the Commission to the off`.i.ce of
Airport Manager. ~ .
Carried.
The Mayor appointed Zi`s~ank R. Boyle, Sr., to the office of Civilian Defense
.Director. The Commission approved the appointment of I~r.'~ank R. Boyle, Sr.,
as Civilian Defense Directar~.
Carried.
The I,dayor appointed P. J. Dock, I~. D., City Health Officer. This appointment
was unanimously approved by the Commission. ,
A discussion was held by the Commission in appointing members as Chairmans
of different departments, and be more or less responsible for overseeing such
departments, hrnvever if any major problem came up, then all of the Commission
would act.
Mayor Burgin made the follo~^Tixig appointments: Commi.ssionc-r Robert A. ~ylza,te_
Police, Street and .Alley, and Garbage Departments; .Commissioner L, R. Rigby-
Fire, R~Yater and Sevrer, Health and :'Telfare Departments; Mayor Burgin-Adminis-
tration, I~'inance, Tax Departments.
These appointments were ratified by the Commission.
The Commission instructed the City Clerk ,to .hand each member a copy of. the
previous minutes before each meeting, for approval or correction.
The Commission held a discussion on the City's building code. The Commmission
unanimously appointed the folloann.g people to serve on a comrmiatee-and to
work vritli_ the City Attorney in revising a nevi code that would be adaptable to
the City and at the same time eliminate any fire hazards: Vim. A. Blakey,
J. 0. Rollins, Vim. P. Jo nes, J. D. Sherrill and Lloyd .ells.
Carried.
On motion by Commissioner ~.te, duly seconded by Commissioner Rigby, and
carried by unanimous vote, it was ordered that the first Thursday at 7:30 P. 1~.
of each month, and the third Thursday at 10:00 A. Ivi. of each month shall here-
after be the regular meeting time of the City Commission of La Porte, Texas.

The Commission unanimously set the Mayor's salar,; at X100.00 per month, and the
Commissioner's salary far their term in office at X50.00 per month each, and
instructed t he City lttorney to "trite an ordinance fixing this compensation,
The X15,000.00 bond of J. E. I;iuldoon as City Clerk and Treasurer, executed by
a Corporate Surety, ti~as read and approved upon motion by ~~igby, second by Vdhite.
Carried.
The X1000.00 bond of Ecbrrard J. Cade as City c~ttar~ney, executed by a Corporate
Surety, tiaras read and approved upon notion by Rigby, second by ~'+(hite.
Carried.
The X1000.00 bond of John R, Eckhardt as Recorder of the Corporation Court,
executed by a Corporate Surety, eras read and approved upon motion by Rigby,
second by ~Jlv.te,
Carried.
