Regt~?.ar meeting of the .City Commission was. called to order by I~.~ayor H. P. Pfeiffer, with the follat~ring Commissioners present: Brown, Osburn~ Boyle and L~.z^rler. Flso present ~,vere 1,!Lrs. Bob Stevens appeared before the Co~aission and talked over the possibility of> the Commission takinb out tivorkments competis~tion insura:ice on the city employees. The need of this kind of a policy was discussed, and I~7r. Stevens ,vas uwked to bring several t~y-pes of policies in t~~.is line to the next meeting, for the Comrni.ssion to study. T,?r. Ernest L. UroT^m, Jr.~ appeared before t'ne Comru.ssion and presented a very interesting and educational resume of the City's bond indebtedness as it stands at this time. PRx. Urrn^m read the report in full and e~lained each paragraph a.s he vrent along. The Ccmmissior. agreed t'nat this Zrras very enlightening to them, and assured hi+m they wo~:t~ d all ive careful study to this repar~t before assuminu~ any more bond indebtedness. The matter of 1~.2r. A. J. A,yo tapping on the e_xa.sting sewer line at his home on Bayshore Drive withou'~ having paid his pro-rata part of the lateral lines, was brought up. 1,7r. Ayo had purchased t'r.~.s house from A,~rs. Sue n.2athis, who had not paid her pro-rata part at the time of the sale cf the house to Y.'>~^. Ayo. P7r. Ayo felt that this was not his obligation. After discussion, it was unanimously agreed that this was a matter between It7r. Ayo and Mrs. 1;4athis, and that his purchase of the house ~^rith this obligation unpaid, would not release him from sane. Mr. Ayo will have to pay his pro-rata part of this line, in the amount of :~~.9.53. Mayor Pfeiffer reported that the State Hight^ray Department is taking steps at this time to install some kind of traffic control systeri at t'ae inter- sections of Broadway and '~J~~, 1~th and 2nd Streets, and Froadway and ~~C«. He also stated that the State ti^rill_ maintain these lights. A bill from Dr. Yoder _f or professional sere*ices for Olly s;j.rcia, w'nich had not come ire at the time the other bill for him was allowed, was brought up. Upon. motion by LaYvler, second by Brrnvn, the following men were appointed to the Equalizaticn Board for the year 7.958: r.C. 1.1c Colltun, Jr., Charles ~. AND IT IS SO OI~.D.I~~.F9. Carried. -Commissioner Lawler presented a request (by letter) from ~;'Ir. J.D. Sanders of Baytown, for a permit to operate a pool hall in La Porte. His intention is to open ti~is business in the old Shannon building at 212 ;"hest Main. nor. Kiibler stated than an open pool. hall was against the law, and that this kind of business can only be operated lega7_ly as a club, with members. He also stated that in his opinion, this kind of a place was a breeding place for gambling. after discussion, it was unanimously agreed that ~,~r. ~ander~s application be denied. The matter of two city employees having no operator's license, was brought up, and discussed. :fir. Axthur was instructed to notify these two employees that they would be given until the first of August to get their licenses, and if they fail to do so by that time, they will have to be laid off, and someone else hired in their places. An old ordinance passed ir_ 1935, pertaining to license for coin operated machines,. was brought up by Commissioner Lawler. It was brought out that this ordinance has not been enforced for some time. ~Ir. Kiibler was in- structed to look over this old ordinance to see what types of machines it covered, and to report on same at the next meeting. It was agreed that this ordinance should be enforced or repealed, and if it is repealed, that a. new ordinance be passed z~rhich vrould fit our needs at the present time. The matter of control of location of beer 3oints in La Porte, was brought up by Commissioner Lawler. h2r. Kiibler was to have studied this problem and r eported en same. Iie s+,ated that in his opinion this could be taken mare of by zoning. l~ction on this was postponed until I44r. Kiibler can get more material. Zoning for La Porte was discussed, and the appointment of a Zoning Board was brought up. Bertha Cock, Jim Mayes, Fred Cary, Leo Gabex, Eugenia ~,.iller,t~.Lewis, M. L. Fay i~ooley, ~"falter P~oberson, John Ha1l.mark and Jack Adams. Geo. Counts property. Carried. A letter from. the Celanese Car~poration in connection with Ord~,nance No. 5~.5, .was read by rdr. :Kiibler. bar.
