I Regular meeting of the City Commission was called to order by Mayor Pro-Tem Osborn, in the absence of Mayor Pfeiffer, who Was out of town, with the following members present: Commissioners Stabs, and Commissioner. Dunham, (Odell Brown working 4 to 12), Attorney Pitman, Supt. Arthur, and City Clerk Frank G. Baker. Also present was Jim Holley.(Press). Minutes of the last regular and special meetings were read and approved. Carried. Mayor Pro-Tem Osborn asked that the bids on High Lift be opened. Only one bid was received as follows: L. H. "Sonny" Mc Key $900.00 Motion by Dunham, second by Stabs, that the bid of L. H. "Sonny" Mc Key on the High Lift that the City advertised for bids, in the amount of $900.00, be accepted. Carried. The the in front of Siefert~s Trailer Camp was discussed, and it was decided to refer this matter to Commissioner Brown for a decision. Motion by Dunham, second by Stabs, that Commissioner Dunham be authorized to purchase car port for pool, for the sum of $465.00, same to be pur chased from Childers Manufacturing Compar~r, completely installed. Carried. No action was taken on bleachers until there is a full Commission. Motion by Osborn, second by Stabs, that the cost of panel on #!~ well, in the amount of $438.76, from Electrical Controller Products, be ratified. Carried. It was suggested that the holes in the storm sewers be referred to Engineer Carlos Smith, and that he contact Century Construction Company. Motion by Dunham, second by Stabs, that the Resolution pertaining to the closing of the S, P, freight station in UJest La Porte, be adopted. The Resol- ution is as fol.Lows ~,Y~ t.. ~ ~' fem. ~;~`) 3 9"'-. 1~°; ~~~ S ~ ~~ ''~ ,~•, :.... ~;'~ RE SOLUTIOPI ti'HEREAS, it has been brought to the attention of the City Commission of the City of La Porte that efforts are being made to close the Southern Pacific Railroad Depot in the City of La Porte, Texas; and, Z~JF~REAS, the nearest existing facility to perform the same services is approximately fourteen (].1~) miles away; and, Z1I~REAS, there exists no other such facility nearer than the City of Pasadena in one direction and the City of Texas City in ahother direction; and, WHEREAS, the immediate area is increasing in population, manufacturing and other types of business requiring these facilities; and, NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO?~"QSSION OF ii-iE CITY OF LA FORTE: 1. Any effort to reduce the Southern Pacific Railroad facilities and services in this area would cause unnecessary business difficulties and loss of trade in this area. 2. The City Commission of the City of La Porte, is unalterable opposed to the closing of these facilities. Carried. Motion by Dunham, second by Stabs, that the Resolution authorizing the City of La Porte to borrow the sum of Eleven Thousand One Hundred Dollars from the La Porte State Bank, to pay for Fire Truck, be adopted. The Resolution is as follows: PESOLUTION STATE OF TEXAS COUI~?T'i OF HARRIS RESOLUTION A UTHORIZTPIG THE CITY OF LA PORTS TO BORR04J THE SUM OF ELEVEN THOUSAND ONE HUNDRED DOLLARS ($11,100.00), TO BE EVID ENCED BY TAX ANTI- CIPATION T10TE, PAYABLE 0'JT OF CURRENT TAXES COLLECTED DURIP:G THE FISCAL YEAR BEGINNING JULY 1, 1961, AND ENDING JUNE 3V, 1962, AND FUP~ THER SECURED BY A CHATTEL MOF~TGAGE ON ONE CERTAIN FIRE TRUCK. ti~dl-~REAS, it has been determined by the city Commission of the City of La Porte that a necessity exists to borrow the sum of Eleven Thousand One Hundred Dollars ($11,100.00) , for payment of balance of the pur chase consideration of that one certain Fire Truck, hereinafter described, and that the anticipated current revenue from ad valorem taxes will amount to approximately TWO HUNDRED TH IRTY-ONE THOUSAND EIGHT HUPIDRED SIX TY- FIVE DOLLARS ($231,86y.00); and °?fIEREASa the La Porte State Bank of La Porte, Texas, has agreed to make the City a loan in said sum, to be paid ~•d.th four percent (4%) per annum interest thereon, on or before the 30th day of June, 1962; and ~, ,~~, • I^d'HEREAS, the City will have cu?~z~ ent revenues from the collection of said to xes available and sufficient to pay said obligation at maturity: NOW, TIiEREFOP~E, BE IT RESOLVED BY THE CITY COMNffSSION OF THE CITY OF LA PORTE, TEXAS, that the Mayor and. the City Clerk (Director of Finance) be authorized to is sue a promisso ry note of the City of La Porte, to be designated "Tax Anticipation Note for the Fiscal Year beginning July 1, 1961, and e nding June 30, 1962", such note to be in the principal sum of Eleven Thousand One Hundred Dollars ($y11,100.00), to bear interest at the rate of four percent (4w) per annum until maturity, hd.th the usual pro- vision for interest at the rate of six percent (6%) per annum on past due principal and interest and ten percent (10~) attorneys fees, such note to be due and payable on or before the 30t;z day of June, 1962, that said note be sold by the City of La Porte to the La Porte State Bank at La- Porte, Texas, at not less than par value. t~'hen such note has been duly executed by the Mayor and City Clerk and delivered to said Bank ta~.th a copy of this resolution, such indebtedness thereby evid a nced shall be fu31y binding upon the City; and BE IT FJR THER RESOL'JED that the City fur they secure the payment of said note by a Chattel Mortgage on tha t one Certain Fire Truck described as follows: One (1) certain 1960 Model International Fire Truck, bearing Identification No. VC 0-196.FA-6609 5 F, together with all equipment attached to and located thereon and that the Mayor and City Clerk be and they are hereby authorized and directed to execute on behalf of the City of La Porte, a Chattel Morgage covering such Fire Truck, on the form a:1d containing the prov:i.sions, agreements, conditions and cov enances required by said Bank.
