Regular meeting of the City Commission eras called to order by Mayor H. P.
Pfeiffer, with the following present: Commissioners Brown, Stabs and
Osborn, (Dunham absent due to tti*ork), Supt. W.A,Arthur, City Attorney C,L.
Pitman, and Asst. City Clerk Ruth Huddleston.
Also present were Mrs. Brummerhop and Jim Holley (Press).
Minutes of the last meeting trere read and approved,
Carried.
Mr.Thomas Guinane, representing the Golden Key Club, appeared before the
Commission to present a sales program which he would like to institute in
La Porte. This is called a shopper-s discount club, and his company signs
up various merchants, at no cost to them, and the merchants agree to give
members a certain discount on advertised items throughout the year. Cards
are sold to resid ents for the sum of X2.00, which are good for a year,
and they become members of the Golden Key Club and are entitled to a d is-
count on certain merchandise offered by the merchant. Mr. Guinane stated
that one reason for this company being insti toted in the smaller cities
was due to the many discount houses :Like Sage, Fed Mart and Globe, in the
' big cities, which are taking money away from the local merchants. He
stated that he has already signed up merchants in Pasadena and several
other surrounding towns, and that the merchants he had contacted in La-
Porte frith this proposed discount club, were favorable to the idea. He
stated also that people in La Porte could buy in other towns from merchants
who were signed up with the club, and people from other towns could buy
from merchants in La Porte.
Mr. Guinane was advised that this plan would be taken under advisement,
and an answer trou'ld be given him at a later date.

Attorney Pitman was asked how he was getting along on work on the proposed
change in fire zone, He reported that he wanted to give this matter more
study before he proceeds ~,rith writing of the new ordinance.
Discussion was held on the Zoning Ordinance, and Attorney Pitanan stated
that h e would like to see the ordinance published in the City~s official
newspaper, acid the Commission agreed that this should be done as soon as
possible.
Motion by Osborn, second by Stabs, that the Zoning Ordinance be published
in the official newspaper, and that stencils be cut for mimeographing of
the or d finance for distribution, a fes for whi ch will be determined later.
Carried.

A letter from R.H. Kelly of Houston, regarding an obstruction that has been
~~ placed in Roscoe Street, was brought up by Mayor Pfeiffer, Mr. Kelly feels
that the obstruction should be removed from the street, and stated that he
had previously requested that the matter be taken up Frith l~lr. Paine, or
whoever may claim the obstruction, After discussion, Supt. Arthur was
authorized 'w contact Mr. Paine, and ask him to cooperate in the removal
of the obstruction.
Motion by Stabs, second by Brotrn, to change meeting time to Friday nights,
starting the first meeting in December,
Carried.
It was reported that Bayou Properties, Inc., tti*ho are constructing the neta
shopping center South of La Porte, has requested the City to close "'I"
Street, as they want to build on this street as part of their building pro-
gram. After discussion, it was unanimously agreed that the City would have
to have more proof of their intentions before anything can be decided, and
tha t it would be better if the men would appear before the Commission with
their requests.
Commissioner Brown reported that some street intersections signs were needed,
and that some need repair. He stated that Supt. Arthur wo-~il.d advise the
Commis sion where they are needed.
Motion by Brown, second by Osburn, to repair signs trhere needed, replace parts
of signs missing, and to order near signs for intersections where needed.
Carried.
Commissioner Stabs reported that he would like to extend the Auxiliary Police
Insurance policy to cover 20 men. Mr. Stabs tras au tliorized to ascertain if
the fee would be reasonable for extending this policy, and report back~to the
Commis sion at the next meeting.
The Asst. City Clerk was au thorized to notify Commissioner Dunham to prepare
a notice for next week's Liberal, stating that from now on wztil Spring, the
garbage dump would be closed on Sundays.
Motion by Brown, second by Osburn, to accept change order No. 5, as presented
by Carlos Smith, wh~.ch covers construction of asphalt paving with cement
stabilized shell base as per plans on Madison Street bets?een 5th and 6th Streets.
Carried.
Motion by Osburn, second by Brown, that the meeting adjourn.
