Regular meeting of the City Comriission was called to order by ~4ayor Pro- tein John Lawler, with the following Commissioners present: Frank R. Boyle, Tom Osborn, Ode11 Brown; Special. Counsel John S, Kiibler, Supt. of Public ~+torks Yd. A. Arthur, and City Cl~'k Frank G. Baker. Iltiinutes of the last meeting mere read aixl. approved, upon motion by Osbnrn, second by Brawm. Carried. Motion by Boyle, second by Osborn, that Ordinance No. 538, appointing J. 0. Rollins as Fire Chief, Gould Crofoot as Fire Marshall, and Dr. Nelson J. Diction by Boyle, second by Brown, that Raymond Crawley be retained for one month as Fire Marshall, to work rri~th Herr Fire ?~!~arshall Gould Crofoot, both to draw one months salay, effecta.ve I!iay 16, 1958. Carried. D4otion by Boyle, second by t~rawn, that Commissioner Boyle be authorized to secure bids on new 1 ton Chassis for fire department, and conversion of equipment to new chassis. `Carried. Motion by Osburn~ second by* Brown, that the last Friday at 9:00 ~. ~.. of each month be designated for approval of bills, and that the 1st and 3rd Fridays of each Month be designated as regular meeting dues. Carried. D4otion by Osborn, second by ~3rcNm., that electrical switch be installed on fire and police gasoline pumps, and that ,k'ire Chief and F~.re Marshall be paid X10.00 each, instead of allotment of 25 gallons of gasoline. The City Carrmii..ssion of the City of La Porte recornrened at this tune, with the following members present: 112ayor H. P. Pfeiffer, Commissioners Boyle, Osborn, Brown and Lawler, and City Clerk Frank G. Baker. Also present was Special Counsel John S. Ki.ibler. b2ayor Pfeiffer discussed the building permit fee on the new high school in La Porte. I~Crtion by Lau~rler, second by Brown, that building permit fee on new high school be waived, and that al.l other fees be charged at regular prices. Carried. Lotion by Lawler, second by Osborn, that a sgecial meeting be called for Itgoizday, June 2nd, 1958, at 4:30 P. I~. Carried. b7otion by boyle, second by Lawler, that necessary repairs at the Aa.rport be made, as`had been discussed by the Mayor. Carried. Iihotion by Lawler, second by Osborn, that Mr. Lee Allen be employed as patrolman,. at-a salary of X300.00 per month, on usual 90 day probation, and at end of 90 days,. salary be raised to ~3~a.00. i Carried. I~?otion by Lawler, second by BroPrn, that Zoning Coimrri.ssion be appointed, for the purpose of zoning La Porte. Carried. • • Motion by Lawler, second by Osburn, that City participate in the extension of sewers on the following basis: (effective May 26, 1958). SUBJECT: Sewer Extension Project PROJECT: A project whereby existing sanitary sewers may be extended to property owners of this community on ~ participating basis. POISCY: (1) To take the present nSewer Construction F`undE~, amounting to ~1~,145.36, and using this fund as a nucleus; to participate with property owners of this city, who are nc~r within a reasonable distance of sanitary sewer facilities, to ex- tend sewer. lines to these property owners as hereinafter related. (2) In order to enhance the present "Sewer Construction Fund~~, to place the amount of X1,500.00 yearly in the City Budget for this purpose; and further to raise the present tap fee from X25.00 to X35,00 fora !~ inch tap, and f~-. X50.00 fora 6 inch tap. Accrued monies from this source to be placed only in the Sewer Construction Fund. (3) Property owners who participate in this program to be relieved of -any tap fees, but will be libel for the normal inspection fee. Property owners not participating on the original contract to be charged at the usual rate for tap fees as in (3) above. (1~.) To restrict the program i n arty one contract to not more than a total for participation of 500 feet. ~ (5) Participation to be on the following basis:: (a) Property Owners 50~ of total cost, not to exceed 500 feet; (b) City of La Porte 5o9g of ;total cost not to exceed 500 feet; (c) Monies represented by (a) above must be in the hands of the City Treasurer prior to the starting of construction. (6) This project excludes all Sub-Dividers, (Sect 119, home Rule Charter) f (7) Property Owners doing new construction may apply under this project for participation not to exceed the 500 feet extension limits set forth herein. (8) Each contract will be figured separately by the Public Works Department, and arty savings sustained will remain with the City, and any, overage sustained will be borne by the City. (9) ~.l properties herein made accessible to sanitary sewer lines will be subject to immediate re-evaluation on the Cities Tax Rolls by the City Tax Assessor and Collector, (10) In the°event that at any ~~ the nSewer Construction Fund" is depleted due to this project, no deficit financing will be used, but the Commission wi1.1 either increase the budgeted amount per year, a bond issue vrill be offered or the entire project will cease. ~~ • (11) Vifhhenever application is made under this project to extend suer facilities, at •that time the City Secretary will cause letters to be sent to individual property owners whose property the proposed sewe~t. line will cross, asking theu- to remit their pro-rata share of the total cost imrolved. Monies accumulated by this method will be credited against the total cost of the contract, and any amount then remaining will be divided on a 5Q/50 basis,between the property, owners and the city not to exceed the 500 foot total, Property owners who participate under this paragraph, and remit -their pro-rata share will be`given one year f~©m the date of completion of the project to tap onto subject sever line free of ao.y tap fee, but to include #rhe usual inspection fee, After one year from completion of p ro-- ject both tap-fee and inspection fey will exist to all, (12) Applicants under this project must prove that there is some structure to be tapped onto the sewer line prior to the Ci ti.es. participation; and addition, any amount of sewer line over and a~©ve the project limitations of 500 feet Which is necessary to actually serve some structure must be coYrtracted for at the same time as the participation is applied for, and -- the entire amount s>f money necessary to extend such line to a structure must be in the hands of the City Trecisurer prior to the beginning of the project. (13) In the event applicant is applying for participation to a structure which is not yet begun the project will not be copsidered until such time as the contemplated structure has progressed to a p©i.nt that theCity feels certain that the structure will be completed and tb~ sewer line therefor made use caf, (].1.~) Pm petty owners over whose property sewer lines are extended, whether they participate or not, will be required to tap into tte system and abandon septic tanks. Boyle, Fire Commissioner. Carried. Motion by Osburn, second by Boyles that Mr. BTOPITl and Mr. Lawler be authorized to purchase an ate' conditioner for the F`iremen~s ~„sembly room.
