LA PORTS CITY COMMISSION - RTOVEMBER 2, 1961

Regular meeting of the City Commission was called to order by Mayor H. P.
Pfeiffer, with the following members present: Commissioners Osborn, Brown,
Dunham and Stabs, City Attorney Pitman, Supt. W.A.Arthur, and City Clerk
Frank G. Baker.
Also present were Mrs. Brummerhop and Jim Holley (Press).
Minutes of the last meeting were read and approved.
Carried.
Mayor Pfeiffer stated that he wanted to discuss the garbage dump site, and
stated that he would favor an incinerator to be used by several cities.
The surface water that is flooding the sewer system was cli scussed, and the
Mayor suggested that Mr. Arthur have his department make a house to house
inspection and see if any of them have gutters that are draining into the
system.
Supt. Arthur was authorized to proceed with the above suggestion.
Motion by Stabs, second by Osborn, that Commissioner Stabs be authorized to
spend appro~.mately $300.00 out of Escrow account.
Carried.
Motion by Brown, second by Osborn, that Commissioner Brown be authorized to
have 1 street light, 2500 Lumen, installed on the 300 Block of 16th Street,
Carried.
Motion by Stabs, second by Brown, that the Resolution adopting the contract
between S.W. Richnow and the City, for cutting hay on the airport, be adopted.
RESOLUTION
UIHEREAS, the City of La Porte has, after due consideration, deter-
mined that it would be to the advantage of the City of La Porte to have one
W. Richnow mow the grass on said airport and make and bale hay therefrom under
the following terms and conditions.

This agreement between the CITY OF LA PORTS, as a pa rty of the
first part, and W. RICHNO~iJ, party of the second part.
WITI~SSETH :
I.
Party of the second part hereby a grees to mow the Hou-Port Air-
s Wort "located on Spencer Highway, four (!~) times before August 17, 1962, and
~! shall have for his services nine (9) of each ten (10) bales of hay, baled
from these motaings.
II.
Party of the second part hereby promises and agrees that he shall
hold the City harmless from liability for any accident or any damages that
may arise duri ng his operation in the mowing and shall replace at his expense
arty broken the or electrical conduits or runway lights that may be damaged
as a result of his operation,
III .
Party of the second part a grees to enter the premises only at the
Armory Entrance.

Party of the first part agrees to accept delivery of each tenth bale
of hay on tine premises.
V.
It is agreed by both parties that the party of the second part is an
independent contractor and that the City shall not be responsible for the wages
or injuries of the party of the second part or any of his employees or servants.

Motion by Osburn, sec and by Stabs, that the Mayor and Secretary be authorized
to sign necessary papers to permit Humble Oil & Refining Company to shoot 3
holes at X25,00 per hole, on Airport property.
Carried.
Motion by Stabs, second by Osburn, that the meeting adjourn.
Carried.
