LA PORTE CITY COI~ItSSION -APRIL 18, 1960
7:00 P. M.
Regular meeting of the City Commission was called to order by Mayor H. P.
Pfeiffer, with the following members present: Commissioners Brown, Boyle,
Lawler and Osburn, Supt. ~I.A, Arthur, Attorney C, L. Pitman, and City Clerk
Frank G. Baker.
Also present were John Hatcher, Frank Core, Kenneth Adams and Elsie Moore,
(Press), 13111 Oglesby, J. 0. Rollins, A.H. Ja nssen (City Inspector), and
VP, A. Stabs.
Minutes of the last meeting were read and approved,
Carried.
Mayor Pfeiffer asked Mr. Janssen for a report on streets and pool as to pro-
gress, and if IUIr. Janssen needed extra help to inspect the projects novr in
progress, Mr. A, L. Quiett was recrn~rnended to vrork with I~4r. Janssen on the
sevimming pool. Mr. Janssen will contact Mr. Quiett,
h:Zayor Pfeiffer asked the Commission what their policy would be in reference
to culverts on ;hest side of Third Street, when property crnrners wanted access
to their property between J an~i K Streets.
Motion by Brown, second by Lawler, that the City will provide 72" culverts on
Zest side of 3rd Street, between J and K, when required by future development.
Carried,
Motion by Brown, second by Boyle, to relocate the two blocks of paving from
N. bth Street to North 5th Street, between Madison and F Street.
Carried.
Discussion on the contractor charging for the excavation of dirt was held,
and it was the opinion of the Commission that there would be no charge for
dirt if there was no additional cost to contractor.
Mayor Pfeiffer reported that the City would be reimbursed by the contractor
on pool for engineering fees that were charged by both contractor and engin-
eering firm.
It4ayor Ffeiffer asked that the bids on material for the lighted ball park on
North side, be opened.. The following bids were read.:

Motion by Osborn, second by Lavrler, that the City accept the low bids of
Houston Creosoting Company in the amount of $697,86, and General ~.ectric
Supply Company for necessary fixtures, lamps and miscellaneous materials,
i.n the amounts of ~1,106,i~0 and X1,053.81, and that the Mayor be also
authorized to employ some one to draw plans and specifications on ball
field,

Motion by Lawler, second by Brown, that the I~4ayor be authorized to employ
labor to assemble the poles and materials to erect the lighted ball field
on North side.
Carried.
Mayor Pfeiffer stated that he would like to discuss the ne•~r addition to the
City Hall, as to complying to the Fire Zone ordinance. Mayor Pfeiffer read.
a letter from Mr, Carlos Smith of ~tYyatt HeFlxick Engineering Firm, stating
that his firm believes the building conforms with the fire zone ordinance.
At this point, Mayor Pfeiffer asked Fire Chief Rollins to give his opinion
on the construction of the City Hall addition. Chief Rollins stated that
i in his opinion, the building met the City's ~`i.re Zone requirements.
Mayor Pfeiffer asked the Commission what their stand on the zoning ordinance
would be for the future. The Canmission agreed unanimously to support the
Zoning Commission and work with than to make changes in present ordinance
requirements.

purchase additional oil for streets.

Motion by Osborn, :second by Brown, that the ~'~1"ley in Black 165 be closed,
subject to the City being furnished with an easement for public utilities,
1.6' in width, running North and South Pram. H Street to I Street on East
side, and the City be furnished. vri.th X3,000.00 in cash with which to
immediately install utilities.
Carried.
Motion by bawler, second by Osborn, that Mrs. Elsie ~vfoore be paid X125.00
for typing on ?oning Ordinance.

Motion by Osborn, second by Brown, that r ttorney Pitman be paid x;315.00
for services rendered on Zoning Ordinance and Corporation Court, more than
contracted for.

negotiate tivith Humble to remove pipe line cn the Texas B ayshore Corporation
property,
