Special meetinb of the City Commission was. called to order by ~dayor M. D. Burgin,
with the follo~ring mer.~ers and cif offici als ~ present : Commissioners L. R, Rigby
~d Robert A. 1Vhite, City Attorney Edward J. Cade, and City Clerk J.E. ?~uldoon.
Minute$ of the last meeting vaere read annd approved.
Mr. > Gaines, Iur. rlason and Mr, Marks representatives of the Houstor_ Natural Gas
Corporations appeared bef cme the Commission, and asked for a rate increase. They
left with the ComrLi.ssion an application and ordir_ance for the increa.~e. .

Tho ?Mayor read a letter from rRr. E. B. Evans of the Southern Pac^..fic Lines, i n
connection with signal light on the Spencer Highvray near t:~e depot in L,: Porte.
^~fter discussion, the Commission instructed the City Clerk to w~.te blr, Evans
and request that they instai.l a flasher type signal light, in place of the
present sodium vapor lamps.

Clerk's office on I+'riday, December 2b, 1952.

!~ lengthy discussion eras held on the emFloyment of an engineer for the proposed
street ar~3 city hall program. Tt~o angineers discussed were ~obe~•t E, ?•'ilwee,
Jr., and A. B. I~:~oore Engineerii~ Company. Illotion by ;'~hite, second by Rigby,
to employ A, B. fl~ioore Engineering Company, pending signi.n; of contract. For
reast~n of his greater experience and past performance on work previousl;~ done
for the City by his company, it i~as decided to employ A. B. I~.Ioore far' this job,

Honorable ?'I. Kyle Chlapman~ County Commissioner] Precinct 1, appeared befar•e the
Commission in behalf. of the invitation extended to hi_m by the Commission. '!he
City Commission asked h.i.m if he would participate in it's paving progr. am, expec-
ia11y on the streets novP being maintained by the County. lt~ix•. Chapman stated
he was always =.viLlin; to cooperate with the City, and w cold be interested in
hearing their request. ~ They requested that he pave 8th Street, from.'ff~t Main
to "J'~~ Street, being approxi.'r~.tely 4,620 lineal feet, and "E" Street, From San
Jacinto Avenue to' Blacku~ell Avenue, being approximately 3,995 lineal feet. They
further stated they would furrri.sh the material and purchase the ground to round
the corner on "J" Street, from 8th Street to Highway ].l.ib, if he would do the
construction on this street.

Mr,Chapman ask them to make their request and, he would give it favorable con-
sideration.
Mr,_ Edward J. Cade, City Attar~neUT, gave a report on the street betxeen the
Kaufman and Pfeiffer properties,

charge, ?vhich he had erroneously paid.
Carried.
The City Clerk read a letter from ~,fr, L~11 Lammers, Architect, ?3aytovm,
Texas, in connection i~i.th proposed colored school to be constructed in Block
103, La Porte. He asked about a 2" water main, Z;." serer main, 110-220 volt
electric power and 2" gas line to this property; also he requested the City
to abrogate the present a11ey easement through Block 103.
The Commission instructed the City Clerk to inform t,s. Lammers that it vrould
be satisfactory to tie a 2" ti~rater main to the City's fire 6" main in the
Northwest corner of Block 90, La Porte. He would, however, have to construct
a sewer line from B~.ock 66 La Porte to the location ir_ Block 103, at his
oan expense. The City vrould also require the sewer main to be 6" . Fcm gas
arr3. electric peer, he would have to contact the respective utility companies.
Block 103, being now out of the City, the City Commission would be vrithout
authority to close the alley in said block.
The City Clerk read a letter from t,:i. A. Berg, in vrlZich he made application
to conduct ataxi-.cab business in the City of La Porte. I~dotion by y7hite,
second by Rigby, authorizing the City Clerk to issue a permit to ~e'1r, Berg,
in accordance vrith the ordinance rAgulatin; the operation of a taxi.-cab
