Regular meeting of the City Commission was called to order by &9ayor H. P. .Pfeiffer, with the following members present: Commissioners Stabs, Osburn, Brown and Dunham, Supt. ~9. A. Arthur, Attorney C. L. Pitman, and Assistant City Clerk Ruth Huddleston. The following visitors •raere also present: Elvin Fitch, John Garrison, Kenneth Brown and G.E. Bisone, all of Houston; T. D. P,Iinutes of the last meeting were approved with the following exception: Isiinutes of meeting of June 1'7, 1960, be corrected to include the tabulation of bids for insux•~nce at swimming pool. 14'm. Fitch of the Fitch and Garrison <'~rchitectural Firm of Houston, discussed a lour rent public housing program, ~~hi.ch is designed, built, owned and operated by local housing authorities to provide decent homes at low rents for families of low income. The Commission advised Ia1r. Fitch they would give the project study and consideration. A~. T. D. Thomas, Jr., of El Lago appeared as spokesman for the group from El Lago, in .connection with the recent first reading of an annexation which takes in this little community. He presented a petition signed by residents of EI Lago, which was read aloud. This petition requested that the community be released from the annexation program, so that they could proceed with in- corporation, work on which had already started before the annexation took place. The P~ayor advised the group that this request would be given careful and serious study, and that the situation would be analyzed very carefully before arty decision is made. The matter of garbage dump charges was brought up at this time. Super Pr'~rkets, large restaurants, ete., each, X12.00 per Pilo. • Commissioner Dunham and Supt. Arthur will work on a list of the local merchants and set down the charges for each. Potion by Brown, second by Osborn, that inasmuch as the school has agreed to pay the cost of curb and gutter, th€~t Carlos Smith be advised to install curb and gutter in front of the De tPalt Elementary school. Carried. A discussion on r1hen a building permit should or should not be required, was held. Pw~ayor Pfeiffer stated that at the present time, all perr_iits are required to be okayed by the Zoning Commission, but that he felt like when the application was for a small repair job, it should not have to be passed on by the Commission. rBrs. Elsie k~oore, a member of the Zoning Board stated that the emergency ordin- ance which was passed provided. that the Zoning Board pass on all building per- mits, demolishing and repair permits. This matter will be discussed further at a meeting of the Zoning Board and the Commission in the near future. Commissioner Dunham sts.ted that when the Advisory Board for the Zoning Comm- ission is set up, if and when the Zoning Ordinance is finally passed, he would like to see members of the present Zoning Board be appointed to this Advisory group, as they would be familiar ,,pith all phases of the ordinance. ~7otion by Osburn, second by Dunham, that P~Irs. Eugenie tiller and i`oalter Rober- son be reappointed to the Zoning Commission, for a two year term. Carried. Tiotion by Stabs, second by Osburn, that Fred Ruff, G.C. Atic Co11um and Chas. F. Norris be appointed to the Equalization Board for the year 1960. Carried. A bill from the Houston Lighting & Po:~aer Company, in the amount of ~2g0.00, was ordered to be turned over to the Pittsburg Des Poines Steel Company for pay- ment. The Skin Divers Club requested use of the swimming pool for one hour each =creek after closi ng time, for training for underwater work. This request eras granted, upon motion by Dunham, second by Osborn. Carried. P:~otion by Dunham, second by Stabs, that the sum of ~g00.00 be allowed to send firemen to training school, and that an accouting of the way the money is spent, be made. Carried. Commissioner Stabs recommended consolidation of the Police and Fire Depart- ment Dispatcheris offices to the second floor firements room of the old city hall, which will be vacated rahen the new building is completed. ;~~ Motion by Dunham, second by Stabs, that Commissioner Stabs be given per- r mission to proceed with plans for this consolidation. ~, Carried. j,~'~ s!.r~ Several ordinances providing for regulating traffic in the City of La Porte, ~" were turned over to Commissioner Stabs for his recommendation. ~,~ P~gotion byT Osborn, second by Broom, that the meeting adjourn. ~~ ~~ H.
