Minutes of the Regular Meeting, held on August 10, 1962 were read and approved. # ~ ~ 15. 2. Ordinance No. 650, which was first read and ORDINANCE N0. 650 passed on July 6, 1962, granting a Franchise to Baysh®re FINAL REAnING Industrial Water Company to own and operate a water system in certain territ©ry described, both within the City of La Porte and adjoining the City of La Porte and ordaining other matters relating to the subject, was read again in full. Commissioner Osburn moved that the Ordinance be finally passed. The motion was seconded by Commissioner Brown, voted upon and carried by the following vote: AYES: Commissioners Osburn, Brown, Stabs, Dunham and Mayor Pfeiffer. Mrs. Lois Compton and Mrs. Rosalie Weir, with others, appeared before the Commission in support of a new Li 1~ary. They announced that m®st of the Hospital Board had been c®ntacted in regard to releasing to the Library Fund certain money held by the Hospital Beard, which had previously been csllected by public donation for the purpose of a new h©spital. It was decided that a meeting of the Hospital Board would be calleei to discuss the matter fully. 16. PLANS FOR 'a0N- STRUCTION OF NEW LIBRARY Mayor Pfeiffer stated that the City Commission would like to see the new Library located on Avenue "E" and San Jacinto, close to the sch®ol, and somewhat separated from the proposed Recreation Center. He stated that the necessary steps would be taken to acquire the land frc~n the school when the group was ready to proceeel. at this time. No official action of the C©mmissi®n was taken ~ ~ ~ !t. Commissioner Osburn made a motion seconded br RESOLUTION N0. 7-62 Commissioner Dunham, and carried, that Resolution No. 7-62, "TRIAL DE NOVO opposing House Joint Res®lution No. 32, which proposed to amend BMENDMENT" the State Constitution by what is common7~ termed the "Trial De NOVO Amendment"~ be passed and published in the 1®cal news- paper. (Resolution No. 7-62 filed in Resolution Bsok.) 5. Mayor Pfeiffer read a letter from Mr. L. F. L. F. riACNEIL - iJ MacNeil, 1312 Bayshore Drive, La Porte, Texas, asking f®r an LETTER PROTESTING r opportunity to protest an increase in property taxes. PROPERTY TAXES ~. ~+ ~~ The request was tabled until the report fr©m ,.~ the Equalization Hoard was received. ~ €:~- ~t # ~ ~ 6. Commissioner Stabs discussed the possibility of REQUEST FOR c®ntaeting neighboring cities and communities that are fern- 1JEW FIRE TRUCK fished fire protection by the City of La Porte, in an effort to ;;~ secure help ®n the purchase of a new Fire Truck. ~gy Although no official action was taken, the c®mmis- sign was in accord with the proposal, and it was suggested that Commissioner Stabs proceed. ~" ~ ~ ~ ~ 7. Commissioner Dunham advised that when the ®fficial APPOINTi~iENTS OF appointments were made, the Commission neglected the app®int- DIRECTORS OF CIVIL meet of a Director of Civil Defense and Director of Recreation. DEFENSE AND RECREA- TION 17. It was suggested by the Mayor that the ordinance affecting appointments be amended to include these appointments, and suggested that the amendment be prepared for the next c®mmission meeting. ~ ~ „= 8. City Engineer Smith reported that the water and AUTHORIZATION OF sewer line construction by De Angelo Construction C®mpany was PAYMENT ($11515.35) completed, and requested that the Invoice from De Angelo Con- T,~ DE ANGELO struction Company, in the am®unt of four thousand five hundred CONST. CO. fifteen dmllars and thirty-five cents ($ 4,515.35) be paid. ~- ~- # 9. City Engineer Smith reported on progress being TIME SURVEY ON made in the "Time Survey" of garbage pick-up services, and, that GARUAGE PICK-UP the survey would be completed within another week. Mayor Pfeiffer reiterated the importance of the survey being sufficient to insure accuracy before being incor- porated in an ordinance amendment, ~ ~ ~ 10. Commissioner Osburn made a motion, seconded by PURCHASE OF Commissioner Dunham, and carried, that the purchase of one ADDITIONAL WATER thousand (1000} feet of 11" pipe, five hundred (500) feet of plpE FOR STOCK 2" pipe and one thousand 1000) feet of 3/I~" pipe be ratified. ~,~ ~ ~ 11. Commissioner Dunham reported that the summer REPORT ON SUMMER recreati®n pr~-gram was almost finished and had been successful. RECREATIONAL PRO- He especially commended the Swim Team on their efforts and G~q awards they had won. He also suggested that we check with other cities in regard to Building Permits for shopping centers and rather large building projects to see how our charges compare. The City Clerk was instructed to make a survey and report back to the City C©mmission. # # # 12. C©mmissioner Stabs made a motion, seconded by APPOINTMENT OF Commissioner Brown, and carried, that Mr. Floyd Hearon be FLOYD HEARON FOR appointed Auxiliary Patrolman. AUX.
