Minutes of the three previous meetings held on August 17, September 6 and September 10, 1962, were read and approved. # ~ ~ 2. Mr. Maurice Bright appeared. before the Commission OPENING OF DONALD- in reference to opening of Donaldson Street from R.®seoe to the SON ST. TO 13AY ~Y• Commissioner Brown made a motion, sec®nded by Commissioner Stabs, which was carried unanimously, that the City Attorney write a letter to the heirs of the Morrow Estate re- questing that they show cause as to why the street should not be opened. ~ ~ # 3. Mrs. James Yarborough appeared before the Commission AUTHORIZATION OF requesting a permit to open a "Fruit Stand" at Avenue "J" and Broad- FRUIT STAND AT way, with a twelve (12) fo©t by twenty-four (2!~) foot portable "J" & BROADWAY building, with assurance that city regulations as to cleanliness and sanitation would be complied with. The request was tabled for further study, and Mrs. Yarborough was informed that the City Clerk would give her a decision by September 17th, # ~ ~ • 23. !~. The Mayor introduced Ordinance No. 656, which ORDINANCE N0. 656 was read in full. Commissioner Osburn made a motion that the ordinance be accepted as read. C®mmissioner Brown seconded the m®tion for adoption of the ordinance. The motion, carrying with the adoption of the ordinance, prevailed by the foil®wing vote: AYES: Commissi®ners Stabs, Osborn, Brown, Clovis Mann, City Clerk and Mayor Pfeiffer. NOES: None. The Mayor thereupon announced that the m®tion had duly and lawfully carriPCl, and that the ordinance had been duly and lawfully adopted. C~,gtion of the ordinance is as foil®ws: (Ordinance No. 656 filed in Ordinance Book) AN ORDINANCE AUTHORIZING THE ISSUANCE OF SEWER SYSTEP~ REFi1NDING BONDS; PRESCRIBING THE TERMS AND PROVISIONS THEREOF; PROVIDING FOR THE EXCHANGE THEREOF FOR THE INDEBTEDNESS BEING REFUNDED THEREBY; CONTAINING OTHER. PROVISIONS RELATING TO THE SUBJECT; AND PROVIDING THAT THIS ORDINANCE SHALL BE EFFECTIVE UPON AND AFTER ITS ADOPTION. ~ ~ 5. Commissioner Osburn 1~~ade a motion, seconded by CHANGINr7 OF EASEMEN Commissioner Brown, that the existing easement on the South side IN BLK. 18, S. B. of Forest Street between Broadway and willow, be changed to the North side of Garfield, between Broadway and Willow. City Attorney to prepare the necessary records. Motion carried. ~ ~f ~ 7. Cmmmissi®ner Osburn made a motion, seconded by AUTHORIZATION 8F Commissioner Frown, that M. A. Quitta and Albert Grav®s be raised PAY RAISES FOR in pay from one dollar-seventy-five ($ 1.75) per hour to one dollar M. QUITTA & eighty-eight ($ 1.88) per hour, effective September 12, 1962. A. Commissi©ner Brown made a motion, seconded by Comm- AUTHORIZATION OF issioner Osburn, that a mercury vapor light be placed at Garfield STREET LIGHTS AT: and State Highway 14b, and that a regular street light be placed GARFIELD & HWY. 146 approximately 100 feet West of the East end of Brownell Street. BROWNELL STREET Motion carried. ~ ~ # 9. Moti®n made by Commissioner Stabs, seconded by AUT~iORIZATION OF Connnissioner brown, that L. H. (Sonny) McKey be paid for his PAYMENT TO L. H. work on the jail construction project in the amount of one MC KEY (JAIL) thousand one hundred d®llars ($ 1,100.00). Motion carried. # -;~ ~ • • 25. 10. Proposal from T. B. Trotter Company, Housto~h, Texas, to do the City's auditing work for the present fiscal year, which will end on June 30, 1963, was considered. The proposal included an independent audit at the end of the fiscal year, and two periodic, surprise test-checks during the year, for an approximate fee of one thousand dollars ($ 1,000.00) plus travel expenses. Commissioner Stabs made a motion, seconded by AUTHORIZATION FOR Commissioner Brown, that the Police Department be authorized RIDS ON NEW PATROL to advertise for bids for a new Patrol car.
