• MINUTES - P,EGULAR MEETING LA PORT E CITY C OMt~IS S I ON - JULY 6TH, 1956 l~:3o P. M. R®gular meeting of the City Commission was called to order by Mayor M. D. Burgin, with the following members and city officials present: Commissioner H. P. Pfeiffer, Special Counsel Jno. S. Kiibler, City Clerk Frank G. Baker, and Supt. of Works ~+. A. Arthur. Also present were Cliff Hyde, Mrs. Hyde, Mr. Petty, Mr. Patton representing Dickey Clay Pipe Company, Mr. P~~uller of the Baytown Sun, Chas. Brown, Mrs. w. A• Stabs, Mr. McOabe of the Houston Shell & Concrete Company, Mr. Arnold of the Magnolia Petroleum Corp., Chester Rodgers, and a repre- sentative of the Fredrick Contracting Company. Minutes of the last meeting were read and approved. Motion by Pfeiffer, second by Burgin, that Ordinance No. 501 b® adopted as read. The caption of such adopted Ordinance reads as follows: AN ORDINANCE CONFIRP~4ING THE SALE OF A LAND LEASE ON A PORTION OF THE LA PORTS MUNICIPAL AIRPORT TO CLIFF HYDE FLYING SERVICE, INC. AND AUTHORIZING THE EXECUTION OF SUCH LEASE. Carried. B. L. Eldridgets contract was discussed at length by Commission and parties interested. No action was taken at this time. Motion by Pfeiffer, second by Burgin, that the following Resolution be adopted: RESOLUTION STATE OF TEXAS COUNTY"OF HARRIS X A RESOLUTION AUTHORIZING THE CITY OF LA PORTS TO BORROZ'V THE SUM OF TEN THOUSAND DOLLARS (ffi10,000.00), TO BE EVIDENCED BY TAg ANTICIPATION NOTE, PAYABLE OUT OF CURRENT TAXES COLLECTED DURING THE FISCAL YEAR BEGINNING JULY 1, 1956 AND ENDING JUNE 30, 1957• WHEREAS, it has been determined by the City Commission of the City of La Porte that a necessity exists to borrow the sum of Ten Thousand Dollars 010,000.00), for g©neral ddministrative purposes and that the anticipated current revenue from ad valorem taxes will amount to a proximately Ninety Thousand One Hundred Sixteen and 86100 Dollars (~90,116.86~; and WHEREAS, the First National Bank of La Porte, Texas has agreed to make the City a loan in said sum, to be paid, with three per cent, (3%) per annum interest thereon, on or b afore the 15th day of February, A. D. 1957; and ?; uz x.02 WBEREAS, the City will have current revenues from. the collection of said taxes available and sufficient to pay said obligations at maturity; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COR~Q~IISSIOPd OF THE CITY OF LA PORTE, TEXAS that the P~ayor snd the City Clerk (Director of Finance) be authorised to issue a promissory note of the City of La Porte, to be designated "Tax Anticipation Note for the Fiscal Year beginning July 1, 1956 and ending Jun® 30, 1957", suoh note to be in the prinoipal sum of Ten Thousand Dollars 010,000.00), to bear interest at the rate of three per cent. (3~) per annum until maturity, with the usual provision for interest at the rate of six per cent. (6~) per annum on past due principal and interest and ten per cent. (10°0) attorney's fees, such note to be due and payable on or before the 15th day of February, A. D. 1957, that said note be sold by the City to the First National Bank of La Porte,-Texas, at not less than par value. When suoh note has been duly executed by the ~sayor and City Clerk and delivered to said Bank, with a Dopy of this resolution, such indebtedness thereby evidenced shall be fully binding upon the City; and BE IT FURTHER RESOLVED that the City of La Porte here appropriates and sets aside the sum of Ten Thousand Dollars (~10,000.00~ oat of the currant revenues from the collection of ad valore¢n taxes for the payment of such indebtedness. The caption of such adopted Ordinance reads as follows; AN ORDINANCE CREATING A BOARD OF INSPECTION, SPECIFYING ITS DUTIES, PROVIDING FOR THE CONDEMNATION, REPAIR, OR REMOVAL OF BUILDINGS, SETTING UP PROCEDURE, PROVIDING FOR RESORT TO THE COURTS, REPEALING ALL ORDINANCES OR PARTS OF ORDINANC~:.IN CON- FLICT THERE'~YITH AND PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY OF A LdISDEMEANOR AND UPON CONVICTION SHALL BE FINED IN ANY SUM NOT LESS THAN TWENTY-FIVE DOLLARS 025.00) NOR MORE THAN TWO HUNDRED DOLLARS 0200.00) AND EACH DAY OF SUCH VIOLATION SHALL BE DEEMID A SEPARATE OFFENSE. Carried. ~!' Protion by Pfeiffer, second by Burgin, that Ordinance No. 503 be adopted as r®ad. The caption of such adopted Ordinance reads as follows: ~~ AN ORDINANCE DETERit4INING THAT IT IS ADVISABLE TO SELL ART OIL, GAS, AND MINERAL LEASE ON CERTAIN LANDS BELONGING TO THE CITY OF LA FORTE, TE},AS, AND PROVIDING FOR THE GIVING OF PUBLIC BtOTIC~ OF SAID PROPOSED SALE.
