LA PORTE CITY COM~dISSION -AUGUST 20~ 1954

Regular meeting of the City Conani.ssion was called ,to o xder by Mayor M. D. Bur-
gin~ with the fo7lave:ing members aryl city officials present: Coaanissioners L. R.
Rigby, aad H. P. Pfeiffer, Supt, of Public Yorks W. A. Arthur, Special Counsel
Jno. S, giibler, and City Clerk J.E, Muldoon.
Minutes of the last meetings were read and approved.
Motion by Rigby, second by Pfeiffer, that the following Resolution be adopted:
RESOLUTION
WHEREAS, heretofore, the Mayor of the City of La Porte prepared and sub-
mitted to the Board of Commissioners, at its meeting held on August 3rd, 1954,
his proposed budget for the fiscal year, July 1, 1954 to June 30, 1955.
WHEREAS, the Board of Commissioners filed such proposed budget with the
Clerk of the City on the 3rd day of August, 1954, and designated thata public
hearing on such budget be held at the City Hal]. at 4:30 P. M. on August 20th,
1954, and caused public notice of such hearing to be made; and,
WHEREAS, such public .hearing has been held, it is therefore, ordered
' by the Board of Co~ani.ssioners that the budget, as prepared and submitted by
the Mayer, is hereby finally approved by the Board of Comnnissioners and it
is hereby ordered that a true copy of such approved budget, together with
a copy of this order, shall be filed in each of the offices of the Clerk of ~'
the City of La Porte, the County Clerk of Harris G~ounty, Texas, and the State ,
Comptroller at Austin, Texas.
Carried.
The Mayor introduced an Ordinance which was read in full. Commissioner Pfeiffer
made a motion that the Ordinance be adopted as read. The motion was seconded
by Commissioner Rigby and carried by the following vote: AYES, Mayor Burgin
Commissioners Rigby and Pfeiffer. NOES, None.
The OrdinatLCe thus adopted follows:

AN ORDINANCE FIXING THE BOUNDARY LIMITS OF THE CITY OF LA PORTE, TEXAS, AND EN-
LARGING AND EXTENDING THE BOUNDARY LIME TS OF SAID CITY AND ANNEXING ADDITIONAL
TERRITORY LYING ADJACENT TO SAID CITYYITII~UT THE CONSENT OF'THE TERRITORY AND
THE INHABITANTS ANNIICID; PROVIDING FOR PUBLICATIC~1 OF THE ORDIldANCE AFTER ITS
INITIAL INTRODUCTION AND PASSAGE BY THE CITY COMd0tSSI0N OF SAID CITY'; PROVIDING
THAT ANY CITT~1 OF THE SAID CITY OR OF THE TERRITCItY TO BE ANNEXID SHALL HAVE
THE RIGRT TO CONTEST SUCH ANNEXATION AND BE GIVEN AN OPPORTUNITY TO BE HEARD;

Rho Darn the ma3ority of the property in the territory, were present, and voie~d
no opposition to the ordinance.
The Reverend Father Ernest Michalka, Pastor of the St. Maiy's Catholic Church
appeared before the Co®mission and requested them to close two streets in the
area of his church, to make room for futtu~e development. The streets he reques-
ted to be closed are Candage and Leona `Streets, north of the church. lTei.~hsr
of these streets has ever been out, and he stated that the Bishop of his Dio-
cese owns the land on either side of these streets.
Upon motion by R3.gbys second by Pfeiffer, the City Comsaission agreed to close
these streets, upon receipt of a letter from the Bishop, requesting these
streets t o be closed.
Carried.
Motion by Pfeiffers second by Rigby, that Ordinance No. 474, being

Motion by Rigby, second by Pfeiffer, to cooperate with the La Porte Chamber of
Commerce 3.n. string3.ng and taking down street lights during the Christmas season.
Carried.
Mr. Lloyd Aaron appeared before the Commission and granted to kncnr what help
the City would give him 3.n extending his water and sewer lines. The Commission
stated that it eras a policy of the property owner to extend these lines at his
own expense. He could, however, make a ten year lease with the City, and that
anyone Who connected to the line which hs had paid for would have to pay their
prorata part,° which Would be returned to him.
Aaron stated he would like to run his own water line. The City agreed to this
if he would construct the water 1°ine in accordance with their specifications.
They also advised Mr. Aaron that they would give him the. exact amount of cost
of the sewer line extension within the next fear days.
The CommLi.ssion instructed the City Clerk to write Ba1co, Tnc., and request them
to make repairs to the streets which they had constructed, and where faaxlts
had occured, Mr. W,A. Arthur, Public i~orks Superintendent to furnish the City
Clerk with list where these faults had occured.
Commissioner H. P. Pfeiffer agreed to make an appointment with Frank C. Baldwin,
owner of property on Little Deer Creek, and find out exactly what his complaint
WaS.
The Mayor proclaimed the period from September 27 to October 2, as "City Wide
Clean Up Week".
