Regular meeting of the City Commission was called to order by ~?ayor Pr®-
Tesn Osborn, with the following members present: Commissioners Brown,
Lai*ler and Boyle, Special Counsel Jnos S. .Siibler, and City Clerk Frank
G . Baker . fl~ayor Pfeiffer was out o f tc~m,
Also present were R~1.ph Irving, Buck Thomas, Jim Holley (Press}, Jim
Rollins, Dennis Dunham, Irene Shssp, Carl. Leach, Fred Caxy and Bob Z'~hite.
~AZinutes of the last meeting were read and approved.
Ordinance N€~. 568 was read in full, by ~2ayor Pro-Tom Osborn. bar. Osborn
then asked if there was anyone in the room who wished t® say anything in
cmnnecti.on tivith the adoption of the proposed budget for the fiscal year,
1959-1960.
fir. Buck Thomas rose to his feet, and said he wished to protest the Police
Department Budget of X35,623.00. He asked which one of the Commissioners
was the Police Commissioner, and was told that it was ~~ayor Pfeiffer, Mr,
'Lomas then stated: 'N'fhen we had the last election, didn't they run for
certain positions on the Comnsi.ssion, as Fire Cc~nmissioner, Police Comm-
issioner, etc.?" He was told "no", that the appointments were shade after
the election, and the different numbers, ie, 1, 2, 3, 4, were designated
at that time. Ax.Thorsas then asked if the Police Department polices any
area outside of ttie city limits, and he was told that in the case of
an emergency, they can issue ast~arrant and go outside the city limits
and pick somebody up, I~~r. Thomas then said: "You have a X35,000 budget
for the Police Depa rtment. If this set up vie have over at the Radim
Control Center is going to take care of this area outside of the city
limits, they should help pay for the service. You have your r adio
control center here and it coy*ers a1J_ of this area, and we people hire
are paying for it all". He was told that we help the other toms with
the police radio, and they in turn help us. TYsey tmld him that ®ur
officers are not policing anything outside t'ne city limits of La Porte.
ft~.Thomas: "Does this °35,000 take care of the four policemen and the
two cars? I do not think the City of La Porte police budget sh®uld run
X5.50 for every pets®n in La Porte," p~tr. Lawler advised hi.m that the
Police Department was almost self-sustaining, coming within X5,000 of
paying its own way. tb2r.Thomas answered that he c3id not think this
was right, getting the money off the people of La Porte. Mr.Thamas:
"V`dht not get same of the Bayshore area people to pay some of the debts
of the radio control center? ?fie are tired of playing Santa Claus. If
this coal is a canmuni.ty project, then the other people should help
pay for it."

RRr, Osborn asked if there were any other protests. No one appeared.

RESOLUTION
j"fHEREAS, heretofore, the Mayer of the 'City of La Porte prepared and
submitted to the City Commission, at its meeting held. on the 5th day of
Junes 1959, his proposed budget for the fiscal year from the 1st day of
July, 1959, tO the 30th day of June, 1960; anal
Z~REA5, the City Commission filed such proposed budget with the Clerk
of the City on the 5+,h day of June, 1959, and designated that a public
hearing on such budget be held at the City Hall at 7:00 P. I+f,, ®n the
19th day of Jur~~ 1959, and caused public notice of such hearing to be made;
and
~'dHEREAS, such public hearin; has been held;
NOW, THEREFOP~E, it is Orflered by the City Ccxnmission that the budget,
as prepared and submitted by the I~4ay~, and as amended by the City C~nmission,
is hereby finally approved by the City Commission, and it is hereby Ordered
that a true copy of s uch adapted budget, together with a copy of this
Order, shall be filed. in each of the offices of the Clerk of the City of
La P®rte, the County Clerk ®f Harris County, Texas, and the State
Comptroller, at Austin, Texas,

Motion by Brotim, second by Lawler, that Budget for the Fiscal Year, 1959-60,
be adopted, as submitted by the Mayor,
Carried.

read. Thecaption of such adopted ®rdinance reads as f®llows:

Motion by F3oyle~ second by I3revvn, that Pomeroy Drilling Camparry be employed.
to run tests preparat®ry to reactivating ti~ell Nv. 1, as per their estimate
dated June 16th 1959

Ivi®tion by B®yle, sec®nd by Lawler, that the City emplmy an independent
inspector to check elevated. tank and tester, for repairs.

Motion by Brown, sec®nd by Lawler, that G. C, Mc Cullum, Wendell Wilkes and
Chas. Norris be appointed to serve on the Equalization Board far the year
1959. '

time fireman3 effective July 1, 1959,

Dispatcher at Police Station, ~d Mrs. '~Fanda Smith be employed to replace
Kellett .
