LA PORTE CITY COMMISSION - APRIL 6, 1962
7:00 P. M.
Regular meeting of the City Commission was called to order by Mayor H. P.
Pfeiffer, with the following members present: Commissioners Dunham, Osburn,
Stabs and Brown, City Attorney C~ L. Pitman, Supt. W.A. Arthur, Asst. City
Supt. Dick Cunningham, and Asst. City Clerk Ruth Hud dleston.
Also present were: Mike Clark, and Jas. 0. Holley (Press), Mr. King, Ernest
Brown, Carlos Smith, Bobby Jones, and Mr. and Mrs. Carter.
Minutes of the last meeting were read and approved.

COUNTY OF HARRIS ~
The City Commission of the City of La Porte, Texas, convened in regular session
at the City Hall. within said City on the 6th day of April, 1962, with the follow-
ing members present, to-V,rit:

and the following member(s) absent, to-wit: Baker , when, among other
business had, the following was transacted:
The Mayor introduced an ordinance which was read in full. Commissioner Osburn
made a motion that the ordinance be adopted as read. Commissioner Brown seconded
the motion for adoption of the ordinance. The motion, carrying with it the
adoption of the ordinance, prevailed by the following vote:
AYES: Commissioners Stabs, Osborn, Brown,
Dunham and Mayor Pfeiffer
NOES: None
The Mayor thereupon announced that the motion had duly and lawfully carried,
and th#t the ordinance had been duly and lawfully adopted. The ordinance thus
adopted follows:
AN ORDINANCE AUTHORIZING THE ISSUANCE OF X328,000
i~ATERWORK5 AND SEUr~R SYSTEM REVENUE REFUNDING BONDS;
PRESCRIBING THE T~.RMS AND PROVISIONS THEREOF; MAKING
PROVISION FOR THE PAYMENT OF THE PRINCIPAL THEREQF
AND INTEREST THEREON; PROVIDING FOR TBE EXCHANGE
THEREOF FOR THE UNDERLYING BONDS BEING REFUNDED
THEREBY; CONTAINING OTHER PROVISIONS RELATING TO THE
SUBJECT; AND PROVIDING THAT THIS OR DINANCE SHALL
BE EFFECTIVE UPON AND AFTER ITS ADOPTION.

Mr. Carter appeared before the Commission and presented a plat of a pro-
posed subdivision for which he requested the approval of the Commission,
The subdivision is an area comprising ll~ acres in the W,P. Harris Survey,
and will be called 'Shady River".
No action was taken on this request at tYiis time.
Carlos Smith presented contracts from West Constru coon Company for paving
on Tyler, North ltth, and Madison Streets. Motion by Brown, second by Dunham,
that the contracts be signed.
Carried.
Motion by Dunham, second by Csburn, that Ordinance No. 642, be adopted
as read, The vote was as follows:
AYES: Commis sinners Brown, Osborn and Dunham
NOES: Commissioner Stabs
The caption of su ch adopted ordinance reads as follows

BUILDING OR ANY ALTERATION OR REPAIR OF ANY IMPROVEMENT

TO FIRST ACQUIRE A BUILDING PERMIT FROM THE CITY OF LA-
PORTE AND PROVIDING A PENALTY OF NOT MORE THAN $200.00_
FOR EACH DAY ANY PERSON IS IN VIOLATION OF THE TERMS AND
PROVISIONS OF THIS ORDINANCE.
Carried.
There was quite a bit of dis cussion on the above or dinance, and it was
decided to hold a special meeting on Wednesday night, April llth~ for
the purpose of having a more thorough understanding of what the or dinance
provides.
A letter from Travelers Incur ance Compaq in regard to the proposed raise
of incur ance rates for ci ty employees, was read by the Mayor. A discus lion
was held, but no action taken. This will be dis cussed more fully at the
April 11th special meeting.
Motion by Brown, second by Osborn, that the following Resolution be adopted:
tidf~P,EAS, the City of La Porte has certain funds on deposit with
Southwestern Savings & Loan Associa tion of Houston, Texas, and also with
Heights Savings & Loan of Houston, Texas; and,
WHEREAS, it 1^.as been determined by the City Commission of the
City of La Porte that it is necessary to withdraw certain funds from each
of said institutions with which to meet the requirements of certain bonded
indebtednesses.
Tf~REF~.E, BE IT RESOLVED BY THE CITY CONIl'4ISSION OF THE QTY OF
LA FORTE:
The City of La Porte shall withdraw from deposit the sum
of $10,000.00 from each of the present depositories, namely South-
western Savings & Loan Assodiation of Houston, Texas, and Heights
Savings & Loan of Houston, Texas.
PASSED AND APPROVED this the 6th day of April, 1962.

A letter from the La Porte Board of Adjus tment and one from the La Porte
Planning and Zoning Board, in connection with the re-opening of the
Beacon Drive Inn near Sylvan Beach, were read to the Commission.
Motion by Dunham, second by Osborn, that the Commis sion concur in .the
decisions of the Zoning Board and Board of Adjus tment, in the re-opening
of the Beacon Drive Inn as a business, without the sale of beer, wine
or liquor.
Carried.
A letter from the Humble Oil Compatay questioning the City's action in
continuing contract with Mobil Oil Company, when thcir company was
lower on two parts of the contract, was read by the Mayor. The two
parts on which Humble was lower were regular gas and diesel oil.
Mayor Pfeiffer stated that he will call. their man next week and explain
that the City uses no regular gas, and a moderate amount of diesel.
However, he will advise him that if his company wants the contract
for the diesel, that the City will be happy to deal with hint.
Bids for the pur chase of fire hose were opened and presented, as
follows:

Motion by Stabs, second by Bonham, that the bid of Eureka Fire Hose, be
accepted.
Carried.
Motion by Brown, second by Osburn, that Carlos Smith be au t horized
to set grade stakes for "H" Street, from 3rd to 4th Streets.
Carried.
Motion by Stabs, second by Brown, that the difference of X2.70 a
foot for 64~ of pipe is offered to Buck Thomas for difference between
30" and 15" pipe which was removed from his property on East "H" Street.
Carried.
Motion by Brown, second by Dunham, that Commissioner Brown be au thorized
to purchase oil for streets.
Carried.
Commissioner Dunham reported that there is another ball park needed.
He has a plot of ground promised, and reported that he will bring
figures on how much money will be needed for this project, to the
April 11th special meeting.
Motion by Osburn, second by Brown, that gross receipts check from
Southwestern Bell Telephone ComparYy, in the amount of X2,183.51,
be accepted.
Carried.
Mr. King requested a gas allotment for his duties as Building Inspector,
of around 20 or 25 gallons per week. No action was taken on this
request, and this will be discussed fur they at the April 11th special
meeting.
Motion by Osborn, second by Stabs, that the meeting ad3ourn.
Carried.
