• • MIIQUTES - REGULAR MEETING LA PORTS CITY COMMISSION - JANUAR2 20, 1961 ?:00 P. M. Regular meeting of the City Com~rfssion was called to order by Mayor H. P. Pfeiffer, with the following members present: Commissioners Brown, Dunham, and Stabs, Supt. W, A.Arthur, City Attorney Pitman, and City Clerk Frank G. Baker. Also present were W. A. Birdwell, W. P. Gebhart and Ray D~uvik, from Seabrook, Lloyd Frasier, Carlos Smith, and Mr. Cunningham (Century), Mrs. Brummerhop, Elsie Moore and Jim Holley (Press). Minutes of the last meetings were read and approved. Carried. The three gentlemen from Seabrook wanted to discuss the recent annexa,tio, of tri~eir arse. Mayor Pfeiffer asked that they contact him in about two or three weeks. Motion by Brown, second by Stabs, that Resolution dealing with petition for cancellation and vacation of a portion of dedication and map of W.M. Jones tract within five miles of the dty liyrits of the city of Pasadena, Texas, be adopted as read and signed by the Mayor and City Clerk. • Carried. (The Resolution has been placed in the Ordinance Book under closing of street".) Mr. Smith discussed the Engineers report on the sewage treata4ent plant. The Commission took no action on the report. On Mr, Carlos Smiths recoma:endation, the contract of Pittsburg DesMoines Tank Compangr was deferred until all releases are received. The contract of Century Construction Company was discussed, and on the recopan- endation of Mr. Smith, motion b3'' Brown, second by Stabs, that Century Construct- ion Company be paid Estimate # 9, in the amount of X2,337.98. Carried. Motion by Brown, second by Dunham that Estimate # 8, in the amount of X20,000.00 be rescinded, and that Check # 86~i4 payable t o Century Construction Company and Builders Supply Compares be voided. Carried. 1.J Mayor Pfeiffer asked that bids on Block # 4, Bay Front, be opened. Four bids were received as follows: Guy R. Davidson X63,628.00 Lloyd Frazier 2,829.0? Chas. N©rris 15.i.00 Robert Breaker 2,800.00 Motion by Dunham, second by Stabs, that all bids on Block # 4, Bay Front, be tabled for further consideration. Carried. M:stion by Stabs, second by Brown, that Mr. Art Janssen be paid salarT in full for inspection fees due him from City, in the a~aount of X1,750.00. Carried. Commissioner D~ham asked the Commission for permission to use the Council chambers f®r a book reviex by the Executive Bayard of the Libraz~. The Commission felt that they should first try to find another place and could as a la§t resort use the Council chambers. Motion by Dunham, second by Brown, that Mr. Geo. Lunday be employed as dog catcher at $1.25 per dog. Carried. M©tion by Stabs, second by Dunham, that the City Commission go on rec®rd and authorize the Mayor and City Clerk to sign Resolution, favoring Stadium Bonds to be voted on January 31, 1961; also that they are in favor of a~aendi.ng the Harris C®uxity Road Law Section 31-C, as follows: So as to hereafter permit Cvmmissioners~ Court to accept roads which have a right of way of less than six ty (60) feet when in their judgment it is to be best interest of the taxpayer. And to permit the Commissioners Court to determine which arter- ial roads within, or passing through a City, town of village, are to be maintained by Harris County. Section 31-C. Hereafter, in a squiring rights of way for roads in Harris County, the Commissioners Court shah determine the width of the right of way required, and establish the lines and align- ment of the r®ad. All field notes of roads so established and determined shall be filed with the Commissioners Court and be recorded on the Road Log of Harris County, and n© expenditures shall be made by the ComEni.ssioners Court upon any roads not carried on the Road Log. The Commi.asioners Court shalt deterbdxie the width of rights of way for roads laid out, established or accepted for construction or for maintenance. When in the ~udgaeht of Con~i.ssio~aers Court a saving of county funds can be made, such rights of way less than 60 feet in width :eay be laid out, established or accepted, and the order of the Comfn3.ssioners Court must state that it wo~t7.d be of benefit to the taxpayer to do so, and the reasons therefor. :' , • In all other cases, rights of wary shall be not less them 60 feet in width before they are placed on the Read Lag of Harris County. Such arterial roads shag. be main connecting thoroughfares and shall not be dead end streets or roads. Carried. Motion by Dunham, second by Brown, that the Todd Shipyard be paid as soon as possible, X1600.00. Carried. Motion by Stabs, second by Brown, that the Secretary be authorized to transfer Garbage Incinerator fund to the General Fund. Carried. Motion by Dunham, second b7 Stabs, that City Secretary be authorized to have lavatory and ce~mmode installed in air conditioning room, cost, approximately $155.00. Carried.
