Regular meeting of the City Commission was called to order by ItTayor M. D. Burgin, with the follaw~ing members and city officials present: Commissioners L.R. Rigby and Robert A. ~Thite, Supt. of Public lorks l'I.A. krthur, City Attorney.Ldwa~rd J. Cade, and City Clerk J. L. ?~:Iuldoon. '~.Iisiutes of the last meetings z^rere read and approved. Ed 1`:iles appeared before the Cor~mi.ssion and requested permission to install a 6" se~~rrer -line from the manhole in Roscoe Street through, Block 21, Bay Front Addition, and a 2" z^rater line from tree 6" line on Park l~vc~ue South 650 ti~Nough Block 21, Bay Pront. Both lines to be lain. in the lbt alley through tlis block. A].so, a 2" water line from the 6" main on Park Avenue South along the ';Test property line of Nugent Street, for a distance of 500 t, to serve the 20 lots that he oz'rns in the East half of Block 20, Bay Front. He stated, also, that he ormed Lots 1 to 25 and 35 to 60 in Bl ock~ 21, Bay Front. The Comm~,~~i~~ unanimously „ranted him permissien to do this construction at his otvn expense, and in accordance z^ritil ci~~y specifications. Carried. ir, ~~m. P. Jones and 1.~. Darrell `;'ayes appeared before t'rle Co=omission aid discussed the Building Cade.. The City ,C1erlc presented the Comrv.ssion ~=rith a tax state?Went on property described as z of Lot 21, and ~'~1.1 of I,ot 2?_, Block 2?_ Bay Front Addition, :ior -tlZe years 1;21, 1922-, 1923, 1921, 1925 and 1931, The City ~lerk ir.~ormed the Commission that the present ot7r~er of the property held a tax certicate, 2do. 13, issued September 29, 1936, t^rhich certified al.l ta~Les (city ta~;es) on this property paid up to ^.~n.d incluchng the year 1935. The cn^mer, tiT. C. Bead, stated to the City Clerk -that he had relied on this certificate fax' the years that ;°rcre parr 9x? question, and requested some kind of relief. The Corcnission held that the Cit~j should not be denied the taxes due it by an erroneous certificate of the Tax Collector, but agreed unanimously to ;•raive the interest and penalty ixi this case, for rec.won of the Cityta erroneous Tax Certificate. Carried. The Commission una~-iimously granted him per::~i.ssion to make repairs requested, at his o~m expense. The City Clerk handed a Certificate of Indebtedness, dated lIay 26, 1952, in connect- ion y°ri.th Plans :~.dvance in Project No. Tex-~1-P-551. The Commission handed the Cer- tificate of Indebtedness to the City Attorney for attention. The Commission instructed °l. A. ~s-tdzur, Supt. of Public b'~Torks, to spray the Lomax Area. Commissioner ',lhi..te stated he had a request from the President of the La Porte TS1- dependent School District, to close a street adjacent to school district property so that they could commence their building project. The Com~i.ssion were in agree- ment to cooperate every way possible with the school district, hcn~rever, ,they needed more details before closing the streets, and certainly would close the streets when the school had acquired all of the property, and would not injure any of -the adjacent property o?°,mers, The Commission unanimously instructed the City Clerk to pay A. C,~LTerchant ;100.00, less X12.50 in adjusting Arbuck7.e ~l.ectrical T:lachinery Company, as agreed, this being his final payment for electrical vrorlc performed on ;"dater ";dell No,. ~., •:, ~_ .Carried..: I;lotion by Rigby, second by Vn~ite, authorizing I!:Tr. Clyde Agee, oti^rner of the LaPorte Drug Company, to continue letting r~Talter Tel. Roberson, -Chief of Police,, have drugs in connection with his injury suffered December 1, 1951, ti^rhile enforcing the law. Carried. City attorney Ectvard J. Cade reported to the Commission he had received a letter from the railroad in cor~nection iTith railroad crossing .Test of 26th Street, off Hightray 225. The City Clerk read descriptions and amounts and reasons why CaJZCellations Nos. 1 to 7 should be cancelled from the tax records. I~dotion by Rigby, second by ~'lhite, that Cancellations Nos. 1 to 'T be approved, and taxes cancelled from the tax records, - ~ Carried. The C©mmission unanimously agreed to set June-16th, 1952, as thf; week for "La- Porte~ Clean Up ;'leek". The City will cooperate Vrith all organizations working on this project, and help in every way possible to make this project a success. The Commission unanimously authorized the City Clerk in Section 6 or Ordinance No. G25, to make payable to ti`J. A. Arthur, A275.00 per month as follc~rs: X137.50 on the first day of each and every calendar month, and ;137.50 on the fifteenth day of each and every calendar month. Carried. The Commission unanimously authorized the City Clerli in Section 7 of Ordinance Pto. x.25 to make payable to ~~alter ICI. Roberson X250.00 per month, and in addition he shall receive as compensation for the expense of his automobile, the sum of ~p50.00 per month, payable as folloavs: ~125,O0-plus X25.00 car expense, on the first •day of each and every calendar month, azd y125.00 plus 425.00 car expense on the fifteenth day of each and every calendar month.
