Regular meeting of the City Commission was called to order by Mayor Burgin with the following members and city officials present: Commissioners L. ft. Rigby and Harold P. Pfeiffer, Supt. of Public Works W. A. Arthur, Special Attorney Jno. S. Kiibler, and City Clerk J. E. Muldoon. Minutes of the la.~t meeting wr ere r ead and approved. Mr. M. L. Brumleu, representing the South Texas Equipment Company, appeared before the Commission, and told of the advantages of the Packmaster. The Commission advised Mr. Brumleu they would send him a copy of the bid notice when the city was ready to take bids on a Packer Type garbage truck. Judge Chas. F. Norris and Police Chief Walter Roberson appeared before the Commission to find out if the Judge could try a man on Sunday. Special. Attorney Jno. S. Kiibler advised the Judge that a defendant cannot be for- ced to trial on Sunday, but that in the case of prisonexs in the La Porte city jail, the Judge could on Sunday accept their pleas of guilty ar set their bails so that they can be released. Motion by Pfeiffer second by Rigby, that Ordinance No. ~5, being AN ORDINANCE PRESCRIBING THE COI~IPENSATION TO BE RECEIVED BY THE MAYOR, COI~ISSION~.S, CITY CLr`ItK, CITY ATTORNEY, JUDGE OF THE CORPORATION COURT, CHIEF OF POLICE, FIRE MARSHAL AND DIREC~t OF PUBLIC WORKS , V`JHIC H SHALL INCLUDE THE DUTIES OF BUILDING ~ ELECTRICAL AND PLU~dBING INSPECTOR, PROVID]NG FOR THE TIC AND MARINER OF PAYMENT OF SUCH COPJIPENSATION, PROVIDING FCH EMPI.OY~= MF~iT OF PERSC~IS BY DEPARTMENT HEADS AND APPROPRIATING TFiE A~7NEY FOR ALL SUCH PURPOSES, be adopted as read. Carried. Motion by Rigby s eegnd by Pfeiffer that Ordinance No. 166, being AN ORDINANCE APPOINTING THE CITY CLERK, THE JUDGE OF THE COR- PORATION COURT, THE CHIEF' OF POLICE, THE DIRECTOR OF PUBLIC WCRKS, THE FIRE MARSHAL AND THE HEALTH OFFICER, be adopted as read. Carried. Motion by Pfeiffer, second by Rigby, that Ordinance No. x.67, being A1'V ORDINANCE PRESCRIBING THE COMPENSATION TO BE PAID TO EDWARD J. CARE FOR HIS LE7GAL SERVICES IN THE MONTH OF MAY, 195., be adopted as read. Carried. Mayer Burgin announced to the Commission that the State Highway Commission had accepted job on Higk~+rays 225 and lla.6, Job Control 389 5-18, and the City should do the same. The Commission unanimously accepted State Highnray job on Highways 225 & 1l~6. This matter was turned over tc> the Mayor. The Commission unanimously went on record in approving W. Kyle Chapman. for County Commissioner, Preei.net 1. A discussion was held on the 1955 budget, in which the Mayor ask the commissioners to consider the following pro~eets: 1. Abetter plan of sewer ex tension than we Haw have. Make- a study of making sewer available to the Yestern par~tion of the City, also the Sylvan Beach and Bay Front area. 2. The improvement of fire insurance rates, and fire fighting efficiency. Set a goal for the construction of at least 3000 feet per year of new water mains. 3. Improvement of lighting i.n the City, This would include at least 10 new street lights each year. !~. Better identification of streets. This would include pur- chasing and installing four way street signs to be installed from the "Y" to Broadway on West Main, and dcmn Broadway to "G" street, and from ~'i.ve Points to Sylvan Beach,, at each intersection. 5. To work out an improved and more efficient manner in which to summon peace officers. 6. A special Rand of at least X300.00 per year for repairing and repainting the water tower ana} tank, in order to have this fund available when r epairs are necessary. 7. To work out the purchasing and installation of improved. auxiliary equipment for our water system in case of poorer failure. 8. To study possibilities and cost of converting one of the 500 gallon tank trailers that the City now Dams, int® an asphalt spreader for use in continuing street improvements and repairs. 9. To continue our street improvement program, with the im- proveanent of at least two miles additional of the same standards that we Hoar have. 10. To purchase as aeon as possible the garbage packer type body that has been discussed recently. 11. To work toward necessary equipment for a more efficient means of cleaning streets. • S 219 Motion by Pfeiffer, second by Rigby, instructing the City Clerk to advertise for bids for garbage truck and packer type body, bids to b e opened on June ~, 18, 1954, at 4: ~.0 P. M. Carried. ~dotion by Pfeiffer, second by Rigby, authorizing Calvin -Compton to construct ~, $~ary watermelon stand in Block 36, La Porte, building to be moved out of fire zone by October 1, 1954. Carried. The Cor~uni.ssion unanimously instructed the City Clerk to contact Pittsburg Tank and Tower Campar~y~ requesting action be taken on claims made to the City, on flying paint, when this company recently painted and repaired La Porters water tower and tank. Motion by Rigby, second by Pf eiffer, instructing the Special Attorney, Jno. S. Kiibler, to drag up an ordinance cashing war bonds that are nc~r due and payable, and transferring surplus money in retired interest and sinking funds, to the Street Improvement Fund. Carried. The C ommi.ssion unanimously instructed the City Clerk to write a lett er to the La Porte Volunteer Fire Department, giving them permission to build a drill field on Block 4, Bay f'r'ont Addition to the City of La Porte. The Commission unanimously instructed the City Clerk to write a personal prop- . erty notice on electric motors on hand in the watch and sewer system, and one transformer. White is named as one of the Commissioners, be ammended and it is hereby ammended by striking out the name Robert A. Y~hite and adding the name of H. P. Pfeiffer. Section 2. Section 3 of said. Ordinance 425, insofar as it pertains to the yearly compensation to be received by J. E. r~uldoon in the amount of Three Thousand Nine Hundred Dollars 03,900.00} per year, be ammended and it is hereby ammended. to read Four Thousand Two Hundred 0,200.00) per year, and the bi-monthly payments of One Hundred Sixty-two and 50/100 Dollars 0162.50) is ammended to read One Hundred Seventy-five Dollars 0175.00) on the lst and 15th of each and every calendar month. Section 3. Section 4, wherein Edward J. Cado is appointed City Attorney, be ammended, and it is. hereby ammended to eleminate the entire Section. except that tho said Edward J. Cade shall still be paid the sum of One Hundred Fifty Dollars 0150.00) for his services for the calendar month of 69ay, 1954, includi the services rendered in the case of the City of La Porte against J. Eckhardt is appointed Judge of the Corporation Court be ammended and it is ammended to strike out the name of John R. Eckhardt and add the name of C. F. Norris. Section 5. Section 6 of said Ordinance 425 wherein W. A. Arthur is appointed Director of Public Works, be a:~mended and it is`hereby ammended to read as follows: W. A. Arthur is hereby appointed. Director of Public Works, Building, Electrical, and Plumbing Inspector and shall receive as compensation for'fi is services the sum of Four Thousand and, Twenty Dollars ($~l+,020.00) per year payable at the rate of Three Hundred Thirty-five Dollars 0335.00) per month on the first day of each and every calendar month. Section 6. Section 7 of Ordinance 425 wherein the yearly com- pensation of Walter Roberson in the amount of Three Thousarr3 Dollars 03,000.00) per year payable at the ra+.,e of Two Hundred and Fifty Dollars 0250.00), monthly, be ammended and the same as hereby ammended to read Three Thousand Four Hundred Twenty Dollars 03,420.00) per year, and payable at the rate of Two Hundred Eighty-five Dollars per month, and in addition to, Fifty Dollars 050.00) for automobile expenses. Section 7. Section 8 of said Ordinance 425, wherein Vance Turner is appointed Building, Electrical, and 'Plumbing Inspector, he ammended and it is hereby ammended to eleminate the entire Section 8.
