Regular meeting of the City Commission was called to order by P~ayczr PaL ~.
Burgin, with the following members and city officials present: Commissioners
L. R. Rigby and Robert A, Whites City Attorney Ea~warcl J.Caele~ Supt. of Public
Works W. A. Arthur, and City Clerk J.E. P~~.ild.oon.

Mr. J. R. IIzsrni n~er appeared before the Commission an~i complaineel that it
appeared the City had constructed a d itch on his property in Block No. 1107,
La Porte. The Commission advised him they vrou7.d. have their Engineer go out
on the ground and make a survey to ascertain whethex or not this was s o.
This was satisfactory with Mr. Ensminger.

for the City of La Porte, d.iscusse~l the streets under construction in the
City of La Porte. He explained to the Commission how faulty asphalt can cause
base failures. Asphalt on the street is like a roof on a house, it is supposaei.
to keep water out of the bases said Pdr, ~looals. Tn several places, water had
leaked in, causing base failures.
Mr. Woods saie~ he is bringing in an independent firm for an inspection tour
of the streets at 1:00 P. M., Monday,. and asked. that the Mayox and the Cor.>rn-
issioners accoa:par~ him on this inspection.
The Co~ni.ssion decided. to hold. up the ecntractor r s payment, after asking the
advise of City Attorney E, J. Cade, until the vrork can be ccznpleted, sat3.s-
f actorily.
The City Clerk read a letter from the Texas Hi~iway Department ~ in connection
with the traffic light which trTas requested for the intersection of Higkrr~ay
146 and Avenue 'rG". In tP~.s letter the State I-i-i.ghvray i~epartment re3ected
their request fcr installing a traffic light at this intersection, after a
traffic count slid not show the need. for one.
Riotion by Rigby second by ':~hite~ authorizing the City Clerk to issue check
to the F`ise Departments, for X100.00 prize money, given each year.

Motion by R.igby~ s®cond by Whitey authorizing Commissioner White to select
a desk f or Chief Roberson from the old City office in the City Hall.

Mayor B urgin appointed Comaissioners V-Thi.te and Rigby, as his assistants
3.n the La Porte area on the County~3.de mosquito control program, and
they are to work with the County Public Health Departments 3.n an attempt
to c ontrol mosquitoes next year.

R4otion by ~Phite, second by Rigby, instructing the City Attorney to look into
the law, 3.n order to write an ordinance forcing the new developers to use
the s ame specifications for streets, as nvv+r being used on the newly con-
structed streets in La Porte.
Carried.
Su pt. 1R. A. 1~thur talked on the J. E. Cook electrical wiring job. The
Co~3.ssion unanimously instructed the City Clerk not to issue any more
permits for electrical wiring to any owner of property, other than his home.
The City Attorney read a lotto to the Commission from Spiner, Pritchard
and Thompson, attorneys at law, calling to the Comm3.ssion~s attaztion the
fact that Balco, Incar~porated, a_re still indebted to their client, Gulf
States Asphalt Compar~p of South Houston, Texas, for asphalt purchased
for t he street program, and asked that they take this matter into con-
sideration when they make final settlement ti~ith Balco, Incorpar~ated.
The Co~.i.ssion referred to the City attorney, E. J. Cade, the matter of
an illegal connection made to the Bayridge water line.
